Tongfang Dynamics | Liaoning Releases New Policies for the Silver Economy; Tongfang Silver Economy Legal Service Center, as the Sole Law Firm Team, Participates in the Exhibition to Safeguard New Opportunities in the Industry.

On June 20, 2025, the first Northeast Asia International Silver Economy Expo and the third “Peony Empowerment” Innovative Initiative to Promote High-Quality Development of the Silver Economy—jointly guided by the China Association of Aging Industry, the China Association of Social Welfare and Elderly Care Services, the China Association for Geriatric Health Care, and the China Association of Rehabilitation and Assistive Devices, and hosted by the Liaoning Province Elderly Care Service Industry Federation—were grandly held at the Shenyang International Exhibition Center. The event aims to establish a key platform for driving high-quality development of the silver economy, comprehensively enhance the competitiveness of our province’s elderly care services and industries, and rally strong synergy to ensure victory in the decisive year of the Three-Year Action Plan for All-Round Revitalization and New Breakthroughs.
The exhibition is grand in scale.
Lead a new trend in industry development
Centered on the theme of "Promoting High-Quality Development of the Silver Economy," this expo boasts an exhibition area of 26,000 square meters and brings together over 400 domestic and international enterprises. On its opening day, the number of visitors exceeded 30,000. With its massive scale and wide-ranging participation, the expo covers multiple sectors—including elderly care services, the health-care industry, smart technology, cultural and entertainment offerings, financial services, and legal services—fully showcasing the richness and diversity of the silver economy’s industrial chain.

During the event, not only did international associations and enterprises actively participate, but also more than 50 chairpersons and secretaries-general from over 30 elderly care industry associations across the country—including those from various provinces and municipalities—attended the event. Leading officials from the Liaoning Provincial Party Committee and Provincial Government, leaders from the Provincial People’s Congress and Chinese People’s Political Consultative Conference, heads of various member units of the Aging Commission, top officials from Liaoning’s fourteen prefectural-level cities, and senior officials from the province’s civil affairs system all jointly witnessed the opening ceremony and toured the exhibition. This clearly demonstrates the government’s high regard for the silver economy and its strong support for this grand event.

Hao Peng, Secretary of the Liaoning Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, along with other relevant leaders, toured the pavilions of various cities, special exhibition areas, and key enterprise exhibits. Vice Governor Shan Yi presided over the opening ceremony, and Wang Xinwei, Deputy Secretary of the Provincial Party Committee and Governor, delivered a welcoming address on behalf of the Provincial Party Committee and the Provincial Government. Wang Xinwei emphasized that Liaoning, as a traditional industrial base in Northeast China, is taking the “silver economy” as a breakthrough point. Relying on its industrial foundation, scientific and technological resources, and openness advantages, Liaoning will build itself into a highland for silver economy cooperation in Northeast Asia, promote innovation in elderly care service models, and provide a “Liaoning Solution” for the development of the silver economy industry.

In his speech, Liu Zhenguo, Deputy Minister of the Ministry of Civil Affairs and President of the China Association of Aging, highly praised the effectiveness of Liaoning’s elderly care service reform, describing it as “a replicable and innovative practice that has set an example for the entire country.”
Important Policy Release
The trillion-dollar silver economy welcomes a tailwind of rule of law.
At yesterday’s opening ceremony, Shi Song, Party Secretary of the Liaoning Provincial Civil Affairs Department, officially released the “Several Policies for Promoting the Development of the Silver Economy in Liaoning Province” (hereinafter referred to as the “Policies”). The introduction of these Policies came at just the right time, providing solid policy support for the development of Liaoning’s silver economy. The Policies cover 11 major areas—including industrial upgrading, brand building, commercial and trade exchanges, technological innovation, and talent cultivation—comprehensively promoting high-quality development of Liaoning’s silver economy. Enterprises and individuals should fully understand and make good use of these Policies to seize the new opportunities presented by the growth of the silver economy.

