Hone strong Party spirit and forever preserve the political integrity of Communists.

First, honing strong Party spirit is a vital treasure that enables our Party to continuously advance from one victory to another.
The firm Party spirit of Chinese Communists is the solid foundation that enables the Party to forever maintain its advanced nature and purity, and it serves as a crucial guarantee for the Party to continuously enhance its governance capacity and leadership level under new historical conditions. Over the past century and more, the Party’s vivid practice of leading the great social revolution through a great self-revolution has demonstrated that precisely because generations of Chinese Communists have consistently regarded cultivating strong Party spirit as their fundamental principle, our Party has been able to continually rejuvenate and gain fresh vitality through revolutionary forging.
Cultivating strong Party spirit is a fundamental requirement for Marxist political parties. Party spirit is the essential attribute of a political party; for proletarian political parties, it represents the highest and most concentrated expression of the proletariat’s class character. Lenin pointed out that “materialism itself implies what is called party spirit.” At the Seventh National Congress of the Party, Comrade Mao Zedong emphasized that “party spirit is a common, universal quality possessed by every member of the Party,” and further stated, “uniform action, unified opinions, and collectivism—these are precisely the essence of party spirit.” Comrade Deng Xiaoping noted that “every cadre must put party spirit first.” These important statements profoundly demonstrate that party spirit is the concentrated embodiment of the political nature of Marxist political parties, with its core lying in how party members handle the relationship between their personal interests and the interests of the Party. Upholding the party spirit of a proletarian political party means standing firmly for the interests of the proletariat, adhering to the Party’s nature and purpose, observing the Party’s statutes and discipline, and tirelessly striving to uphold the Party’s original aspirations and mission and achieve its ultimate goals.
Cultivating a strong Party spirit is an excellent tradition of the Communist Party of China. Throughout the different periods of revolution, construction, and reform, the CPC has consistently emphasized strengthening the Party spirit cultivation and tempering of its cadres and members. During the New Democratic Revolution, our Party integrated the cultivation of strong Party spirit into both combat and production. In 1941, the Political Bureau of the CPC Central Committee adopted the "Decision on Strengthening Party Spirit," which called upon all Party members to "intensify their training in Party spirit, enhance their Party spirit, foster their Party spirit, and strengthen their Party spirit," thereby ensuring unity of will, action, and discipline across the entire Party and guiding广大 Party members to fight arduously and make unremitting efforts for national independence and the liberation of the people. After the founding of New China, our Party intensified Party spirit education centered around the task of "taking the exam" upon entering Beijing and upholding the "Two Musts," thus guarding against the potential negative emotions and dangers of corruption and degeneration that might arise after the victory of the revolution. In the new era of reform and opening-up and socialist modernization, facing various challenges posed by the market economy, our Party proposed that Communist Party members should use their Party spirit to safeguard and promote the establishment of a socialist market economic system, while also using their Party spirit to resist negative factors in market activities, and continuously uphold and develop socialism with Chinese characteristics.
Cultivating strong Party spirit is a distinctive feature of the firm and unwavering commitment to comprehensively and strictly governing the Party in the new era. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has approached the issue of Party spirit from the strategic perspective of addressing the unique challenges faced by a large party and of perfecting the system for comprehensively and strictly governing the Party. Focusing on the questions of “why we must cultivate Party spirit and how we should do it,” the Party Central Committee has put forward a series of new ideas, new perspectives, and new judgments, profoundly elucidating the contemporary connotations, essential principles, fundamental tenets, objectives, and practical requirements for cultivating strong Party spirit. These contributions have greatly enriched and developed Marxist theory on Party building, marking that our Party’s understanding of the laws governing the rejuvenation and strengthening of the Party in the new era has reached a new height. They also point out the direction forward and inject powerful impetus into continuously enhancing the Party’s capacity for self-purification, self-improvement, self-renewal, and self-enhancement under conditions of long-term governance. Guided by this series of new ideas, new perspectives, and new judgments, our Party regards raising Party spirit awareness as an important component of comprehensively and strictly governing the Party; upholding the authority and centralized, unified leadership of the Party Central Committee as the fundamental requirement for strong Party spirit; integrating deep-going improvements in work styles with enhanced cultivation of Party spirit; insisting on tackling Party spirit, Party style, and Party discipline together; combining organizational promotion with individual initiative; permeating both concentrated and regular education; embedding these efforts in institutional governance and rule-based Party administration; and, on the basis of addressing issues of work style, effectively addressing issues of Party spirit. With persistent determination and resilience—leaving marks wherever we strike and imprints wherever we tread—we are driving the entire Party to have firmer ideals and convictions, stronger Party spirit, a renewed atmosphere in intra-Party political life, and a markedly improved intra-Party political ecology, thereby significantly enhancing the Party’s creativity, cohesion, and combat effectiveness.
II. Embarking on a New Journey of Examining Ourselves—Infusing the Cultivation of Strong Party Spirit with New Contemporary Significance
Advanced nature and purity are the essential attributes of a Marxist political party—the very lifeblood and source of strength for our Party. Ultimately, the advanced nature and purity of the Party must be embodied by the firm Party spirit of countless Party members. As we embark on a new era and a new journey, the situation and challenges facing our Party are becoming increasingly complex, and the missions and tasks we shoulder are growing ever more arduous. This makes it all the more imperative that the vast number of Party members and cadres earnestly study and deeply understand General Secretary Xi Jinping’s important discourses on Party spirit, accurately grasp the contemporary requirements for strong Party spirit, and consciously put these requirements into practice throughout every aspect of their conduct, career, speech, and moral cultivation.
