On December 20, 2023, Attorney Wang Zhanping, Senior Partner at Tongfang Law Firm, Researcher at the China E-Commerce Research Center, and Special Legal Expert, was invited to deliver a special lecture titled “Special Legal Rules for E-commerce and Related Legal Practice” at the first training session for mediators organized by the Shenyang E-commerce Association.

On December 20, the inaugural meeting of the Shenyang Municipal E-commerce Dispute Mediation Committee and the opening ceremony of the first training session for people’s mediators—hosted by the Shenyang Municipal Justice Bureau and organized by the Shenyang Municipal E-commerce Association—were solemnly held at the Shenyang Qixing Wealth Center. Attending the event were Wang Wei, Director of the Division of Public Participation and Promotion of the Rule of Law at the Provincial Department of Justice; Zhang Yue, Director of the E-commerce Division at the Provincial Department of Commerce; Sun Wenyuan, Director of the Division of Public Participation and Promotion of the Rule of Law at the Municipal Justice Bureau; Song Yang, Deputy Director of the Online Monitoring Division at the Municipal Administration for Market Regulation; Guo Meng, from the Social Organization Administration of the Municipal Civil Affairs Bureau; Jin Xia, Secretary-General of the Shenyang Consumer Association; Liu Zhongcheng, Party Secretary and Secretary-General of the Shenyang Express Association; Li Xiaoling, Secretary-General of the Credit Economy Dispute Mediation Committee of the Shenyang Credit Association; Qu Xuewen, Executive President of the Shenyang E-commerce Association; Liu Fei, Secretary-General of the association; as well as representatives from several commercial banks and law firms stationed in Shenyang and representatives from member units of the Shenyang E-commerce Association—totaling over 80 participants.

Attorney Wang Zhanping was invited to deliver a special lecture titled “Special Legal Rules for E-commerce and Related Legal Practice” at the first training session for people’s mediators organized by the Shenyang E-commerce Association. During the in-person session, he explained in detail the scope of application of e-commerce, the E-commerce Law and relevant regulations issued by the Supreme People’s Court, legal risks associated with livestreaming sales, case studies on e-commerce disputes, as well as online dispute resolution mechanisms and related legal knowledge concerning the People’s Mediation Committees. The lecture was also broadcast live online, creating favorable conditions for mediators to effectively resolve e-commerce-related conflicts and disputes.

With the rise of the Internet era, we have entered the “micro-era.” As a result, legal disputes arising from e-commerce—between e-commerce operators, e-commerce platform operators, operators on these platforms, and consumers—are becoming increasingly common. This lecture will help further enhance the understanding of people’s mediators at the Shenyang Municipal E-commerce Dispute People’s Mediation Committee regarding e-commerce-related issues, elevate the standardization level of e-commerce mediation, and more effectively resolve disputes. It will also contribute to further optimizing the business environment under the rule of law, strengthening private enterprises’ sense of gain in the rule of law, and delivering services that are convenient and beneficial to the public. The establishment of the Shenyang Municipal E-commerce Dispute People’s Mediation Committee marks another important function added by the Shenyang E-commerce Association in serving the government, its members, and society at large. It also represents an additional mission and responsibility for the association in the e-commerce sector—to voice concerns, resolve conflicts, and promote harmony.
