Preface
In the report to the 20th National Congress, General Secretary Xi Jinping emphasized the importance of comprehensively governing the country according to law and set forth the goal of advancing the building of a rule-of-law China. Achieving this goal requires the integrated development of a country under the rule of law, a government governed by the rule of law, and a society governed by the rule of law.
As an important force in building a society governed by the rule of law, lawyers play an indispensable role in economic development and social equity and justice. By providing legal services, they safeguard the legitimate rights and interests of their clients and promote fairness and justice in society.
Recently, representatives of Tongfang Law Firm serving as deputies to the People’s Congress and members of the Chinese People’s Political Consultative Conference have actively participated in meetings of the provincial, municipal, and district-level People’s Congresses and CPPCCs. At the second session of the 14th People's Congress of Liaoning Province, Director Yang Xingquan proposed... Five suggestions , respectively:
1. Recommendations for overcoming the challenges of disproportionately harsh sentencing for minor offenses and the difficulties in rectifying wrongful convictions, thereby promoting judicial fairness and further optimizing Liaoning’s rule-of-law environment;
2. Recommendations on adhering to the principle of restraint in combating cybercrime and ensuring positive social outcomes;
3. Recommendations for overcoming the tendency toward awarding legal services contracts based solely on the lowest bid and ensuring the quality of legal services;
4. Proposal for the formulation of the Regulations on the Supervision of the Implementation of Laws and Regulations by the Standing Committee of the Liaoning Provincial People’s Congress;
5. Proposal for drafting the Liaoning Province Regulations on Promoting the Development of Professional Services Industries.
