Recently, the Liaoning Provincial Administration for Market Regulation issued a notice announcing the list of experts proposed for inclusion in the database for antitrust and fair competition reviews. Dr. Ma Yunhe, an attorney from Tongfang Law Firm, has successfully been selected as an expert to be included in Liaoning Province’s database for antitrust and fair competition reviews.
The anti-monopoly and fair competition review system is a major strategic decision made by the Party Central Committee and the State Council to deepen economic structural reform. Fair competition is the most important essence, requirement, and fundamental institutional guarantee for optimizing the business environment. Implementing fair competition reviews helps prevent and stop the abuse of administrative power to exclude or restrict competition, prevents the introduction of policy measures that exclude or restrict competition, further optimizes the business environment, and provides strong safeguards for the healthy development of the economy and society. By effectively implementing the fair competition review system, we can foster a market environment that is fair, open, and transparent, and eliminate or abolish all regulations and practices that hinder the establishment of a unified market and fair competition. We will also continue to intensify law enforcement efforts against monopolies and unfair competition, ensuring that small and medium-sized enterprises can participate fairly in market competition.
Ma Yunhe Doctor
Ma Yunhe holds a Ph.D. in Law (specializing in Economic Law, with a focus on Competition Law). Over the past 20 years as a practicing lawyer, he has been deeply engaged in legal research and practice in the fields of the Internet and digital economy, competition and antitrust law, corporate compliance, and criminal defense.
Since 2020—currently serving as legal counsel to the People’s Government of Heping District, Shenyang City;
In 2022, I was successively included in the expert databases for the third-party supervision and evaluation mechanism for compliance of enterprises involved in cases in Shenyang City and Anshan City.
In 2023, I was appointed as a case review expert and a legal advisory expert for Anshan City by the Political and Legal Committee of Anshan Municipal Government. Also in 2023, I was selected as a professional member of the third-party supervision and evaluation mechanism for compliance of market entities subject to penalties under the Shenyang Municipal Administration for Market Regulation.
In 2023, I was appointed as a mediator at the Liaoning Province Intellectual Property Dispute Mediation Center.