Liaoning Province Promotes the Development of the Silver Economy
Several policies
1. Encourage intelligent upgrades to the elderly care production line.
We support the construction of intelligent production lines, digital workshops, and smart factories geared toward elderly care. We also support elderly-care enterprises in purchasing industrial robots, AGV vehicles, and industrial software such as MES and ERP. Such support will be provided at a rate of 5% of the total project investment, with a maximum subsidy of 10 million yuan per project. For eligible projects that adopt new technologies, processes, or equipment—whether newly established or undergoing renovation and upgrading—we will provide direct subsidies, with a maximum subsidy of 10 million yuan per project. Alternatively, we may offer interest-subsidy loans, also with a maximum subsidy of 10 million yuan per project.
2. Develop “Liaoning Premium Products” for the silver economy.
Business entities operating elderly-care products and services are encouraged to strive for the “Liaoning Excellent Products” brand. A reward of 50,000 yuan will be granted to those who receive the “Liaoning Excellent Products” designation for the first time. For service providers in the elderly-care sector and other organizations and enterprises that take the lead in drafting or revising national, industry, or local standards for elderly care services, a subsidy of 36,000 yuan per standard will be provided to the leading organization or enterprise (the chief editor unit).
3. Promote commercial and trade exchanges in the silver economy.
Encourage the market-oriented organization of various silver economy expos and trade fairs, providing support for expenses such as venue rental, booth setup, and promotion. The funding support for a single project shall not exceed 500,000 yuan. Support the organization of e-commerce livestreaming events focused on selecting and matching supply chains for elderly care products and related fields. Provide financial support—up to 50% of the organizer’s investment—for aspects including conference services, online marketing, and product quality testing; the subsidy amount for each event shall not exceed 200,000 yuan. Encourage enterprises within the province that cater to the elderly to participate in key international exhibitions overseas and comprehensive domestic exhibitions. Enterprises participating in key international exhibitions overseas will receive tiered subsidies according to relevant policy provisions. For large-scale commercial enterprises meeting eligibility criteria and with annual sales exceeding 5 million yuan that establish new dedicated sales areas for elderly care products in major shopping malls and supermarkets, a subsidy of 200,000 yuan will be provided. For those who revitalize and utilize idle assets to build and operate integrated sales venues offering elderly care products and services, a subsidy of 20% of the total investment will be granted, with a maximum cap of 1 million yuan.
4. Promote the development of silver economy parks.
Encourage regions with suitable conditions to develop silver economy industrial parks. Parks that attract five or more enterprises above designated size will receive support of 1 million yuan; parks attracting ten or more such enterprises will receive 2 million yuan in support; and parks attracting twenty or more such enterprises will receive 5 million yuan in support. Those that strive to become national-level silver economy industrial parks will be awarded a subsidy of 10 million yuan.
5. Support technological innovation in the elderly care sector.
Eligible provincial science and technology enterprises, universities, research institutes, medical institutions, and other organizations are encouraged to submit innovative technology projects focused on elderly care. Such projects will be supported in accordance with prescribed procedures. A reward-based post-subsidy program for the commercialization of scientific and technological achievements will be implemented, providing up to 2 million yuan in funding for the local-scale commercialization of technologies related to elderly care.
6. Expand the business models for senior tourism services.
Travel agencies that organize silver-age tour groups, silver-age tour trains, and other similar initiatives to attract tourists to Liaoning will receive a reward of 30 yuan per person per day if they meet the financial incentive criteria for "attracting tourists to Liaoning."
7. Promote the construction of elderly care service facilities.
Support is provided for utilizing existing commercial, office, industrial, and warehousing properties—as well as community facilities—to establish elderly care institutions, with a five-year limit. Provided that the land use entity and planning conditions remain unchanged (except for the nature of land use), these properties may continue to be used in their original intended manner and under their original rights and titles. For public-sector elderly care service institutions and community-based elderly care service institutions that meet the central government’s eligibility criteria and are involved in network construction and operation, investment support from the central government may be sought at a rate not exceeding 80% of the total project investment (excluding land costs and municipal expenses, and covering only construction and engineering investments). For eligible special hardship care service institutions undergoing renovation and upgrading, subsidies ranging from 500,000 yuan to 3 million yuan will be provided based on the specific scope of the renovation work.
8. Develop community-supported home-based elderly care.
Support the implementation of pilot programs for innovative elderly care service systems at the county level, providing each pilot region with a subsidy not exceeding 4 million yuan. Support various business entities in offering home-based elderly care services to elderly individuals facing difficulties and those of advanced age, and provide subsidies in accordance with regulations. For those constructing and operating senior meal assistance service institutions, provide subsidies as prescribed.
9. Expand the scale of consumption in elderly care services.
Through the issuance of consumption vouchers and other similar measures, we will support elderly individuals with disabilities in purchasing home-based, community-based, and institutional care services. Products for home adaptation and age-friendly renovations will be included in the scope of the “trade-in” program for consumer goods. Localities may, based on the actual needs of their elderly populations, tailor and expand the list of eligible products for home adaptation subsidies according to local conditions. For purchases of home adaptation and age-friendly renovation products, consumers will receive a one-time immediate subsidy equal to 30% of the final sales price. Each consumer can only claim this subsidy once per product category, and the subsidy amount for each product category shall not exceed 2,000 yuan. For renovations of existing homes aimed at making them more age-friendly—such as partial renovations of kitchens and bathrooms—consumers will receive a subsidy of 15% based on the final sales price of materials and purchased items. Each household can claim this renovation subsidy only once, provided they present the renovation contract; the maximum subsidy amount per household is 10,000 yuan. Products that have already received the immediate subsidy for home adaptation and age-friendly products cannot be re-claimed through the renovation contract subsidy program.
10. Increase investment in养老 financial resources.
Encourage and guide financial institutions to increase their support for the elderly care industry. Provide policy support for loans to elderly care enterprises that meet the specified criteria, with a re-lending annual interest rate of 15% and a term of one year, renewable twice. Support the development of small and micro enterprises by offering policy-based financing guarantees for loans to eligible elderly care service institutions and related enterprises, and subsidizing the fees associated with these financing guarantees.
11. Strengthen the development of the elderly care workforce.
Eligible graduates specializing in elderly care will receive an entry-level subsidy. The subsidy amount will be determined independently by each city, while the provincial finance will provide a subsidy of up to 60,000 yuan per person. Within five years, the subsidy will be disbursed annually at 20% of the original subsidy amount. Relevant enterprises and institutions are encouraged to conduct vocational skills training and assessment in areas such as elderly care nursing. For occupations and job categories included in the urgently needed and scarce training catalog in fields like elderly care, domestic services, caregiving, and health and wellness, the training subsidy rate will be increased by 10%.
This policy is valid until December 31, 2027.
