Enhance the quality and effectiveness of Party organizational life.
“Theoretical cultivation is the core of the comprehensive quality of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic ethos and strengthening theoretical education are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

Party organizational life is an important component and vehicle of intra-party political life, and it serves as a crucial means by which Party organizations educate, manage, and supervise Party members. To implement the principle of comprehensively and strictly governing the Party and to maintain the advanced nature and purity of the Party membership, we must rigorously enforce the system of Party organizational life and fully harness its role. By strictly conducting Party organizational life, we can foster efficient decision-making and execution capabilities, cultivate strong cohesion and combat effectiveness, and generate positive influence and inspirational appeal—thereby powerfully promoting the in-depth development of Party building at the grassroots level and enhancing the troops’ ability to fulfill their missions and tasks.
Strengthen organizational awareness. Organizational awareness refers to Party members’ correct understanding and proper attitude toward the Party organization, primarily reflected in their comprehension and stance on the Party’s program, its constitution, its discipline, and the responsibilities of Party members. At present, with the diversity and multiplicity of social thought and culture, and given the sharp and complex struggles in the ideological sphere, we must educate and guide all Party members—especially leading cadres—to keep firmly in mind the importance of clearly upholding political principles at all times. In matters of right and wrong, and on issues involving political principles, they must maintain exceptional clarity of mind and unwavering firmness of stance, always remaining politically astute and discerning. Leading cadres should set a good example by taking the lead in implementing institutional provisions such as the democratic centralism system and the reporting system for major personal matters, thereby continuously enhancing the authority and credibility of Party organizations and inspiring the vast majority of officers and soldiers to identify with the organization intellectually, rely on it politically, obey it in their work, and trust it emotionally.
Innovate approaches and methods. To enhance the quality of Party leadership and Party building within the armed forces, it is crucial to take institutional development as the key driver, continuously strengthen organizational functions, and steadily improve the effectiveness and efficiency of organizational life. We must innovate our thinking, concepts, and methods, keeping pace with new developments in the times and the evolving needs of our Party members. Leveraging new technologies such as the internet and big data—through online forums, expert online Q&A sessions, and video-based Party classes—we should actively explore innovative approaches and tools for organizational life, expand platforms for Party-building publicity and education, and ensure that the Party’s innovative theories and fine traditions become an integral part of work and daily life. In doing so, we can truly enable the vast majority of Party members to receive education and be spiritually enriched in every small yet meaningful aspect of their lives. We should also tap into local red resources, organize activities such as mutual learning, mutual assistance, and mutual promotion among grassroots Party organizations in the military and local communities, and thereby enhance the timeliness and relevance of organizational life.
Strengthen supervision and inspection. Enhancing the quality and effectiveness of Party organizational life hinges on ensuring thorough implementation. We must ensure that ideological education truly takes root in the minds and hearts of Party members, that our work is deepened and made more practical, and that we continuously strive for excellence in both quality and efficiency. On the one hand, we must educate and guide all Party members to fully recognize the importance of implementing the system of organizational life, encouraging full participation and mutual oversight. In particular, regarding major issues affecting unit development, sensitive matters directly impacting the interests of officers and soldiers, and any emerging trends or tendencies, we must resolutely avoid “living behind closed doors.” Instead, we should leverage the “three meetings” format to foster a healthy democratic atmosphere, allowing the vitality and creativity of giving advice and suggestions to flourish. On the other hand, Party committee organs must provide effective guidance and support—through face-to-face instruction, one-on-one mentoring, and intensive training sessions—teaching methods and clarifying thinking step by step, so that grassroots Party organizations can master the fundamental approaches and operational procedures for implementing the system of organizational life. Moreover, we must take the lead in conducting proactive supervision, genuinely nipping problems and potential issues in the bud, and effectively establishing a virtuous cycle of strict implementation of the system of organizational life, thereby fully leveraging the role of grassroots Party organizations as fighting fortresses.
