On the morning of May 17, Cao Yuanjun, Party Secretary of Tongfang Law Firm, and lawyers Peng Peng and another lawyer from Tongfang’s Big Data Innovation Legal Services Team were invited to attend a集中 legal education training session on the Civil Code, jointly organized by the Shenyang Municipal Committee for Military-Civilian Integration Development and the Working Committee of Directly-Affiliated Organs of Shenyang City. The session was held in the conference room of the Environmental Protection Building. The meeting was chaired by Yu Hao, Deputy Director of the Office of the Shenyang Municipal Committee for Military-Civilian Integration Development. Lawyer Peng Peng delivered a special tutorial titled “Illuminating Life with the ‘Code’: The Civil Code Accompanies Us Throughout Our Lives.” Also attending the training were Wu Zhifeng, Executive Deputy Secretary of the Working Committee of Directly-Affiliated Organs of Shenyang City; Tang Siqi, Deputy Secretary; Liu Baichuan, Deputy Secretary; Li Ying and Su Hong, members of the Working Committee; Huang Yu, Secretary of the Discipline Inspection and Supervision Commission; and Yang Xiong, Deputy Director of the Shenyang Municipal Committee for Military-Civilian Integration Development.

May 2024 marks China’s fourth “Civil Code Promotion Month.” To implement the important instructions of General Secretary Xi Jinping on extensively promoting public awareness of the Civil Code—particularly his key statement that “the rule of law is the best business environment”—the Shenyang Municipal Committee for Military-Civilian Fusion Development, in collaboration with the Shenyang Municipal Organs Working Committee, jointly organized this legal education and training event. Lawyer Peng Peng delivered a special tutorial lecture titled “Illuminating Life with the ‘Code’: The Civil Code Accompanies You Every Step of the Way.”

Attorney Peng Peng outlined the historical evolution of the Civil Code, emphasizing its foundational status within the legal system—a status earned by its reputation as an “encyclopedia of social life” and as the fundamental law governing the socialist market economy. Focusing on hot topics such as property rights, contracts, marriage and family law, and inheritance, Attorney Peng addressed issues arising from the lawful administration practices of administrative agencies. Using case-based explanations, he provided in-depth interpretations of relevant legal provisions. The lecture was closely tied to practical realities, presented in a clear and accessible manner, and proved to be an enriching feast of legal knowledge for the government officials in attendance. At the conclusion of the lecture, the attending officials posed questions about various legal issues they had encountered in their personal lives and professional work, and Attorney Peng answered each query thoroughly and thoughtfully.

Attorney Peng Peng delivered an outstanding legal lecture to officials from two government departments, making it a regular practice for these officials to learn about the law, understand the law, abide by the law, and apply the law in their work. This has made a positive contribution to building law-based government agencies and a law-based government. Participants expressed that this training had deepened their understanding of the Civil Code, further cultivated their rule-of-law mindset, and strengthened their awareness and ability to perform their duties and responsibilities using such a mindset.
