Tongfang Lawyers at the Two Sessions
From January 22 to 26, 2024, the Second Session of the 13th Committee of the Chinese People's Political Consultative Conference (CPPCC) of Liaoning Province and the Second Session of the 14th Liaoning Provincial People's Congress were held successively in Shenyang. Lawyer Yang Xingquan, Chairman of the Partners’ Meeting and Director of Tongfang Law Firm, and Senior Partner Zhang Xinhui each attended the sessions as a deputy to the Liaoning Provincial People's Congress and a member of the Liaoning Provincial CPPCC, respectively. They actively fulfilled their duties as deputies and members of the CPPCC, conveying public sentiment and voicing public opinion, and proactively offered suggestions and advice for the revitalization and development of Liaoning.
At the second session of the 14th People's Congress of Liaoning Province, Director Yang Xingquan proposed... Five suggestions , respectively:
1. Recommendations for overcoming the challenges of disproportionately harsh sentencing for minor offenses and the difficulties in rectifying wrongful convictions, thereby promoting judicial fairness and further optimizing Liaoning’s rule-of-law environment;
2. Recommendations on adhering to the principle of restraint in combating cybercrime and ensuring positive social outcomes;
3. Recommendations for overcoming the tendency toward awarding legal services contracts based solely on the lowest bid and ensuring the quality of legal services;
4. Proposal for the formulation of the Regulations on the Supervision of the Implementation of Laws and Regulations by the Standing Committee of the Liaoning Provincial People’s Congress;
5. Proposal for drafting the Liaoning Province Regulations on Promoting the Development of Professional Services Industries.
At the second session of the 13th Committee of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, lawyer Zhang Xinhui proposed... Four suggestions , respectively:
1. Recommendations on further improving judicial consistency in interest rate rulings for microfinance companies in litigation;
2. Proposal on “Rectifying the Chaos in Medical Aesthetic Live Streaming and Strengthening Compliance Supervision of Medical Aesthetics”;
3. Recommendations on establishing a provincial-level intellectual property service system and trading platform to promote the aggregation of intellectual property resources;
4. Further suggestions for refining and strengthening services and support for veterans.
During this year’s conference, Attorney Yang Xingquan expressed his suggestion to further advance the building of a government based on the rule of law, strengthen the sense of responsibility and proactive action among leading cadres, and continuously optimize Liaoning’s business environment. Attorney Zhang Xinhui offered advice and suggestions on establishing a provincial-level intellectual property service system and trading platform, as well as on strengthening compliance oversight in the medical aesthetics sector. He also stated that in the future, they will focus their research and deliberations on key priorities in Party and government work, issues of public concern, and difficult challenges in social governance, thereby performing their duties with high quality and efficiency and truly demonstrating expertise in CPPCC affairs, proficiency in consultation, and skill in offering constructive proposals.
