Learn the discipline, understand the discipline, clarify the discipline, and abide by the discipline.
“Theoretical cultivation is the core of the comprehensive qualities of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” At present, the entire Party is conducting a thematic education campaign to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. For Party members and cadres, how to carry forward excellent learning styles and strengthen theoretical training is both a fundamental requirement for cultivating Party spirit and an inescapable political responsibility.

Recently, the General Office of the CPC Central Committee issued the "Notice on Conducting Party Discipline Study and Education Throughout the Party" (hereinafter referred to as the "Notice"). The "Notice" points out that, with the approval of the Party Central Committee, party discipline study and education will be carried out throughout the Party from April to July 2024, in order to thoroughly study and implement the revised "Regulations on Disciplinary Actions of the Communist Party of China" (hereinafter referred to as the "Regulations"). The "Notice" clearly states that we must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, focusing on addressing issues such as some Party members and cadres not paying sufficient attention to, being unfamiliar with, or failing to master Party rules and discipline. We should organize Party members—especially leading cadres—to earnestly study the "Regulations," ensuring that they learn the discipline, understand the discipline, clearly recognize the discipline, and strictly abide by it. They must grasp precisely what the Party's discipline and rules are, clearly understand what they can and cannot do, engrave compliance with rules and discipline deeply in their hearts, internalize them as standards for their words and deeds, further strengthen their awareness of discipline, enhance self-restraint, boost their immune capacity, and bolster their political, disciplinary, moral, and anti-corruption resolve, always remaining loyal, clean, and accountable.
Party discipline is the “ruler” for governing and managing the Party, and also a crucial safeguard for maintaining the stability of Party organizations and the legitimacy of its governance. On this new journey in the new era, all Party members and leading cadres must proactively learn about discipline, understand discipline, clearly recognize discipline, and strictly abide by discipline; continuously strengthen their awareness of discipline, hold firm to the bottom line of discipline, enhance their Party spirit and moral cultivation, and play a model and leading role in advancing the comprehensive and strict governance of the Party toward deeper development.
“Learning the Party’s discipline” is fundamental. The Party’s discipline is a set of behavioral rules that all Party organizations at various levels and every Party member must abide by. Thoroughly and comprehensively studying the Party’s discipline is a political task that every Party member and leading cadre must fulfill. We must not only study it meticulously and repeatedly, word for word, but also combine it with our work, approach it with specific questions, delve deeply into its content, and truly grasp the essence and inherent requirements of the Party’s discipline. Party members and cadres must systematically master the structure and guiding principles of the Party’s disciplinary system, ensuring that the fundamental requirements and codes of conduct governing political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and lifestyle discipline are firmly imprinted in their minds and hearts, thereby establishing the authority and seriousness of Party rules and discipline. In terms of learning methods, we can enhance the systematic and comprehensive nature of our study by participating in specialized study classes and group discussions. By analyzing typical cases of Party violations and breaches of law, we can clearly recognize the grave consequences of such violations, thus improving the relevance and deterrent effect of our study. Moreover, through “immersive” and “scenario-based” learning experiences—such as visiting warning education bases—we can further strengthen the effectiveness of our study and continuously enhance our initiative and consciousness in complying with Party discipline.
“Knowing the discipline” is the prerequisite. Discipline is the lifeline of the Party, and knowing the discipline means having a deep understanding and awareness of the discipline that has been learned. To know the discipline requires Party members and leading cadres to genuinely comprehend and grasp the essence of Party rules and discipline, and to clearly understand the goals and requirements of Party discipline. Only by being thoroughly familiar with the Party’s discipline can we strictly abide by it in our work. Being well-versed in the Party’s discipline helps regulate the behavior of Party members and leading cadres, safeguards the Party’s image, and further promotes the development of both Party members and leading cadres. The “Regulations” set forth behavioral standards and duties and missions for Party members and leading cadres. By knowing the discipline, we can enhance the ability of Party officials and cadres to fulfill their responsibilities, practice integrity and self-discipline, and maintain a clean and upright atmosphere—thus laying a solid foundation and providing strong guarantees for future development. Party members and leading cadres must strive to be role models in knowing and upholding discipline; they should align themselves with the Party Constitution, strictly observe Party discipline, become politically enlightened individuals, and remain steadfast followers of discipline, constantly reminding themselves to uphold the bottom line of discipline.
