Recently, the General Office of the CPC Central Committee issued the "Notice on Conducting Party Discipline Study and Education Throughout the Party." With the approval of the CPC Central Committee, party discipline study and education will be carried out across the Party from April to July 2024. This is an important measure for implementing the spirit of General Secretary Xi Jinping’s important speech, which called for "taking the study and implementation of the newly revised Regulations on Disciplinary Actions as an opportunity to launch a concentrated campaign of disciplinary education throughout the Party." We must deeply study and implement the important speech and guiding instructions of General Secretary Xi Jinping, earnestly carry out the requirements set forth in the Notice, unswervingly advance comprehensive and strict governance of the Party, accurately grasp the objectives and requirements of this party discipline study and education, and educate and guide Party members and cadres to learn the Party’s discipline, understand it, recognize it clearly, and abide by it strictly. We must effectively align our thinking and actions with the decisions and deployments of the CPC Central Committee, and strive vigorously to promote the great rejuvenation of the Chinese nation and build a strong socialist modern country.
Educate and guide Party members and cadres to study discipline, fostering a strong atmosphere of disciplinary learning.
Learning and understanding party discipline is the fundamental prerequisite for knowing, recognizing, and upholding discipline. All Party members and cadres should fully seize this opportunity presented by the Party discipline study and education campaign to thoroughly and deeply study the Party’s disciplinary rules, ensuring that discipline education truly takes root in their minds and hearts. First, we must profoundly recognize the significance of this Party discipline study and education campaign. This campaign is an important measure for strengthening the Party’s disciplinary construction and promoting the deepening of comprehensive and strict governance over the Party. It helps all levels of Party organizations and leading bodies to rigorously enforce Party discipline, encourages Party members and cadres at large to consciously uphold discipline, and ensures through strict discipline that the entire Party remains highly aligned with the Party Central Committee with Comrade Xi Jinping at its core—unifying thought, unifying action, knowing what is permitted and what is forbidden, and strictly obeying orders and prohibitions—thus generating powerful momentum and synergy for advancing Chinese-style modernization. Second, we must accurately grasp the goals and requirements of this Party discipline study and education campaign. The aim of this campaign is to educate and guide Party members and cadres to learn about discipline, understand discipline, clearly recognize discipline, and abide by discipline. Through study, we must help Party members and cadres clearly understand what the Party’s disciplinary rules and regulations are, fully comprehend what they can and cannot do, and always remain loyal, clean, and responsible. Third, we must firmly focus on the key areas of study and education in Party discipline. We must put great effort into studying and implementing the newly revised “Regulations on Disciplinary Actions of the Communist Party of China,” achieving tangible results. We must adhere to studying chapter by chapter and article by article, linking theory with practice, using case-based learning and training-based learning effectively, and guiding Party members and cadres to accurately grasp the main ideas and specific requirements of these regulations. This will further clarify the standards by which we measure our daily words and deeds, using Party rules and discipline to correct our thoughts and actions, and truly turn the process of studying Party discipline into a process of enhancing disciplinary awareness and improving Party spirit. Fourth, we must firmly establish the leadership responsibilities of Party organizations at all levels for Party discipline study and education. Leading bodies at all levels and leading Party members must take the lead in studying, thus driving Party members and cadres to complete the Party discipline study and education tasks with high quality. We must strengthen publicity and guidance, resolutely reject formalism, and ensure that the Party discipline study and education campaign is carried out in a solid and effective manner through a good working style. We must simultaneously pursue both study and implementation, closely integrating the Party discipline study and education campaign with the implementation of major decisions and deployments of the Party Central Committee and the completion of key tasks within our respective regions, departments, and units. In this way, every measure of the Party discipline study and education campaign will become an effective means of promoting central work, effectively preventing the phenomenon of “two separate tracks.”
Educate and guide Party members and cadres to understand the Party’s discipline and rules, and clearly grasp what they are.
