On May 15, 2025, the seventh group of air-port partners of the Shenyang Airport Economic Zone held a meeting at Tongfang Law Firm. The meeting was themed “Safeguarding Development through the Rule of Law and Promoting Innovative Collaboration,” aiming to jointly build a new ecosystem for high-quality development of the airport economic zone through the safeguarding of the rule of law and innovative collaboration.

Wang Lei, Director of the Institutional Innovation Bureau of the Shenyang Airport Economic Zone In a comprehensive interpretation of the “Airport Partnership Program,” Director Wang Lei stated that the Free Trade Pilot Zone is a “testing ground” entrusted to it by the state, with its core mission being institutional innovation. The zone aims to provide greater convenience for foreign trade enterprises seeking to expand overseas. Director Wang expressed his hope that governments, institutions, and enterprises will work together in a spirit of joint development and enhanced exchange.

Yang Yue, Director of the Lawyer Management Division of the Municipal Justice Bureau The law firm provides businesses with precise legal services and specialized legal talent, and supports corporate rule of law through the exchange platform offered by its airport-based partners.

Director Cao Yuanjun of Tongfang Company At the meeting, the development journey and current status of Tongfang Institute were first introduced. It was emphasized that Tongfang Institute actively fulfills its social responsibilities and consistently adheres to the development philosophy of “walking together on the great path, staying true to our principles and upholding our values.” The institute systematically explained its coordinated planning and layout for brand-building, thereby empowering the development of Northeast Asia as an international hub city.

The presentation provided a detailed overview of the development advantages, industrial layout, and achievement status of the first-quarter 2025 targets for the Shenyang Airport Economic Zone. He emphasized the need to continuously deepen enterprise services, with partners at the core, to attract more businesses to join the zone and effectively implement the “Airport Partner” ecosystem. Looking ahead, the zone will further leverage policy support and resource sharing to precisely meet enterprises’ needs and help them achieve high-quality development.

At the conclusion of the meeting, the partners from Group Seven—Airport Partners—voluntarily reached and signed a multilateral cooperation memorandum covering topics such as rule-of-law support, innovative collaboration, enterprise access, and negative-list management. Moving forward, it is hoped that this memorandum will be widely promoted among all Airport Partners, injecting strong momentum into the development of the Shenyang Airside Economic Zone and jointly embarking on a new journey toward high-quality development.
