July 8, 2025 Lawyer Wang Sicong, Managing Partner and Senior Partner at Tongfang Law Firm At the invitation of the Tieling Municipal Bureau of Ecological Environment, a special training session titled “Analysis of Litigation Risks in Administrative Penalties for Environmental Protection and Countermeasures for Prevention” was conducted at the Tieling Municipal Party School for law enforcement officers from the Tieling Municipal Bureau of Ecological Environment and those from all districts and counties under its jurisdiction.

This training session takes as its starting point typical cases of unsuccessful administrative penalty lawsuits in Liaoning Province’s ecological and environmental protection sector. It systematically reviews the causes of defeat in recent years’ litigation cases involving administrative enforcement in the province’s ecological and environmental protection field, and conducts a multi-dimensional and in-depth analysis.
The training content focuses on five key areas: accurately assessing the overall situation of administrative penalty litigation in the current ecological and environmental field; conducting typological analyses of typical cases that have resulted in losing lawsuits, thereby identifying common risk factors; providing an in-depth explanation of the far-reaching impacts of losing lawsuits on various aspects, including the credibility of law enforcement and the effectiveness of relevant departments; identifying specific risk points in key regulatory areas; and systematically proposing countermeasures and recommendations aimed at reducing the risk of losing lawsuits and enhancing the quality of law enforcement.
This training has yielded remarkable results, helping to enhance the rule-of-law mindset of the law enforcement officers who participated and strengthening the awareness and capability of staff members of the Tieling Municipal Bureau of Ecological Environment in performing their duties and responsibilities using rule-of-law thinking and methods. It has provided the necessary legal support for the ecological and environmental law enforcement team in the Tieling region to accurately identify risks, standardize enforcement actions, and improve the quality of case handling in future enforcement practices.
