At the meeting, Director Cao Yuanjun First, in his opening remarks, he pointed out that Tongfang, as a leading, comprehensive law firm in the Northeast region, is bound to take the lead in legal services and become the first law firm in Liaoshen and the Northeast region to focus on and provide legal services for the low-altitude economy. He specifically highlighted the center’s three major development directions: Precisely empower industries and build professional systems; collaborate for mutual growth and mitigate risks; co-create the future with intelligent empowerment. Among these points, he emphasized in particular the importance of risk prevention and control, noting the characteristic of emerging fields where “the law lags behind technology.” He also urged that policies be studied in advance to provide enterprises with “forward-looking compliance solutions,” stressing the need to integrate industry, academia, and research. “Seize the opportunities of our times and start planning ahead,” he said, calling for a deep integration of legal services with industrial development.

Mr. Xiao Tianyi, Consultant The document provides a detailed introduction to the definition, market size, and development plan of the low-altitude economy. It points out that the low-altitude economy is a new economic model characterized by "the integration of new technologies with economic and social activities, thereby opening up new application scenarios and business models." The market size is projected to reach 1.5 trillion yuan by 2025 and is expected to grow to between 3.5 trillion and 4 trillion yuan over the next decade, indicating a highly promising market outlook.

Consultant Mr. Yu Haichang The low-altitude economy, identified as a new growth driver in the latter part of the 14th Five-Year Plan and for the upcoming 15th Five-Year Plan, has been incorporated into the Government Work Report and is being gradually rolled out nationwide. It is projected that the low-altitude economy sector in our country will reach an economic scale of trillions of yuan. Inspired by China’s initiatives, the United States and the European Union are also formulating development plans for their own low-altitude economies. However, the low-altitude economy can only function smoothly within a legal framework; thus, for lawyers at large, this presents both opportunities and challenges. Given its keen sensitivity to political and economic trends, Tongfang has taken the lead in establishing the first Legal Service Center for the Low-Altitude Economy in Liaoning Province, adopting a professionally astute perspective. This center will provide crucial support and protection for the development of the low-altitude economy in Liaoning and across the entire country, benefiting departments and organizations engaged in low-altitude operations throughout the province and beyond. Moreover, this initiative will propel Tongfang itself toward even greater and more comprehensive development.

Finally, Chairman Yang Xingquan Delivering the closing remarks at the conference, he pointed out that the country is now vigorously fostering and developing new-quality productive forces, and the Low-Altitude Economy Legal Service Center represents Tongfang’s forward-looking strategic deployment. The ongoing Fourth Plenary Session of the 20th Central Committee of the Party will also chart the course for the nation’s 15th Five-Year Plan, and the 15th Five-Year Plan will undoubtedly focus on the development of new-quality productive forces. As an integral part of these new-quality productive forces, the low-altitude economy is bound to attract significant attention.
