The new chapter of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era marks that our Party’s systematic understanding of building a long-term ruling Marxist political party has reached a new height. It provides the fundamental guiding principles for continuing to exert strong efforts and deepening the comprehensive and strict governance of the Party in the new journey, and offers a scientific guide for doing well in discipline inspection and supervision work. We must fully implement General Secretary Xi Jinping’s important thought on the Party’s self-revolution, thoroughly carry out the “eight highlights and eight deepenings” tasks laid down at the Third Plenary Session of the Central Commission for Discipline Inspection, and above all, focus on ensuring effective implementation—every task must be measured by whether it is truly put into practice and yields tangible results.

The foundation for effective implementation lies in unwavering and thorough execution. We must put real effort into making political oversight more concrete, precise, and routine, and achieve tangible results.

Political oversight is a powerful measure to ensure that the entire Party upholds the centralized and unified leadership of the Party Central Committee. We must deeply study the decisions and deployments of General Secretary Xi Jinping and the Party Central Committee on comprehensively and strictly governing the Party, and thoroughly grasp General Secretary Xi Jinping’s important thoughts on the Party’s self-revolution. We need to make greater efforts to make political oversight more concrete, precise, and routine, transforming these insights into powerful and effective political oversight actions and tangible results. We must urge Party organizations at all levels and Party members and cadres to profoundly understand the decisive significance of the “Two Establishments,” enhance their “Four Consciousnesses,” firmly uphold their “Four Confidences,” and ensure they “Two Safeguards.”

Firmly uphold the primary responsibility of supervision and strictly enforce political discipline. Closely focus on implementing the important instructions and directives of General Secretary Xi Jinping as well as the major policies and guidelines of the Party Central Committee, and strengthen political oversight. Adhere to the principle that wherever the major decisions and deployments of the Party Central Committee reach, political oversight must follow closely behind, thereby promoting the establishment and improvement of a closed-loop mechanism for effectively implementing key political requirements, ensuring that each task is steadily advanced and thoroughly carried out. Continuously refine the toolkit for political oversight, combining supervision with inspection, integrating dynamic tracking with regular reviews, and linking periodic inventories with analytical early warnings. Timely identify problems, urge alignment with established standards, and correct any deviations. For those who fail to implement directives effectively, cut corners, or engage in evasive maneuvers, hold them strictly accountable and thoroughly investigate any underlying violations of political discipline and rules.

Anchor ourselves firmly on our goals and ensure the effective implementation of political requirements. Continuously enhance our political judgment, political comprehension, and political execution capabilities. Strengthen our ability to identify political issues through business deviations and detect early signs and emerging trends that may indicate underlying political risks. We must both guard against superficiality, overgeneralization, and undue politicization, as well as avoid failing to accurately assess situations or delve deeply enough into investigations. Further optimize and make full use of the Party Group and Resident Inspection Team’s mechanisms for comprehensive and strict governance consultations—conducting regular consultations on overall work, setting a strategic outlook at the beginning of the year to guide the entire year, providing mid-year support to ensure steady progress throughout the year, and holding special consultations on key tasks. These mechanisms will help transmit accountability and pressure, urge rigorous implementation, and facilitate timely consultations on critical tasks. We must focus on improving the timeliness and effectiveness of implementation, consolidating and deepening consensus on shared challenges, jointly addressing difficult issues, and promoting collaborative problem-solving in a sustained and institutionalized manner.

Focus on the key minority and firmly uphold political responsibilities. Regularly supervise and inspect the implementation of rectifications from inspection tours, audit findings, and disciplinary inspection and supervision recommendations. Comprehensively and thoroughly understand the status of those under supervision and the political environment through daily oversight, analysis of petitioning cases, assessment of leads, and handling of specific cases. Strengthen the building of leading teams and cadre teams, as well as the construction of grassroots Party organizations and Party member teams. Promote the implementation of the accountability system for fully enforcing strict Party governance, incorporating discipline-building efforts into the criteria for establishing model government agencies and in performance evaluations and assessments of Party building. Urge leading teams and cadres at all levels—especially “principal leaders”—to set strict personal standards, assume rigorous responsibility, and exercise tight management over their respective jurisdictions, thereby truly shouldering their principal responsibilities and supervisory duties.

