At the Third Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping systematically expounded on the important thought of the Party’s self-revolution, profoundly pointing out that strengthening organizational resilience and building a highly competent team should be key priorities. He emphasized that discipline inspection and supervision agencies must always remain absolutely loyal, absolutely reliable, and absolutely pure, and called on discipline inspection and supervision cadres to strive to set an example in self-revolution and serve as role models in observing rules and discipline. As the Party’s disciplinary force, discipline inspection and supervision agencies are a vital driving force behind the Party’s self-revolution and play a demonstrative and safeguarding role in deepening it. We must thoroughly study and implement General Secretary Xi Jinping’s important remarks on strengthening the building of the discipline inspection and supervision cadre team, continuously consolidate and expand upon the achievements of the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the nationwide rectification campaign for discipline inspection and supervision cadres. Taking the opportunity of carrying out Party discipline and rule-of-law education, we must, with a spirit of thorough self-revolution, strengthen self-discipline and oversight, and forge strong organizations and high-caliber teams that are loyal, clean, responsible, and courageous and skilled in fighting.

Strengthen ideological and theoretical training, and always maintain the political character of absolute loyalty to the Party. General Secretary Xi Jinping pointed out that one of the key reasons why our Party has been able to continuously overcome hardships and create new glories is that we have consistently attached great importance to building the Party through thought and strengthening it through theory, and have steadfastly used scientific theories to arm the minds of our Party members and cadres, ensuring that the entire Party always maintains unified thinking, firm will, and powerful combat effectiveness. On the new journey ahead, we must firmly bear in mind that “unity of thought is the foundation for unity in politics and unity in action,” and persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls. We must deeply study and thoroughly grasp General Secretary Xi Jinping’s important ideas on the Party’s self-revolution, and make concerted efforts to deepen, internalize, and transform these ideas into practical actions. We should uphold and improve the “first-item agenda” system, adopt flexible and diverse approaches such as symposiums, immersive learning, and investigative research, and intensify ideological and political education for discipline inspection and supervision personnel—especially young cadres—guiding them to study and comprehend the Party’s innovative theories with a sense of mission, responsibility, emotion, and deep commitment, and effectively fulfill their supervisory duties.
Strengthen practical training and enhance our ability to dare to fight and fight effectively. Daring to struggle and being good at struggling are the spiritual code that has enabled our Party to march from victory to victory. Disciplinary inspection and supervision work involves fighting against all persons and matters that undermine the Party’s advanced nature and purity, harm its physical health, and disrupt its unity and solidarity. We must uphold principles, bravely draw swords, dare to fight and fight skillfully, and take full responsibility—never yielding to evil, fearing no ghosts, and resisting any pressure. Disciplinary inspection and supervision officials must resolutely wage an uncompromising struggle against those who violate Party discipline and state laws, serving as loyal guards and fighters for the Party rather than “peaceful gentlemen.” Disciplinary inspection and supervision officials must not only have courage but also wisdom. We should regard enhancing our ability to dare to fight and fight effectively as a key task, clearly recognizing the severity and complexity of the anti-corruption struggle. We must accurately grasp the evolving patterns and mutations of unhealthy tendencies, new forms of corruption, and hidden corruption, always maintaining a fervent spirit of hatred toward evil and continuously strengthening our resolve and capability to carry the Party’s self-revolution through to the end. We must firmly keep in mind the “three musts” and practice the “three strictnesses and three realities,” daring to engage in self-revolution in our work style and performing all tasks with rigor, meticulousness, depth, and practicality. We must insist on testing and honing cadres on the front lines of supervision, disciplinary enforcement, and case handling; strengthen the mentorship and guidance among cadres; and treat real-world combat as the best classroom for identifying, cultivating, and developing talent. We must closely monitor new and hidden forms of corruption such as “shadow shareholders,” “shadow companies,” the “revolving door” between government and business, and “evasive resignations”; we must also pay close attention to emerging trends in the subtle and disguised manifestations of the “four winds.” While assigning tasks and placing responsibilities on cadres, we must provide hands-on guidance and instruction, continuously fostering their capacity to break through cases in accordance with rules, discipline, and law; to conduct precise and effective supervision; to draft documents; to coordinate comprehensively; and to provide service and support—all while ensuring that more well-rounded, versatile, and high-quality cadres stand out. We must adhere to a combination of strict management and caring support, giving equal weight to both encouragement and constraint. We must integrate care and concern with bold utilization and rigorous management, creating a clear orientation that promotes those who excel, rewards the outstanding, removes the mediocre, and eliminates the inferior, thereby providing cadres with the assurance they need to perform their duties with peace of mind and continually stimulating their vitality and enthusiasm for work and entrepreneurship.
