Further improve the comprehensive system for strict Party governance.

Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic ethos and strengthening theoretical training are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

General Secretary Xi Jinping emphasized: “The entire Party must forever maintain the clarity and determination of those who ‘take the exam,’ taking the establishment of a sound, comprehensive system for strict governance over the Party as an effective approach, and continuously push forward the great new project of Party building in the new era.” As the world’s largest Marxist ruling party, our Party has been able to remain at the forefront of the times, serve as the backbone of the nation, consistently win the support and endorsement of the people, and sustain its vigorous vitality and formidable combat effectiveness. A fundamental reason for this is that our Party has always adhered to governing and administering the Party with a spirit of reform and stringent standards. Since the 18th National Congress of the Party, we have unswervingly promoted comprehensive and strict governance over the Party, established a comprehensive system for such governance, and opened up a new realm of self-revolution for our century-old Party. On this new journey ahead, we must deeply recognize that the “four major tests” and “four dangers” facing the Party will persist for the long term. We must further improve and refine the comprehensive system for strict governance over the Party, and continue to advance the great new project of Party building in the new era.
Comprehensively enforcing strict Party governance is a great practice of the Party’s self-revolution in the new era. Further improving and perfecting the system for comprehensively enforcing strict Party governance represents our Party’s valuable experience and major initiative in upholding self-revolution. Since the advent of the new era, the task of governing the Party with strict discipline has become both heavy and complex. To push comprehensively enforcing strict Party governance deeper and more effectively, we cannot rely merely on piecemeal efforts, short-term initiatives, or mere calls to action; rather, we must adopt a systematic, sustained, and effective approach. Consequently, the measures for governing the Party strictly must also be systematic, continuous, and effective. Therefore, only by establishing and perfecting a comprehensive system for comprehensively enforcing strict Party governance can we build a Party that is even stronger and more powerful. This is precisely why General Secretary Xi Jinping has emphasized the need to further improve the system for comprehensively enforcing strict Party governance—making it fully equipped with all necessary elements, functionally complete, scientifically standardized, and highly efficient in its operation. To further improve and perfect this system, we must focus on “comprehensiveness,” ensuring that no essential components are missing or overlooked and thoroughly eliminating blind spots and loopholes. We must also focus on “the system itself,” ensuring smooth coordination among all links and effective synergy across various fields. Through further improving and perfecting the system for comprehensively enforcing strict Party governance, we can deepen our efforts toward comprehensively enforcing strict Party governance in greater depth and expand these efforts in broader scope.
To further improve the comprehensive system for strict Party governance, we must strengthen an organizational system that ensures seamless communication between different levels and robust implementation; an educational system that reinforces fundamentals, nurtures virtues, unites hearts, and forges souls; a supervisory system that focuses precisely on key areas and addresses both symptoms and root causes; a systematic framework that is scientifically sound, complete, and effective; and a responsibility system characterized by clearly defined roles and explicit requirements. An organization that is loose and disorganized cannot get things done—and indeed, cannot accomplish anything worthwhile. Only by perfecting an organizational system that ensures seamless communication and strong execution can we continuously highlight the Party’s organizational strengths and fully unleash its organizational power, thereby ensuring that the Party’s leadership is as natural and effortless as the body directing the arm or the arm guiding the fingers. To improve the educational system that reinforces fundamentals, nurtures virtues, and forges souls, we must prioritize ideological development as a foundational task, persistently using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls, steadfastly advancing the Party’s innovative theoretical education, and consistently strengthening Party spirit education. To enhance the supervisory system that focuses precisely on key areas and addresses both symptoms and root causes, we must refine mechanisms for managing Party members, improve mechanisms for rigorously managing and supervising cadres, establish normalized mechanisms for promoting upright conduct and enforcing discipline, and perfect integrated mechanisms for preventing corruption—ensuring that there are both clear theoretical guidelines and concrete methods and approaches. As institutions are fundamental, holistic, stable, and long-term in nature, further improving the comprehensive system for strict Party governance requires building a scientific, complete, and effective institutional framework. We must not only strengthen systemic integration but also deepen reform in the construction of Party regulations and systems, thus erecting a tight “firewall” through meticulous institutional design to safeguard Party governance. To tighten the screws of Party governance, we must perfect a responsibility system marked by clearly defined roles and explicit requirements—ensuring that responsible entities are fully accountable, responsibilities are clearly defined, and assessment and accountability measures are effectively implemented, thereby driving the full and effective fulfillment of Party governance responsibilities.
The comprehensive and strict governance of the Party is an ongoing journey. To further improve the system for comprehensively and strictly governing the Party, we must uphold a tone of rigor, adopt rigorous measures, and foster a rigorous atmosphere over the long term. We must prevent and overcome any complacency or slackening tendencies, and remain steadfast in maintaining unrelenting standards, unwavering intensity, and uncompromising measures. We must stay firmly oriented toward addressing specific problems, identify the “chain of issues” and the underlying “causal chains,” and take targeted measures to resolve them effectively. We must continuously enhance the systematic nature, durability, and thoroughness of our problem-solving efforts, ensuring that the elements of the comprehensive and strict governance system are fully integrated, functionally complete, scientifically standardized, and operate efficiently. By further perfecting this system, we can govern our Party well and build it stronger, thereby providing robust guarantees for advancing the great cause of building a strong country and achieving national rejuvenation through Chinese-style modernization.
