An Effective Approach to Strengthening Party Building Among the Newly Employed Population

The "Decision of the CPC Central Committee on Further Deepening Comprehensive Reform and Promoting Chinese-style Modernization" points out the need to explore effective approaches for strengthening Party building in new economic organizations, new social organizations, and new employment groups. The shift from “two new” Party building to “three new” Party building represents a new concept and new requirements put forward by the Party Central Committee in response to the trends of our times, building upon the existing Party building efforts in new economic and social organizations. Driven by the new round of scientific and technological revolution and industrial transformation, new business models—represented by the platform economy—are gradually becoming new engines of China’s economic and social development. The new employment groups, which have emerged in recent years, are primarily found in these new business models represented by the platform economy, comprising groups such as truck drivers, ride-hailing drivers, couriers, and food-delivery riders. How to incorporate these new employment groups into the scope of Party building and achieve full coverage of Party building is a new challenge facing Party building in the new era and on the new journey ahead.
According to the Ninth National Survey on the Status of the Workforce released by the All-China Federation of Trade Unions, the total number of workers nationwide is approximately 402 million, among whom 84 million are engaged in new forms of employment. Workers in these new employment forms have become an important component of the workforce. The new employment group is characterized by wide geographic distribution, rapid mobility, a large overall size, and a complex demographic structure. Due to the relatively late start of Party building within this new employment group, its work faces numerous new issues and challenges. For example, the leadership and operational mechanisms urgently need to be improved; Party organizations generally exhibit characteristics of being “weak,” “dispersed,” and “small”; there are still gaps in organizational coverage; the management model for Party members needs further refinement; and the strength of保障 and incentive mechanisms remains insufficient— all of which constrain the Party-building efforts targeting this new employment group. On the basis of pilot programs, we should deepen our understanding of underlying patterns, tackle deep-seated problems, intensify innovation, and accelerate the advancement of Party-building work among the new employment group.
Doing a good job in Party building among the newly employed workforce is crucial—whether it’s for strengthening the Party’s ideological guidance, political leadership, organizational coverage, and care and concern for this group, or for steering high-quality economic development, fostering the healthy growth of industries, and preventing and resolving various risks. We should fully recognize the importance of this work from the perspective of safeguarding the Party’s governing foundation and ensuring the long-term stability and security of the nation. We must gain a comprehensive understanding of and effectively address the new situations and challenges we face, and respond to these new challenges with scientific approaches and measures.
Establish a unified leadership and working system for Party building. Construct a Party-building framework in which the Party Committee assumes overall responsibility, social work departments take the lead in coordinating efforts, industry and regulatory authorities jointly participate, and Party organizations at the subdistrict and township levels provide bottom-line management. Leverage the Party Committee’s advantage of centralized and unified leadership to integrate Party-building forces across all fields and systems. Industry-specific Party committees can be established under the auspices of relevant industry departments—for example, in the internet, express delivery, and transportation sectors. At the same time, local Party organizations should be empowered to provide comprehensive and unified leadership over newly employed groups. Relying on these industry-specific Party committees, manage the Party organizations of leading enterprises in emerging business models as well as regional Party organizations within those enterprises, ensuring that Party-building matters always have someone to ask about, someone to oversee, and someone to take charge of. Social work departments at all levels should strengthen overall coordination and collaboration, paying close attention to seamless and effective links between the central social work department and social work departments at local Party committees at various levels, thus forming synergistic leadership and guiding industry departments, grassroots local organizations, and relevant units in carrying out Party-building work among newly employed groups. Actively harness the functional strengths of industry regulators and business oversight agencies, integrating regulatory oversight with Party-building efforts, managing platforms with personnel management, and ensuring that Party-building work among newly employed groups is effectively implemented. Fully mobilize Party organizations at the subdistrict and community levels; establish mobile Party branch offices within subdistricts and communities to bring scattered individual Party members under unified management, thereby maximizing the density and effectiveness of the Party-building network.
