Plan carefully and act decisively to promote reform.
“Theoretical cultivation is the core of the comprehensive quality of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic ethos and strengthening theoretical education are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

At the opening ceremony of the special seminar for principal leading officials at the provincial and ministerial levels on studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee, General Secretary Xi Jinping delivered an important speech, emphasizing: “We must be adept at using scientific methods to advance reform—systematically planning and acting only after careful deliberation.”
"Planning thoroughly before acting" means to deliberate carefully and comprehensively before taking action. In this relationship, "planning" is the prerequisite for "action" and also stems from the practice of "action"; conversely, "action" is the practical manifestation of "planning" and, through this very practice, deepens our understanding of "planning." The dialectical relationship between the two embodies a methodological approach for advancing reform.
Act only after careful deliberation—first and foremost, “deliberate” carefully. When plans are thoroughly thought out and matters are firmly decided, every move is bound to succeed. A meticulous plan is the key to achieving success. In the early 21st century, Zhejiang’s economy was experiencing “rapid and vigorous development.” However, problems such as environmental pollution and resource scarcity began to surface, and an imbalanced and uncoordinated development model became increasingly unsustainable. It was against this backdrop that, following in-depth research and systematic planning, the “Eight-Eight Strategy” emerged. The right mindset determines the right path. The “Eight-Eight Strategy” zeroes in on Zhejiang’s strengths, weaknesses, and pain points, clearly identifying eight major advantages and proposing eight corresponding measures—a bold and comprehensive approach to guiding Zhejiang’s high-quality development. Today, the land of Zhijiang continues to burst with new vitality. Practice has proven that the key to effectively implementing and putting reform initiatives into action lies in making “accurate plans.” We must deeply study and thoroughly grasp the Party’s innovative theories, gaining a clear understanding of the underlying trends and patterns of development. We must also conduct thorough investigations and studies, painstakingly analyzing the most challenging and persistent problems, thereby pinpointing the crucial “core issues” and enhancing the scientific rigor and foresight of our work.
Thoughts are the forerunner of action. The prerequisite for making “well-considered decisions” is to establish and practice a correct view of political achievements. Whether our view of political achievements is correct or not affects the scientific nature of decision-making and the development of our cause. When we see the jiaotong tree, we think of Jiao Yulu; when we see the casuarina trees, we think of Gu Wenchang... During their terms in office, Jiao Yulu and Gu Wenchang devoted themselves wholeheartedly to serving the people, etching their names indelibly in the hearts of the masses. This inspires us that putting the people first is both the theoretical foundation and the value cornerstone—and also the starting point and ultimate goal of our endeavors and undertakings. All Party members and cadres engaged in work and entrepreneurship must firmly grasp the important principle of “always putting the people first,” genuinely place the interests of the people above all else, and consistently regard benefiting the people as the greatest achievement.
Act only after careful deliberation—and the key lies in “action.” Once you’ve “seen clearly,” you must “seize the moment and get to work.” All Party members and cadres should seize every favorable opportunity and make the most of every advantageous condition, driven by a sense of urgency and responsibility that leaves no room for delay, procrastination, or complacency. They should race against time, accelerate progress, and demonstrate genuine pragmatism and a strong sense of commitment. The three generations of forest rangers at Saihanba have persevered in tree planting and afforestation, creating the green miracle of a vast sea of forests. In Xiamen, Fujian, for more than 30 years, continuous comprehensive management of the Qian Tang Lake has paved the way for coordinated ecological protection and restoration across “marine areas, river basins, and the entire region,” as well as integrated land-and-sea approaches to improve the marine ecological environment... Behind every success lies unwavering focus on set goals and the steadfast commitment to seeing any plan through to the end.
Those who are good at planning can go far; only those who put their plans into action can achieve success. We must establish and practice a performance-oriented approach that serves the people and brings them real benefits, uphold integrity while fostering innovation, adopt scientific methods, keep pace with the times, and properly handle the dialectical relationship between "planning" and "action." By clarifying our thinking and taking on responsibilities with determination, we will surely be able to effectively and powerfully implement and make tangible progress in all reform initiatives.
