On September 15, 2025, the autumn weather is crisp and refreshing, with bright sunshine. Lawyer Cheng Ruixue, Partner at Liaoning Tongfang (Free Trade Zone) Law Firm Entering Liuhegou School in Xinmin City, we delivered a vivid and insightful legal education lecture titled “Say ‘No’ to Campus Bullying” for students in grades seven and eight.


 

This event is an important component of Tongfang Lawyers’ series of pro bono legal activities, aimed at enhancing adolescents’ awareness of the rule of law and their ability to protect themselves through the dissemination of professional legal knowledge.


 


 

Professional Commentary: Unveiling the Legal Aspects of School Bullying

At 1:30 p.m. that day, the school’s conference room was packed to capacity. Attorney Cheng Ruixue took the recent bullying incident at a school in Wuzhou, Guangxi, as a starting point and used real-life cases to illustrate to the students the seriousness and harmfulness of campus bullying. From a legal perspective, the attorney provided a detailed explanation of the definition of campus bullying, its various manifestations, and the potential legal consequences one might face.


 

By interpreting relevant laws and regulations such as the “Law on Prevention of Juvenile Delinquency” and the “Law on the Protection of Minors,” the lawyer helped the students realize that school bullying is not just an ordinary joke—it can constitute illegal or even criminal behavior.

Through numerous real-life cases and recent film and television works, the lecture uses vivid, engaging, and easy-to-understand methods to help students learn how to recognize bullying behavior and understand the appropriate responses when encountering it. “What should I do if I see a classmate being bullied?” “If someone spreads embarrassing photos of me online, is that considered bullying?” “Where’s the line between joking and bullying?”


 

The students eagerly asked questions, and Attorney Cheng provided professional and patient answers to each one, creating a lively and enthusiastic atmosphere at the scene. The students unanimously expressed: “Through this lecture, we’ve learned that bullying isn’t just about physically hitting or verbally abusing classmates—it also includes isolating classmates and spreading negative rumors about others online. All of these behaviors are wrong.”


 


 

Building a Bullying-Free Campus Together:

The school is working closely together with the judicial office and the law firm.

Principal Zhao, who is in charge of moral education at Liuhegou School in Xinmin City, stated: “This legal awareness lecture was both timely and necessary. It not only enhanced students’ legal awareness but also provided the school with professional guidance for preventing and addressing校园 bullying incidents.”


 

The director of the Liuhegou Judicial Office stated: “Youth are the future of our country, and it is our inescapable responsibility to protect their healthy growth. We will continue to invite Tongfang lawyers to carry out a series of ‘Rule of Law Enters Campus’ activities, ensuring that the sunshine of the rule of law nurtures the healthy development of our young people.”