       The efficiency of implementation stems from swift and decisive action, and from advancing in a coordinated manner the efforts to ensure that officials dare not be corrupt, cannot be corrupt, and have no desire to be corrupt.

Anti-corruption is the most thorough form of self-revolution. We must absolutely not turn back, relax our vigilance, or show any mercy. Moreover, we need a clear understanding of new developments and trends in the fight against corruption, as well as a keen awareness of the underlying conditions and root causes that give rise to corrupt practices. The heavier the task and the greater the difficulties, the more we must recognize our responsibilities and shoulder them with determination—pushing forward all the more vigorously as challenges intensify.

Strengthen the high-pressure deterrence that deters corruption. We will remain steadfast in our attitude, maintain unwavering intensity, and stay focused on the right priorities. We will break the deadlock through concrete cases, closely monitoring key issues, critical sectors, targeted individuals, new forms of corruption, and hidden corruption. We will treat the severe punishment of corruption involving collusion between government officials and business elites as the top priority in our tough battle against corruption, and promptly address and eliminate risks and hidden dangers of sectoral and field-specific corruption. We will persist in investigating both bribery and corruption offenses simultaneously, deepen the coordination and synergy between disciplinary inspection and supervision authorities and administrative law enforcement agencies, intensify efforts to recover and rectify improper gains, and comprehensively employ disciplinary, legal, administrative, and economic measures to deliver a “combined punch” of joint punishment—ensuring that those who violate laws and discipline will find no profit to be gained and will suffer greater losses than any potential gain.

Strengthen the rigid constraints against corruption. Adhere to the principle of addressing the “second half of the story” starting from the “first half”—penetrating individual cases while also analyzing similar cases, focusing on uncovering the deep-seated issues underlying these cases, and putting forward targeted and persuasive recommendations for rectification. By investigating and handling one case, we can serve as a warning to a wider group and effectively govern an entire region. We must profoundly expose the chaos and violations of discipline and law in key areas, thoroughly identify weaknesses in institutional development, risk points in oversight and checks and balances, and gaps in education and management. This will drive deeper reforms of systems and mechanisms in key areas, accelerate the establishment of governance mechanisms in emerging fields, and study institutional mechanisms, methods, and measures to prevent and curb the emergence and spread of corruption.

Strengthen the ideological awareness of “not wanting to be corrupt.” Seize the opportunity presented by studying and implementing the newly revised Regulations on Disciplinary Actions and by launching concentrated disciplinary education across the Party to develop a wealth of disciplinary education materials and carry out in-depth education on Party spirit, Party style, and Party discipline. Urge regular training on discipline and law for cadres in key positions, and step up disciplinary and legal training for young cadres, newly appointed cadres, newly recruited cadres, and cadres dispatched to assist other regions or hold temporary posts. Reinforce integrity reminder talks and foster a sense of “self-conscious discipline.” Highlight both exemplary good and bad cases as guidance, encouraging all Party members and cadres to carry forward the Party’s glorious traditions and fine work styles, and regard seeking personal gain through abuse of power and engaging in corruption as a grave disgrace.

      The effectiveness of implementing measures hinges on seeking truth and being pragmatic, and we must uphold a strict tone, stringent measures, and a rigorous atmosphere over the long term.

To ensure effective implementation, it is even more crucial to focus on tasks that are highly motivating and capable of driving systemic change—evolving from addressing a single issue to cracking a whole category of tough problems. We must tackle challenges sector by sector, proceeding step by step with sustained effort over the long term. We must firmly reinforce the safeguards established by the Central Committee’s Eight-Point Regulation, resolutely preventing the resurgence of hedonism and extravagance. We must thoroughly address irregularities related to improper dining and drinking, such as “eating official letters,” “eating in canteens,” “eating at bosses’ expense,” and “eating at subordinates’ expense.” We must adopt a dual approach: first, investigate corruption through the lens of unhealthy practices, delving deeply into issues like soliciting favors and transferring interests behind these unhealthy trends; and second, combat unhealthy practices by tracing them back to their corrupt origins. We must take strong measures to address the formalism and bureaucratic practices that have drawn intense public complaints, tackling head-on such persistent malpractices as treating meetings as mere compliance, regarding deployment as achievements, leaving work half-done, rushing to close cases without proper follow-through, sidestepping conflicts whenever they arise, and shifting responsibility downward. By consistently sending strong signals of strict discipline and solidifying a tone of rigor, we will continue to uphold high standards and deliver tangible results.

