From May 16 to 18, 2025, China University of Political Science and Law will host the first “Advanced Training Course for Estate Administrators.” This course also marks the first time in China that an advanced training program has been named “Estate Administrator” and awards dual certifications. The Need of the Times: The Rule of Law Safeguards Social Governance in an Aging Society


 

Against the dual backdrop of the full implementation of the Civil Code of the People’s Republic of China and the elevation of proactively addressing population aging to a national strategy, the system of estate administrators—playing a pivotal role in building a law-based China—is now shouldering the important mission of safeguarding family harmony and promoting social stability. As China’s population aging trend continues to deepen, societal demand for professional estate administrators (or “estate management professionals”) is experiencing an explosive surge, making it imperative that the industry be invigorated by a steady influx of highly qualified talent. Cultivating specialized estate management professionals is not only a pressing practical need to fill gaps in industry development but also a strategic move to put into practice the people-centered development philosophy and solidify the legal foundation for an aging society.


 

In May, Beijing is lush with greenery and brimming with vitality. More than 200 legal practitioners and industry pioneers from over twenty provinces and cities across the country have gathered at the Haidian Campus of China University of Political Science and Law—the nation’s premier institution for legal education—to embark together on the learning journey of China’s first advanced training program for “Estate Administrators.” This grand academic event, which officially kicked off on May 16, 2025, not only marks a milestone in the cultivation of estate management professionals in China but also signals a new beginning—a deeper integration of the rule of law into the governance of an aging society.

The opening ceremony was chaired by Liu Jian, Party Secretary of the School of Law at China University of Political Science and Law. The event was graced by a star-studded lineup of prominent guests. Ms. Liu Yanhong, Vice President of China University of Political Science and Law, delivered the opening remarks first, noting: “The organization of this training program is a vivid demonstration of how universities can serve the nation’s rule-of-law development and respond to the real needs of society.” Mr. Chen Zhongfa, Founding Vice President and Chief Expert of the China Association for Aging Industry, highlighted the crucial role of professional estate managers in maintaining the order of family property, drawing on the current realities of an aging society. Liu Jianjun, a core expert involved in the revision of the "National Occupational Classification Directory," systematically explained from the perspective of industry standardization the significant importance of the estate management profession in enhancing the effectiveness of social governance. Professor Yang Lixin, former Director-General of the Supreme People’s Procuratorate and convener of the Inheritance Section of the Civil Code, as well as Liang Min, Associate Dean of the School of Law at China University of Political Science and Law, also attended the opening ceremony.
