Raise our perspective and deeply recognize the role of discipline in ensuring the comprehensive and strict governance of the Party.
Discipline building is the fundamental solution for comprehensively and strictly governing the Party. Since the 18th National Congress of the Party, through the comprehensive and strict governance of the Party, we have addressed many prominent problems within the Party. However, the Party will continue to face long-term challenges in governing, in reform and opening up, in the market economy, and in the external environment. Likewise, the dangers of spiritual complacency, insufficient capability, detachment from the masses, and negative corruption will persist over the long term. How to respond to and crack down on these challenges tests the political wisdom and leadership skills of Chinese Communists. During the years of revolutionary war, our Party united and led the people to achieve victory in the Chinese revolution—relying on iron discipline. Under new historical conditions, for our Party to effectively address the unique challenges faced by a large party and to unite and lead the people in realizing the Chinese Dream of the great rejuvenation of the Chinese nation, we must once again rely on iron discipline. We should align our thinking and actions with the Party Central Committee’s decisions and deployments, regard conducting Party discipline study and education as an important political task, and ensure that every measure of Party discipline study and education serves as an effective means of promoting central work and deepening the comprehensive and strict governance of the Party.
Discipline education is a fundamental task for strengthening the Party's disciplinary development. No matter when it is, problems always exist objectively. What’s truly worrisome is turning a blind eye to these problems—ignoring them completely. As a result, small issues can escalate into major ones, and minor leaks can develop into massive collapses. Only by regularly undergoing political checkups and diligently removing political “dust” can Party members and cadres “strengthen their bodies and improve their immunity.” Disciplinary education is an effective way to carry out these political checkups. Through disciplinary education, we can promptly identify our own shortcomings and take effective measures to address various “emerging” and “tendency-based” issues at their earliest stages—rather than waiting until these problems become serious before taking action. Since the 18th National Congress of the Party, General Secretary Xi Jinping has repeatedly emphasized the importance of Party discipline education in advancing comprehensive and strict governance of the Party and in building a clean and honest Party style. In February 2016, the General Office of the CPC Central Committee issued the "Plan for Conducting Study and Education Among All Party Members on Studying the Party Constitution and Party Regulations, Studying a Series of Speeches, and Becoming Qualified Party Members," thereby promoting the expansion of intra-party education from the "key few" to the broad membership of party members and extending it from concentrated education to regular, ongoing education. In March 2017, the General Office of the CPC Central Committee issued the "Opinions on Promoting the Regularization and Institutionalization of the 'Two Studies and One Action' Study and Education Campaign." The concentrated disciplinary education campaign launched across the Party in 2024 represents an extension and deepening of the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guiding Party members and cadres to truly transform discipline and rules into political, ideological, and behavioral consciousness.
Raise High disciplinary enforcement is the key to comprehensively and strictly governing the Party. First, in enforcing Party discipline, we must ensure there are no forbidden zones at the top, no blind spots at the bottom, no internal blind areas, and no external gaps. Whether they are Party member leading cadres or ordinary Party members, all must strictly abide by the Party’s discipline. No matter how much power one holds or how high one’s position may be, anyone who violates Party discipline or state laws will be severely punished without any leniency. In this regard, the newly revised "Regulations of the Communist Party of China on Disciplinary Actions" (hereinafter referred to as the "Regulations") contains numerous provisions. For example, the scope of those subject to disciplinary action for improperly interfering with or meddling in market economic activities, judicial proceedings, and disciplinary and law enforcement activities has been expanded—from “leading cadres who are Party members” to “all Party members.” Second, the Party’s disciplinary rules, which govern the conduct of Party members, will not lower their standards simply because a member has left their post. Party members and cadres who have left their posts or retired and who engage in improper professional activities, exploit their former official positions or influence to seek private gain for relatives and friends, or violate public order and good morals will also be severely punished. Third, Party members and cadres should simultaneously advance efforts involving their family members, children, and other close relatives. The family ethos of leading cadres is not a personal or private family matter; rather, it is an important reflection of their work style. While regulating the improper conduct of Party member leading cadres themselves, the Regulations also strengthen the oversight of violations committed by their relatives, staff members working closely with them, and other individuals with special relationships. Conducting Party discipline and education not only enables Party members and leading cadres to understand what they can and cannot do, but also helps the broader Party membership and the public grasp the bottom lines for Party members and leading cadres in performing their duties, exercising their powers, and engaging in social interactions, thereby facilitating better oversight.
