Recently, the National Committee of the Chinese People's Political Consultative Conference released the list of outstanding proposals for 2024. Among them is a proposal submitted by Li Xiaolei, Director of the Social and Legal Affairs Committee of the Liaoning Provincial Committee of the China Association for Promoting Democracy, and... Attorney Li Fangzhi from Tongfang Members The jointly submitted proposal, “On Further Improving the Collaborative Mechanism for Combating Telecom and Internet Fraud Across Society,” was the sole proposal from the China Association for Promoting Democracy (CAPD) selected for inclusion. Prior to this, in order to ensure the high-quality completion of the proposal, the Social and Legal Affairs Committee of the Liaoning Provincial Committee of the CAPD conducted in-depth research in Shenyang, Benxi, and other regions, and held symposiums and exchanges with judicial authorities at various levels. Through these efforts, they gained a detailed understanding of the current status of the collaborative mechanism for combating telecom and internet fraud across society, and produced comprehensive research findings. The proposal materials, derived from the research report, were ultimately selected as part of the CAPD’s submission to the National Committee of the Chinese People's Political Consultative Conference.

It is reported that the Proposal Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) conducts an annual selection of outstanding proposals, with the number of outstanding proposals accounting for approximately 1% of the total proposals submitted each year. Taking into account factors such as the recommendations from the handling units and the quality of the proposals, the Proposal Committee, after deliberation at the Director’s Meeting and the Plenary Session, has selected a total of 60 outstanding proposals for 2024.