Understanding discipline is the direct goal of studying discipline. The newly revised Regulations emphasize that the Party Constitution is the most fundamental internal regulation of the Party and serves as the overarching rule for governing and managing the Party. Party discipline refers to the code of conduct that all Party organizations at various levels and every Party member must abide by; it is the guarantee for maintaining the Party’s unity and solidarity and for fulfilling the Party’s missions. Party organizations must strictly enforce and uphold Party discipline, and Communist Party members must consciously submit themselves to the constraints of Party discipline. To carry out Party discipline education effectively, the vast number of Party officials and members should study thoroughly and accurately the Party’s political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and lifestyle discipline, thereby ensuring that the Regulations are deeply understood and firmly imprinted in their minds. For example, regarding political discipline, Party officials and members must maintain consistency with the Party Central Committee on major principled issues, adhere to the Four Cardinal Principles, and persist in reform and opening up. They must resolutely uphold the Party’s major policies and guidelines, safeguard the Party’s unity and solidarity, and remain loyal and honest toward the Party. As for organizational discipline, Party officials and members must uphold the principle of democratic centralism, implement decisions made by higher-level Party organizations, and comply with regulations on the selection and appointment of cadres. Concerning integrity discipline, Party officials and members must exercise the power entrusted to them by the people correctly and maintain integrity and honesty. With regard to mass discipline, Party officials and members must not infringe upon the interests of the masses or impose additional burdens on them. In terms of work discipline, Party officials and members must conscientiously implement the decisions and deployments made by their superiors, dare to struggle, and take the initiative in assuming responsibility. As for lifestyle discipline, Party officials and members must not violate social ethics or family virtues. The Regulations focus on key and difficult issues in disciplinary enforcement and supervision, enrich the categories of disciplinary violations, and refine the provisions on punishments—thus helping Party officials and members to attach great importance to discipline, remain vigilant, and know when to stop. This will ensure that ironclad discipline truly becomes an everyday habit and a conscious practice for Party officials and members.
Educate and guide Party members and cadres to clearly understand the discipline—knowing exactly what they can and cannot do.
Observing discipline is an intrinsic requirement of studying discipline. The newly revised Regulations clearly define what Party members and cadres can and cannot do, serving as the latest guiding principles for them to regulate their own conduct. For example, the newly revised Regulations have refined disciplinary provisions aimed at ensuring the smooth implementation of the Party Central Committee’s directives, adding stipulations on sanctions for behaviors that disregard the overall interests of the Party and the country and engage in departmental or local protectionism. Moreover, the act of merely expressing support for the Party Central Committee’s decisions and policies without actually implementing them has been reclassified from a violation of work discipline to a violation of political discipline. The Regulations have also been enriched with provisions for sanctions against behaviors such as failing to return on time from private overseas trips without justifiable reasons, thereby guiding Party members and cadres to reject individualism and liberalism and strengthening their sense of organizational awareness. We have strengthened comprehensive management and regular supervision of Party members and cadres, setting stringent requirements both during and after they leave their posts. The Regulations have been improved to include stricter sanctions for violations committed by Party members and cadres after leaving office or retiring, as well as for engaging in improper professional activities using their former positions or leveraging their official influence to benefit relatives and friends. Focusing on addressing issues strongly reported by the masses, the Regulations not only specify penalties for Party members and cadres’ failure to act or acting improperly, but also introduce new provisions targeting slow or superficial actions that harm the interests of the people. Through institutional mechanisms, we are encouraging Party members and cadres to be diligent, dedicated, and proactive. The Regulations have added provisions sanctioning behaviors such as “deviating from reality, failing to conduct thorough investigations and studies, making arbitrary decisions and mechanically enforcing policies,” “violating regulations on streamlining documents and reducing meetings by creating endless paperwork and meetings,” and “imposing excessive burdens on grassroots workers through layered escalation and excessive documentation in inspection, supervision, and assessment activities.” Furthermore, in line with the requirements of the report to the 20th National Congress of the Communist Party of China—to strengthen the cultivation of cadres’ fighting spirit and capability—we have introduced new provisions stipulating that those who falter before major conflicts, crises, or difficulties, causing adverse effects or serious consequences, will face disciplinary measures ranging from warnings to expulsion from the Party, depending on the circumstances. The Regulations further standardize Party members’ daily conduct and online behavior, adding provisions for sanctions against “extravagance and waste” as well as against behaviors that violate public order and good morals or involve inappropriate remarks and actions in cyberspace. In short, taking the Party’s disciplinary education as an opportunity and focusing on studying the Regulations, we must further tighten political discipline and political rules, truly internalizing strict discipline into daily habits and conscious compliance.