We must strengthen self-criticism and consciously submit ourselves to the strictest constraints and oversight. Disciplinary inspection and supervision officials are at the forefront of rectifying conduct, enforcing discipline, and combating corruption, constantly facing the test of both corruption and anti-corruption efforts. Therefore, we must intensify rigorous management and self-purification efforts to maintain the integrity of our team. General Secretary Xi Jinping has personally directed and promoted the education and rectification campaign among disciplinary inspection and supervision cadres nationwide—a major step forward in addressing the critical question of “Who will supervise the Commission for Discipline Inspection?” We must earnestly summarize and apply the valuable experiences gained from thematic education and rectification campaigns, consistently upholding a strict tone, stringent measures, and a rigorous atmosphere in managing our teams and leading our personnel. We must strengthen self-supervision, guard against the risk of being "hunted," and urge and guide disciplinary inspection and supervision officials to firmly uphold disciplinary red lines and legal bottom lines, truly ensuring that they reassure the Party Central Committee and satisfy the people, setting an exemplary standard for self-revolution and serving as a model for compliance with rules and discipline. We must enhance the restraint and oversight of power operations, bolster the effectiveness of oversight over “leading officials” and leading teams, and rigorously and practically strengthen education, management, and oversight of young cadres. We must urge leading cadres to be strict with themselves, assume full responsibility, and exercise tight control over their jurisdictions, thus forming a comprehensive, regular, and long-term supervisory synergy. We should make full use of supervisory investigation methods, gathering information through multiple channels and from various angles on the political environment within disciplinary inspection and supervision agencies, as well as on the work status, style of work, social interactions, hobbies, and public reputation of cadres. In conjunction with inspections, patrols, and personnel selection and appointment processes, we should precisely "profile" those under supervision. We must regularly carry out self-examination and rectification, integrating oversight both within and beyond working hours, promptly analyzing and identifying potential integrity risks, and promptly detecting and addressing emerging or trending issues within our cadre ranks. We must effectively implement daily management and specialized oversight of cadres, focusing on ensuring that they perform their duties correctly according to regulations, discipline, and law. We must intensify supervision and inspection of disciplinary inspection and supervision officials’ implementation of the Party Constitution, Party rules, and national laws and regulations, strictly enforce discipline, and show zero tolerance toward any behavior such as leaking information, inquiring about cases, or exerting undue influence. We must strengthen communication with the disciplinary committees of integrated supervisory units, organizational and personnel departments, and voluntarily accept oversight from all Party members and cadres. We must carefully listen to opinions and suggestions from all sides, and never shield or protect disciplinary inspection and supervision officials who fail to hold themselves strictly, have a poor public image, adopt a passive attitude, or show signs of laxity—ensuring that our cadre ranks remain pure and reliable. We must strengthen follow-up and rectification efforts, urging the improvement of systems and the establishment of long-term mechanisms that ensure disciplinary inspection and supervision officials perform their duties correctly, based on problems identified in cases involving violations of discipline and law, as well as in routine oversight activities.
Strengthen the “establishment, amendment, and abolition” of systems and improve internal control mechanisms. The targets of discipline inspection and supervision work are Party members and cadres; therefore, when exercising power and handling affairs, we must be extremely cautious, meticulous, and strictly compliant—never allowing arbitrary or careless use of power. To forge strong organizations and build a high-caliber team, we must closely monitor the exercise of discipline inspection and supervision powers, further tighten and solidify the institutional framework, place power under the oversight of Party organizations and the people, and minimize discretionary authority to the greatest extent possible. We must integrate the concept of simultaneously promoting deterrence against corruption, the ability to prevent corruption, and the willingness not to engage in corruption into our own development efforts, firmly guarding against the dual risks of inaction and improper action. We should rigorously manage and supervise cadres, strictly adhere to organizational authorization, clearly define the boundaries of power, refine internal control mechanisms, and strengthen oversight throughout the entire process. We must continuously consolidate and expand upon the achievements of thematic education and rectification campaigns, codifying the good experiences and effective practices developed during these campaigns into institutional frameworks. Further enhance standardization, rule of law, and regularization efforts, and promote the establishment of a long-term, normalized mechanism for strict management and governance. We must uphold the combination of strict management and caring support, implement the requirements of “three distinctions,” and strengthen incentives and protections for cadres who dare to take responsibility and perform effectively. We should explore and refine mechanisms for clarifying and exonerating those wrongly accused, and resolutely punish any acts of false accusations or framing targeting discipline inspection and supervision personnel. In light of the specific characteristics and risk points associated with discipline inspection and supervision powers, we must refine supporting regulations tailored to cadre supervision work, explore the formulation of negative lists governing the conduct of discipline inspection and supervision personnel and accountability lists, continuously identify risk points in power operations, strictly enforce systems such as reporting and consultation, security, and confidentiality, further refine workflows related to political oversight, clue handling, and investigation and examination, improve the comprehensive and stringent management system covering ideology, work, style, and discipline, and reinforce the rigid constraints and effective implementation of existing systems.
