Currently, the entire Party is deeply engaged in studying and educating on Party discipline. This is an important measure for strengthening Party disciplinary construction and promoting the deepening of comprehensive and strict governance over the Party. General Secretary Xi Jinping emphasized that we must cultivate a sense of discipline自觉—educating and guiding all Party members and cadres, especially leading officials, to hold themselves strictly to the standards set forth in the Party Constitution, to be fully aware of boundaries and clearly understand bottom lines, to transform external disciplinary requirements into internal aspirations, and to take the lead by example and play a model role. Party members and cadres must thoroughly grasp the requirements outlined in the General Secretary’s speech, focusing on consolidating their ideological foundations and nurturing their moral character. They should study discipline in depth, take the initiative to abide by it, and enforce it rigorously. They should actively carry forward the Party’s glorious traditions and fine work styles, integrating the enhancement of Party spirit, strict adherence to discipline, and the refinement of work style into daily life and making them habitual practices. They must consciously engrave discipline and rules deeply in their hearts and internalize them as everyday behavioral norms.
Cultivate disciplinary awareness through in-depth study of discipline.
Without learning, one cannot attain wisdom. For Party members and cadres to develop a sense of discipline and self-discipline, it is essential first to learn about discipline, understand discipline, and clearly recognize its importance.
Learn it exactly as it is. Carefully study the "Disciplinary Regulations of the Communist Party of China" chapter by chapter, article by article, and word by word. In the process of continuous learning and constant renewal, deeply grasp the guiding principles, key points, and regulatory requirements of the "Regulations," and gain a profound understanding of the fundamental essence of the Party’s “Six Disciplines.” Strictly implement the system of collective study within Party organizations, strengthen individual self-study, and proactively engage in diligent study of Party discipline and constant cultivation of Party spirit through political activities such as theoretical study groups, the “Three Meetings and One Class,” and themed Party Day events. Continuously enhance political steadfastness, disciplinary steadfastness, moral steadfastness, and resistance to corruption, and always remain loyal, clean, and accountable.
Learn with questions in mind. The purpose of learning is to solve problems, not merely to go through the motions of learning for the sake of learning itself. In Party discipline study and education, Party members and cadres must dare to conduct self-examination and self-correction, engage in deep self-reflection, and thoroughly examine and analyze their own shortcomings in areas such as the Party’s political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and lifestyle discipline. They should earnestly carry out criticism and self-criticism, constantly remind and restrain themselves with the “measuring stick” of Party discipline, and truly ensure that they remain alert, clearly understand the bottom lines, and cultivate a sense of awe and respect.
Learn by connecting to reality. Closely link theoretical study with practical work and real-life situations; genuinely place ourselves, our responsibilities, and our tasks at the center of our efforts, and strive to enhance the effectiveness of our learning. We must harness the cautionary and educational power of typical cases—using specific cases to illustrate disciplinary rules and legal principles. By drawing lessons from “people around us” to address “matters around us,” and vice versa, we can continuously provide party members and cadres with “sobering agents” and “calming remedies,” enabling them to develop a sense of discipline and self-awareness subtly and naturally.
Cultivate self-discipline by taking the lead in observing rules and regulations.
Carrying out Party discipline study and education, it is a fundamental requirement that Party members and cadres take the lead in observing discipline. We must continuously strengthen our awareness of discipline by consciously complying with and taking the initiative to uphold it in practice.
We must strengthen the concept of “no regulatory禁区.” Everyone is equal before discipline; there are no privileges when it comes to abiding by discipline, and no exceptions when enforcing it. Under the authority of Party discipline and national laws, we must not allow any “dark corners” or “fish slipping through the net.” We must firmly reinforce the concept that supervision and management know no forbidden zones and consciously cultivate a sense of discipline and self-discipline.
We must put an end to the “it’ll never happen again” mindset. 。 Many facts show that as long as we allow “this won’t happen again,” there will inevitably be “another instance.” If we use “this won’t happen again” as a pretext to indulge ourselves, various Party discipline rules and regulations will become nothing more than stretchable “springs,” malleable “play dough,” or mere “papier-mâché figures.” As a result, Party members and cadres will face an increased risk of violating laws and Party discipline. Therefore, when it comes to discipline, we must be “strict with ourselves,” firmly uphold the principle of “taking this as a lesson,” and resolutely put an end to the notion of “this won’t happen again.”
Cultivate discipline through the refinement of Party spirit. Conscious
Consciousness stems from inner faith and aspiration. For Party members and cadres to develop disciplinary consciousness, they must also persistently and steadily work on strengthening their Party spirit and purifying their souls.
We must strictly abide by political discipline and political norms. Before political discipline and political rules, a Party member or cadre’s Party spirit is most clearly reflected. To hone one’s Party spirit, we must maintain high consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in thought, politics, and action; consciously uphold the authority of the Party Central Committee; firmly endorse the “Two Establishments” and resolutely practice the “Two Safeguards.” We must resolutely respond to what the Party Central Committee advocates, strictly implement what the Party Central Committee decides, and rigorously refrain from what the Party Central Committee prohibits. We must continuously enhance our political discernment, political comprehension, and political execution capabilities, truly transforming discipline and rules into political, ideological, and behavioral self-awareness.
We must uphold the Party Constitution. The Party Constitution is the Party’s fundamental law, serving as the overarching basis for comprehensively enforcing strict Party governance and as the general rule governing the conduct and words of all Party members. To strengthen Party spirit, we must strictly abide by and uphold the Party Constitution, deeply study its basic content and various provisions, fully grasp its essential principles and practical requirements, and persistently nourish our original aspirations and guide our mission with the Party’s innovative theories of the new era. We must internalize the Party’s ideals and convictions in our hearts and put them into practice through concrete actions and responsible commitment, thereby refining our original aspirations and gaining a deeper understanding of our mission in the course of earnestly pursuing development and taking on responsibilities.
Be loyal to the Party. Loyalty is an outstanding quality that every member of the Communist Party must possess. Loyalty to the Party is not abstract but concrete; it is not conditional but unconditional. It must be embodied in loyalty to the Party’s beliefs, in loyalty to the Party’s organizational structure, and in loyalty to the Party’s theories, lines, principles, and policies. When Party members and cadres demonstrate loyalty to the Party, they will consciously keep in mind their original aspirations and missions, conscientiously abide by the Party’s discipline and rules, and willingly submit themselves to supervision and management. In faithfully performing their duties and taking on responsibilities, they will hone their Party spirit and develop a strong sense of discipline and self-discipline.