Educate and guide Party members and cadres to abide by discipline, always remaining loyal, clean, and accountable.
Observing discipline is the ultimate goal of studying discipline. Discipline is the lifeline of the Party. By studying, understanding, and clearly recognizing discipline, we can guide Party members and cadres to dare not, be unable to, and have no desire to violate discipline, thus cultivating good habits and a positive work style of consciously upholding discipline and setting an exemplary standard. We must forge a loyal character among Party members and cadres. Through studying, understanding, and clearly recognizing discipline, Party members and cadres will consciously develop and safeguard a strong sense of political discipline and loyalty. They should voluntarily serve as role models of honesty and integrity toward the Party, clearly uphold political principles, and strive to enhance their political judgment, political comprehension, and political execution capabilities. They must strictly abide by the Party’s political discipline and rules, speak truthfully, act with sincerity, and remain genuine individuals. They should firmly uphold the “Two Establishments” and resolutely practice the “Two Safeguards,” maintaining high ideological, political, and practical alignment with the Party Central Committee with Comrade Xi Jinping at its core. We must ensure that Party members and cadres maintain a clean and upright character. Party members and cadres must strictly observe Party discipline and create a political atmosphere characterized by integrity and righteousness. The Regulations further strengthen constraints on the powers of Party member leading cadres—including those who have retired or left office—and expand the scope of supervision and accountability for Party members and cadres’ political and lifestyle conduct. By conducting education and study on Party discipline, we can inspire Communist Party members to pursue lofty ideals and consciously become guardians of a sound political environment, prompting Party members and cadres to regard seeking personal gain through power and engaging in corruption as acts of great shame. We must urge leading cadres to exercise strict oversight over their relatives and children, providing disciplinary guarantees—through institutional, ideological, and practical measures—to help Party members and cadres uphold and protect discipline and keep their political lives spotless. We must encourage Party members and cadres to bravely shoulder responsibilities. The vast number of Party members and cadres should hone their talents and fortify their resolve through experiencing trials and broadening their horizons, developing the backbone, sturdy shoulders, and real skills needed to take on responsibilities. They should charge ahead and achieve remarkable feats when effectively addressing major challenges, warding off significant risks, overcoming major obstacles, and resolving critical contradictions. The Regulations adhere to a combination of strict management and caring support, implementing the “three distinctions,” and adding provisions for disciplining behaviors such as practicing favoritism and avoiding difficult issues in the process of promoting and demoting officials. They also introduce stricter penalties for abusing or arbitrarily wielding accountability, emphasizing effective and precise accountability and reinforcing the disciplinary underpinnings for fostering a sound personnel orientation and creating a favorable environment for work and entrepreneurship. By carrying out Party discipline education throughout the Party, we can ensure that Party organizations at all levels and Party leaders are accountable, dare to assume responsibility, and willingly fulfill their duties, practicing loyalty, integrity, and responsibility, protecting the enthusiasm of Party members and cadres for work and entrepreneurship, and thereby uniting powerful momentum and concerted efforts to comprehensively advance Chinese-style modernization and realize the great rejuvenation of the Chinese nation.