Innovatively refine and improve the organizational system to ensure comprehensive quality coverage. “Our Party has always had an effective approach—organizing people.” We must highlight the organizational functions of Party organizations, effectively mobilizing Party members among newly employed groups—especially mobile Party members—and further perfecting a fully covered organizational system to enhance the quality of Party building coverage among these new employment groups. Relying on platform enterprises as the key entities responsible for coverage, we should optimize the structure of Party organizations according to industrial chains, business segments, project teams, and other relevant factors, thereby embedding Party leadership deeply into the core departments of these platform enterprises. For larger-scale platform enterprises, we can establish separate, entity-based Party organizations and continuously extend Party organization presence to project teams, branch offices, and business segments within enterprises serving newly employed groups. The organizational departments and specialized functional departments can guide platform enterprises in sectors such as food delivery, ride-hailing, express delivery and logistics, and online freight transportation to set up function-oriented Party organizations, thus achieving full organizational coverage. Leveraging landmark office buildings and commercial districts, as well as distinctive neighborhoods, we can create integrated regional complexes for Party building among newly employed groups. Through models such as “regional Party building” and “Party building plus commercial districts,” we can harness the bridging and linking role of Party building alliances, fostering mutual integration and synergy among Party organizations within the region. Based on the overlap between the working radius of newly employed groups and the grid-based Party building networks at the street and township levels, we can establish Party branches or mobile Party member branches, absorbing mobile Party members within the region and leveraging the organizational functions of these regional Party branches. Additionally, we can leverage information technology to achieve digital, all-encompassing coverage. By developing an efficient, convenient, and interactive Party building matrix platform, we can use digital tools to gather detailed information on Party members and track the status of party fee collections.
Establish a flexible and diversified new model for managing Party members. Conduct a thorough survey to identify the number of Party members among newly employed groups, with particular emphasis on determining the exact number of mobile Party members. Set up a regular mechanism for baseline surveys and data updates, break down barriers between different regions and industries, and share in real time basic information on Party building among newly employed groups. Implement periodic, systematic baseline surveys to accurately grasp the status of Party members. Develop a Party member management platform that enables online access to member information, online transfer of organizational affiliations, and online provision of Party services. Establish and improve an effective information-sharing mechanism between the places where newly employed groups enter and leave, ensuring that data flows more efficiently while reducing the need for Party members to travel extensively. Actively explore flexible and diverse models for Party member management—for example, for newly employed groups whose service areas are relatively fixed, such as delivery personnel and food-delivery drivers—by piloting “check-in points” for Party members in commercial districts, buildings, villages (residential communities), and residential complexes. Through open-style organizational activities, Party members can participate in the Party organization’s activities in their local communities (villages) or commercial districts and buildings by presenting their mobile Party membership cards. For newly employed groups that are highly dispersed and mobile—such as road freight transport Party members and ride-hailing drivers—consider establishing online activity platforms by creating “cloud-based Party branches.” Furthermore, build a specialized team of Party affairs workers, consistently prioritizing political standards. Focus on selecting enterprise Party members who demonstrate strong Party spirit, excellent professional skills, and a passion for Party work to serve as secretaries of Party organizations within newly employed groups. Also, focus on cultivating Party members from these groups into key business professionals, and then nurturing those key professionals into Party members themselves. Explore the establishment of a talent pool for Party affairs workers, guiding them to strive actively and effectively for favorable positions.
Strengthen the protection of rights and interests for workers in new forms of employment. The new employment groups are both creators and seekers of a better life. Solidifying service and safeguard measures for these new employment groups is a powerful means of enhancing their political, ideological, theoretical, and emotional identification with Party organizations, thereby strengthening the Party organizations’ cohesion and appeal among Party members. By establishing diverse service platforms and adopting various other approaches, we can build a multi-faceted organizational safeguard framework, develop concrete and actionable service initiatives, and foster a social atmosphere characterized by understanding, respect, care, and support for the new employment groups. We should intensify communication and engagement with enterprise leaders, investors, key business personnel, and ordinary employees, listen to their opinions and suggestions, and help them overcome practical difficulties. In areas where new employment groups are relatively concentrated, we should set up “Party Member Stations” to unite Party members and the public through a variety of heartwarming services. We should also launch a platform for Party member appeals, providing solutions to pressing issues such as policy inquiries, working conditions, assistance with difficulties, and protection of rights and interests. Furthermore, we should refine the system for safeguarding rights and interests, thereby enhancing the sense of security among new employment groups. Through activities like selecting outstanding Party members and "Most Beautiful Party Members," we can establish Party member vanguard teams and volunteer service teams, guiding and encouraging Party members from the new employment groups to actively participate in industry governance and grassroots urban governance.
