On the morning of July 8, 2025, Li Wengang, Deputy Director of the Shenyang Intellectual Property Protection Center, and his delegation visited Liaoning Tongfang Law Firm to conduct a research visit. Attorney Cao Yuanjun, Director of Liaoning Tongfang Law Firm, and Partner Attorney Wu Yanjiao warmly welcomed the delegation and participated fully in the exchange.

At the exchange meeting, Deputy Director Li Wengang provided a detailed introduction to the core functions of the Shenyang Intellectual Property Protection Center. The center focuses on patent pre-examination, rights protection assistance, and navigation & operations. Among these, rights protection assistance primarily involves rapid rights enforcement, infringement determination, people’s mediation, and guidance on handling overseas intellectual property disputes, thereby establishing a comprehensive, end-to-end protection system. The center has consistently and vigorously promoted mediation in intellectual property disputes, significantly enhancing the efficiency of dispute resolution and reducing enterprises’ costs associated with rights protection. At the same time, Director Li candidly shared the current challenges faced by the center, such as the need to expand the size of its professional talent pool, and emphasized that deepening social collaboration is the key path to breaking through these bottlenecks.

Attorney Cao Yuanjun, Director of Liaoning Tongfang Law Firm, expressed his heartfelt gratitude for the visit by Deputy Director Li Wengang and his delegation, and highly praised the Protection Center’s pivotal role in optimizing the regional innovation environment. Director Cao Yuanjun emphasized that intellectual property protection is a strategic priority for the firm and that, in the future, the firm will fully leverage its professional strengths to deepen cooperation with the Protection Center across multiple dimensions: first, jointly conducting training programs aimed at enhancing enterprises’ capabilities in intellectual property risk prevention and rights protection; second, establishing a mechanism for joint deliberations and information sharing on major and complex intellectual property cases; and third, strengthening collaborative efforts in addressing overseas intellectual property disputes, thereby providing robust support for the internationalization of Shenyang-based enterprises and collectively raising the industry’s awareness of and professional service standards for intellectual property protection.

This exchange event was pragmatic and highly efficient. Both sides engaged in in-depth discussions on the pain points and challenges in intellectual property protection, as well as on potential areas for collaboration, and reached several common understandings. Both sides unanimously agreed that, in the face of new challenges and opportunities, they will focus in the future on strengthening the mechanism for connecting litigation and mediation, expanding the network of overseas rights protection cooperation, and jointly building a platform for talent development. Together, they will explore innovative approaches to address constraints related to personnel and resources, comprehensively enhance the effectiveness of the entire intellectual property ecosystem—including creation, protection, utilization, and service—in Shenyang, and provide solid support for Shenyang’s efforts to build a world-class innovation ecosystem and business environment.