“Upholding discipline” is fundamental. Upholding discipline not only requires Party members and leading cadres to clearly understand the goals and requirements of Party rules and discipline, to be fully aware of their own duties and obligations, and to act strictly in accordance with Party disciplinary standards; it also demands that Party members and leading cadres consistently maintain strict adherence to Party discipline at all times. Party officials and cadres must firmly establish the concept of Party discipline in their minds, hold themselves strictly to the Party’s disciplinary standards, know their bottom lines and clearly define their boundaries, internalize the Party’s disciplinary requirements as their spiritual pursuit, and externalize them into自觉 behavior. They should constantly compare themselves against the “Regulations” to identify any problems they may have, especially by closely linking this self-examination to their actual work and industry realities, thoroughly identifying potential “risk points” of disciplinary violations within their own responsibilities and scope of work, assessing and recognizing such violations, developing early-warning plans, and intensifying preventive measures to nip disciplinary violations in the bud. They must also dare to fight against illegal and disciplinary violations, resolutely draw a clear line between themselves and such misconduct, and demonstrate their political integrity as guardians and enforcers of discipline. By setting exemplary models and serving as role models, they must always remain loyal, clean, and accountable.
“Observing discipline” is the key. The vitality of discipline lies in its observance and enforcement. To observe discipline means to implement the Party’s disciplinary rules meticulously and without compromise in all specific tasks, consistently upholding a political character marked by compliance with rules and regulations, integrity, and honesty. Observing discipline is an excellent tradition of the Party—from the “Three Disciplines” proposed in 1927 at Jingzhushan to the pledge made during the Jinzhou Campaign in 1948 not to take even a single apple from the local people, and then to the practice adopted after the liberation of Shanghai in 1949—when Party members chose to sleep on the streets rather than disturb residents or enter private homes—each of these instances underscores the disciplined nature of Chinese Communists. Observing discipline means internalizing compliance with rules and regulations and externalizing them in concrete actions, consciously strengthening disciplinary constraints and cultivating one’s Party discipline. First, we must insist on placing discipline before the law and maintaining stricter discipline than the law itself. We should use discipline to keep ourselves and those around us in check, relying on solid political competence, strict political discipline, and outstanding professional skills to fulfill with high quality the historical mission entrusted to Party member leaders in the new era. Second, we must maintain a high degree of self-awareness in observing and upholding discipline. We should integrate adherence to Party discipline into both our daily lives and our work, avoiding any compromises, making no exceptions, showing no leniency, and eschewing superficiality. We must genuinely transform Party discipline into a way of life and a spontaneous habit of action. Party member leaders must deeply recognize that observing discipline is not only a responsibility toward themselves but also a responsibility toward the Party and toward the people. Third, we must uphold a tone of strictness and drive comprehensive and stringent enforcement of all disciplines. We should integrate discipline education into daily routines and make it a regular practice, governing the Party with rigorous discipline. We must focus on enhancing the political relevance, timeliness, and targeted nature of Party discipline building, thus promoting the thorough and effective implementation of comprehensive and strict Party governance.
General Secretary Xi Jinping pointed out that strengthening disciplinary construction is the fundamental solution for comprehensively and strictly governing the Party. On this new journey in the new era, we must uphold strict political discipline and political norms to drive all aspects of our work toward comprehensive and stringent governance. We must firmly commit to studying Party discipline, respecting Party discipline, and complying with Party discipline—keeping our hearts in awe, exercising caution in our words, and restraining our actions accordingly. Comprehensive and strict governance of the Party is an ongoing endeavor. We must always safeguard the Party’s unity and solidarity, uphold the Party’s leadership and its long-term ruling status, and provide strong political guarantees for realizing the great rejuvenation of the Chinese nation.
