On the morning of December 1, the Second Congress of Communist Party Members in the Lawyers’ Industry of Shenyang City was solemnly held at the Municipal Justice Bureau. Wang Peijun, Party Secretary and Director of the Municipal Justice Bureau, and Yang Yining, Director of the Fourth Division of the Organization Department of the Municipal Party Committee, attended the meeting and delivered speeches. He Yang, a member of the Party Leadership Group of the Municipal Justice Bureau and Head of the Political Department, presided over the first phase of the meeting. The congress was attended by 65 delegate lawyers who are Party members from across the city, 30 non-voting observers, members of the first-term Party Committee of the Lawyers’ Industry, and Party Secretaries of the Justice Bureaus from various districts, counties, and cities.

The conference was solemnly opened with the playing of the national anthem. Mu Lei, member of the Party Leadership Group and Deputy Director of the Municipal Justice Bureau, as well as Secretary of the Party Committee of the municipal lawyers’ industry, delivered a work report titled “Consolidating Hearts and Nurturing Souls, Forging Ahead with Determination—Guiding the High-Quality Development of the Lawyers’ Industry through High-Quality Party Building” on behalf of the First Committee of the Communist Party of China (CPC) in Shenyang’s lawyers’ industry. The report reviewed the Party building work in the lawyers’ industry over the past five years from four aspects: political development, organizational development, building sound Party and professional ethics, and serving the overall central tasks. It also put forward suggestions for future work, emphasizing the need to comprehensively strengthen political leadership, comprehensively improve the Party building system, and comprehensively enhance the effectiveness of Party building efforts. Yang Yinining, Director of the Fourth Division of the Organization Department of the Municipal Party Committee, extended congratulations on behalf of the Municipal Party Committee’s Organization Department to the convening of the conference, fully affirmed the achievements made in Party building within the lawyers’ industry, and expressed hopes and requirements for the next phase of work.

Wang Peijun, Party Secretary and Director of the Municipal Justice Bureau, delivered a speech on behalf of the Party Group of the Municipal Bureau. He highly praised the work of the first Party Committee of the legal profession and put forward clear requirements for the development of the Shenyang legal profession. He pointed out that, We must uphold the correct political direction and ensure that the legal profession remains politically steadfast and firmly committed to the rule of law. Continuously strengthen political guidance, always listening to the Party, feeling grateful for the Party’s kindness, and following the Party’s lead. Always strictly abide by discipline and rules, maintaining a clear political stance, firm political position, and well-defined political views. Firmly uphold the rule of law, simultaneously upholding both tradition and innovation, and earnestly shoulder the sacred mission of safeguarding the rule of law and upholding fairness and justice. We must practice law and legal regulations with integrity and promote the standardization, scaling, and branding of the legal profession. We will steadfastly uphold high-quality Party building as the guiding force for high-quality development, ensuring that the Party’s leadership over the legal profession is effectively integrated into every aspect and stage of lawyers’ work throughout the city, thereby driving the legal profession and its practitioners to achieve new breakthroughs and reach new heights. We will also persist in promoting high-quality development through standardized management, continuously strengthening the construction of the legal profession in accordance with laws and regulations, constantly improving self-regulatory management systems within the profession, and fostering lawyers’ practice that is lawful, honest, and compliant. Furthermore, we will leverage the new development philosophy to propel high-quality development, proactively adapting to the demands of the new era, new fields, and new business models, using innovative thinking to lead industry progress, substantially enhance core competitiveness, and firmly seize a leading position in the high-end legal services market. We must earnestly fulfill our social responsibilities and enhance the Party’s leadership, combat effectiveness, and cohesion within the legal profession. Actively serve the overall strategic interests, improve and diversify service approaches, enhance the level and quality of services, and provide strong rule-of-law services and legal safeguards to help Shenyang achieve new breakthroughs in its comprehensive revitalization. Fully support social stability by leveraging lawyers’ professional, occupational, and practical advantages in preventing and resolving conflicts and disputes, and promptly address these issues at the grassroots level and nip them in the bud. Actively participate in safeguarding people’s livelihoods, adhering to a development philosophy centered on the people, and playing our functional role in concentrating efforts on enhancing the well-being of the masses.

The congress elected the new CPC Shenyang Lawyers’ Association Committee and the Discipline Inspection Commission. Murray was elected as Party Secretary, Yang Yue and Cao Yuanjun as Deputy Secretaries, and Lü Hui, Sun Di, Zhang Lifu, Cui Zengping, Chang Zhuang, and Jiang Chunlian as members of the Party Committee. Yang Yue was elected as Secretary of the Discipline Inspection Commission, and Yi Junhai and He Baixue were elected as members of the Discipline Inspection Commission.

Over the past five years, the Party Committee of the lawyers’ profession in Shenyang City has consistently adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle and earnestly put into practice Xi Jinping’s thought on the rule of law. It has regarded Party building within the lawyers’ profession as a “soul-casting” project and a fundamental strategy for strengthening the foundation. Upholding the approach of using Party building to promote institutional development, leveraging Party affairs to enhance professional capabilities, and fostering sound professional ethics through exemplary Party conduct, the Committee has continuously reinforced the Party’s political, organizational, institutional, capacity-building, and team-building efforts within the lawyers’ profession. It has also steadily expanded the effective coverage of Party organizations and Party work, uniting and leading the vast number of lawyers to actively engage in serving the overall interests, proactively shoulder social responsibilities, and faithfully fulfill their duties and missions, thereby providing high-quality and efficient legal services for economic and social development. Moving forward, the newly elected Party Committee of the lawyers’ profession will thoroughly implement the important instructions of General Secretary Xi Jinping regarding “striving to become good lawyers who satisfy both the Party and the people,” respond to and carry out the “Five Expectations” put forth by the Party Leadership Group of the Ministry of Justice, and substantially strengthen Party building within the lawyers’ profession. It will guide lawyers at large to translate their firm support for the “Two Establishments” and resolute commitment to the “Two Safeguards” into concrete actions, firmly stand on the people’s position, reinforce their sense of purpose, remain true to their original aspirations and mission, and practice the mass line. By rallying hearts and minds and forging ahead with determination, the Committee will contribute the strength of lawyers to ensuring that Shenyang plays a leading role in Liaoning’s endeavor to build the “Six Bases” for a new era.