Always keep in mind our original aspiration and mission, and push forward the tough battle for building a sound work ethic in the field of market regulation with greater depth and practicality. Strengthen the leading role of government agencies in setting exemplary standards, and closely monitor “key small matters” that directly affect people’s livelihoods—such as food safety on campuses, child medication safety, safety of products for minors, safety of special equipment, and a reassuring consumer environment. Ensure that market regulation’s “iron fist” truly delivers results, systematically, continuously, and thoroughly addressing bottlenecks and challenges to produce tangible benefits and measurable outcomes for the public. Vigorously tackle specific tasks such as the targeted crackdown on corruption in the pharmaceutical sector, providing full cooperation, ongoing follow-up, and comprehensive supervision across all areas. Promote coordinated efforts between market regulators and drug regulatory authorities to achieve more institutional breakthroughs and greater governance effectiveness.

We must make good use of the working approach of “deep learning, practical investigation, and solid implementation,” continuously deepen and expand upon the achievements of thematic education and educational rectification, and strengthen our “basic skills” in investigative research. We should adopt a combination of joint investigations, specialized investigations, and supervisory investigations to gain a true and accurate understanding of the situation, grasp the real dynamics on the ground, see the bigger picture, and get to the bottom of problems. We must put great effort into in-depth analysis and thoughtful reflection, drawing from the Party’s innovative theories for guiding principles, ideas, methods, and concrete measures. Upholding the principles of seeking truth from facts and adhering to both upholding fundamentals and promoting innovation, we will transform the profound truths embedded in scientific theories into vivid practices that drive deepened reform, improve institutional frameworks, and enhance governance effectiveness. We will also turn these insights into tangible results in strengthening Party conduct, enforcing discipline, and combating corruption, thereby continuously enhancing our capacity and effectiveness in performing our duties.

The purpose of theoretical study is to put it into practice; its effectiveness hinges on whether it is genuinely reflected in performing our duties well. We must avoid any disconnect between learning and application—learning should not be divorced from action, talk from doing, or theory from practice. We must truly enhance our sense of urgency that we cannot afford to wait, our sense of responsibility that we cannot afford to sit still, and our sense of crisis that we cannot afford to delay. We must consolidate our foundational work, expand our ongoing efforts, and pursue innovative initiatives, ensuring that the spirit of the Third Plenary Session of the Central Commission for Discipline Inspection is effectively implemented and yields tangible results.

Cultivate absolutely reliable capabilities in the political arena. Every supervision and inspection, every investigation and review, is closely linked to politics, the rule of law, and the people’s hearts—and thus increasingly highlights the precious qualities of upholding principles, boldly taking a stand, daring to fight and knowing how to fight effectively, and assuming responsibility with dedication. Though we may have thousands of reasons to hesitate or avoid struggle, there is only one compelling reason to dare to fight: the interests of the Party and the people. We must remain steadfast in facing difficulties without shying away and in shouldering our responsibilities without evasion. On major political principles and fundamental questions of right and wrong, we must hold high the banner of clarity, act selflessly and fearlessly. When combating unhealthy tendencies, evil practices, and corruption, we must refuse to kowtow to evil, show no fear of “ghosts” or pressure, and never spare ourselves or become “nice guys.” We must never waver, obsess over gains and losses, or leave ourselves an escape route.

Enhance the conscious commitment to absolute integrity in our actions. Disciplinary inspection and supervision officials are the enforcers of discipline themselves, wielding the power to enforce discipline. They shoulder special political responsibilities and a glorious mission. Therefore, they must firmly uphold the requirement of forging an iron disciplinary inspection and supervision team to even higher standards, taking the lead in bravely engaging in self-revolution—on the levels of ideology, work style, integrity, and strict management—to purify their thoughts and organizations. They should strive to set an exemplary standard for self-revolution and serve as role models in observing rules and discipline. We must continuously strengthen the cadre team, improve the comprehensive and stringent management mechanisms, refine work systems and procedures, and reinforce internal oversight and checks and balances. We must simultaneously focus on both the operational tasks of our team and the professional development of our political personnel, firmly preventing carelessness, complacency, and arbitrary behavior. We must ensure fairness and integrity, strictly adhere to rules, discipline, and the law, and carry out all tasks thoroughly and meticulously.
