What determines how a Party member behaves is Party spirit.
“Theoretical cultivation is the core of the comprehensive quality of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic style and strengthening theoretical education are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

General Secretary Xi Jinping pointed out: “What determines how a person behaves is their moral character; what determines how a Party member behaves is their Party spirit.” Why is it that a Party member’s Party spirit is the key determinant of how they behave? Because Party spirit is the cornerstone upon which Party members and cadres base their existence, their careers, their words, and their moral integrity. Without this cornerstone of Party spirit, all other aspects simply cannot be firmly established or sustained. As we comprehensively advance the cause of building a strong country and achieving national rejuvenation through Chinese-style modernization, we will inevitably encounter numerous difficulties and obstacles—and may even face major tests marked by fierce winds and towering waves. This places even higher demands on the Party spirit cultivation of Party members and cadres.
In practice, various problems have emerged among some Party members and cadres; at the root of these issues lies a weak cultivation of Party spirit. For instance, some Party members and cadres have violated laws and discipline and slid into the abyss of corruption precisely because their Party spirit was weak—unable to diligently sweep away the “dust of thought,” constantly failing to overcome the “inner demons,” and thus unable to hold firm their ideological defenses against corruption and degeneration. It is precisely for this reason that General Secretary Xi Jinping has emphasized the need to “persistently address Party spirit, Party conduct, and Party discipline together.” Similarly, some Party members and cadres have developed distorted views on political achievements, enthusiastically engaging in “achievement projects” and “image projects.” Tracing back to the root cause, this too stems from a lack of strong Party spirit. General Secretary Xi Jinping pointed out: “Ultimately, what plays a decisive role in establishing and practicing the right view of political achievements is Party spirit. Only with strong Party spirit and the abandonment of selfish and impure motives can we ensure that our view of political achievements remains free from deviation.” When Party spirit is weak, one’s motivation for doing things becomes impure, easily leading to the entanglement of official duties with personal fame and gain, and ultimately resulting in deviations in the view of political achievements. As such, a weak Party spirit readily gives rise to all sorts of problems, affecting both the growth of Party members and cadres and the development of the Party and the country. It is important to recognize that the Party spirit of Party members and cadres will not naturally improve simply with the passage of time or with promotion to higher positions; rather, it requires lifelong effort—a commitment that must be treated as a lifelong endeavor, involving constant self-cultivation, rigorous training, deep reflection, and continuous progress.
To strengthen Party spirit and moral cultivation, we must consistently hone our Party spirit through political life within the Party. Conducting serious and earnest intra-Party political life is a fine tradition and political advantage of our Party. At present, however, some Party members and cadres do not attach sufficient importance to intra-Party political life. In fact, intra-Party political life is like a crucible for tempering Party spirit and refining ideological convictions— the hotter it burns, the more effectively it can forge the “indestructible body” of Communist Party members. Serious intra-Party political life can help Party members and cadres continuously enhance their political immunity. To this end, the “Three Meetings and One Class” system should place greater emphasis on political study and education as well as on the cultivation of Party spirit. We must make good use of criticism and self-criticism—the Party’s sharp weapon for strengthening itself, curing its ills, and maintaining its physical and spiritual health—adhering to the principle of seeking truth from facts, upholding Party spirit over personal feelings, and prioritizing truth over face. Through intra-Party political life, Party members and cadres must reinforce their theoretical armament, deeply study and thoroughly comprehend Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, rectify their thinking at the source, consolidate their foundations, and continuously raise their awareness of Party spirit.
The Party spirit of Party members and cadres is not abstract—it is concrete and manifests itself in every word and deed. Therefore, we must pay close attention to cultivating our Party spirit in even the smallest matters and details. Small matters and details serve as a mirror, reflecting our Party spirit, our principles, and our personal integrity. It is precisely in these small matters and details that one’s true character is most clearly revealed. Neglecting “small details” will ultimately undermine one’s “great virtue.” Many Party members and cadres who make mistakes often start by being lax about minor issues—failing to hold themselves strictly accountable in everyday small matters and details, losing vigilance in their thinking, and giving free rein to their actions. To strengthen their Party spirit, Party members and cadres must firmly remember the ancient adage: “A dam breaks through an ant hole; a leak occurs even through the tiniest needle’s eye.” They must reinforce their awareness of being cautious at the very beginning, attentive to the subtlest signs, and mindful when alone. They should begin by being strict in their daily lives, diligently cultivating themselves in small matters and details, perfecting themselves bit by bit, and thus nurturing the noble and upright character of Communist Party members.
Strengthening Party spirit requires not only intellectual refinement and spiritual purification but also constant tempering through practical experience, with achievements and the satisfaction of the people serving as the ultimate yardstick for evaluation. At present, the task of further deepening reform in a comprehensive and thorough manner is both arduous and daunting—precisely the crucible in which Party spirit is put to the test. If we fail to take responsibility or act decisively during reform, there can be no talk of cultivating Party spirit. In their work, Party members and cadres must use the standards of Party spirit to assess their gains and losses, set proper behavioral boundaries, and always uphold the political integrity of communists. They must stand out in ordinary times, step forward at critical moments, and go all out in times of crisis and adversity. In the practice of reform, they should confront contradictions and problems head-on without evasion, tackle persistent maladies with unwavering determination, and face risks and challenges without flinching. They must consciously share the Party’s burdens, fulfill their duties toward the country, and dedicate themselves wholeheartedly to the people.