We must be absolutely loyal to the Party. General Secretary Xi Jinping pointed out that, when it comes to politics, the most fundamental thing is to uphold Party spirit. Loyalty to the Party is the paramount political quality of Communist Party members, embodying loyalty to the Party itself, loyalty to the Party’s beliefs, and loyalty to the Party’s cause—this is the most basic requirement of Party spirit. To forge a strong Party spirit, we must clearly and unequivocally emphasize politics, firmly uphold the supreme political principle of upholding the centralized and unified leadership of the Party Central Committee, and translate our firm support for the “Two Establishments” and resolute commitment to the “Two Upholds” into concrete actions aimed at implementing the decisions and deployments of the Party Central Committee, into tangible results in fulfilling our duties and doing our jobs well, and into our daily words and deeds. We must always maintain the highest degree of consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in thought, politics, and action.
We must firmly uphold our ideals and convictions. General Secretary Xi Jinping pointed out that ideals and convictions are the foundation for establishing and strengthening the Party, as well as the cornerstone for Party members and cadres to establish themselves and make their mark in life. Ideals and convictions serve as the spiritual pillar and political soul of Chinese Communists. When assessing whether a Party member possesses Party spirit, the primary consideration is whether their faith is firm and their ideals are lofty. To forge strong Party spirit, we must firmly believe in Marxism, in socialism and communism, and in our confidence in realizing the Chinese Dream of the great rejuvenation of the Chinese nation. We must carry forward the great spirit of Party building, firmly establish a correct worldview, a correct view of power, and a correct view of career, maintain passion and perseverance in our ideals and convictions, and tirelessly strive to uphold and develop socialism with Chinese characteristics and realize the lofty ideal of communism.
We must firmly uphold the people’s standpoint. At its core, Party spirit is a question of stance. General Secretary Xi Jinping pointed out that whether Communist Party members are pondering issues, conducting research, making decisions, or carrying out tasks, they must always stand on the standpoint of the Party and the people—and never put personal interests first. This is the fundamental principle of Party spirit for Communist Party members. The people’s standpoint is the Party spirit of the Communist Party of China and represents the essential embodiment of the Party spirit principles held by Communist Party members. In socialist China under the leadership of the Communist Party of China, Party spirit and the people’s nature are consistent and unified; Party spirit is embedded in the people’s nature, and there can be no Party spirit divorced from the people’s nature, nor can there be a people’s nature divorced from Party spirit. To forge a strong Party spirit, we must firmly establish the development philosophy centered on the people, unswervingly follow the mass line of the Party in the new era, and always take satisfying the people’s ever-growing needs for a better life as both our starting point and ultimate goal. We must think what the masses think, address their urgent concerns, and resolve their difficulties, using concrete actions that benefit the people to embody the noble sentiments of Communist Party members.
We must strictly abide by discipline and rules. General Secretary Xi Jinping pointed out that upholding rules is a crucial test of the Party spirit of both Party members and cadres. Whether a Party member’s Party spirit is strong or not can be measured, in large part, by their adherence to discipline and observance of rules. If one fails to meet the standards of compliance with rules and discipline, one lacks integrity and moral backbone, and there can be no talk of genuine Party spirit. To forge a strong Party spirit, we must always put discipline and rules first, enhance our awareness of discipline and rules, and consciously use the Party Constitution, Party regulations, and Party discipline to guide every word and deed. We should constantly sound the alarm bell of thought, keep the string of discipline taut, and maintain a heart of reverence. We must engrave compliance with rules and discipline deeply in our hearts, internalizing them as unthinking, everyday norms of conduct. Through concrete actions, we must become loyal advocates, conscious observers, and steadfast defenders of the Party’s discipline and rules.
We must dare to take responsibility and act decisively. General Secretary Xi Jinping pointed out that a cadre’s Party spirit and work style are most clearly reflected in their willingness to assume responsibility and courageously step up. For Party members and cadres, taking responsibility and acting decisively is the external manifestation of their Party spirit; conversely, Party spirit is the intrinsic quality that enables them to shoulder responsibilities. Only with strong Party spirit can we charge forward at critical moments and rise to the occasion in times of peril. To forge a robust Party spirit, we must consistently uphold the spirit of struggle, dare to uphold principles, be forthright and confront tough issues head-on, embrace heavy burdens with determination, overcome difficulties with perseverance, and fulfill our duties with utmost dedication. We must dare to draw the sword when confronted with major right-and-wrong issues, dare to tackle contradictions squarely, dare to stand tall in the face of crises, dare to take responsibility for mistakes, and dare to fight resolutely against unhealthy tendencies and evil practices—thus truly becoming the backbone that leads the people in braving risks and surmounting difficulties.
III. Firmly and unswervingly integrate the cultivation of strong Party spirit throughout the building of the cadre and party member team.
General Secretary Xi Jinping emphasized the need to strengthen Party spirit and moral education, guiding Party members and cadres to firmly uphold their ideals and convictions and remain true to the spiritual pursuits of Communists. Party spirit education is an essential course for Communists seeking self-cultivation and moral refinement. Cultivating strong Party spirit is not something that can be achieved overnight; it requires constant attention and rigorous practice in daily life. We must encourage Party members and cadres to enhance their Party consciousness through rigorous ideological tempering, political experience, practical training, and professional development, thereby maintaining the political integrity of Communists at all times with a strong Party spirit.
Hone strong Party spirit by firmly upholding the “Two Upholds.” Firmly safeguarding General Secretary Xi Jinping’s position as the core of the Party Central Committee and the entire Party, and resolutely upholding the authority and centralized, unified leadership of the Party Central Committee, are the Party’s highest political principle and fundamental political norm—a “touchstone” for testing the ideals, beliefs, political stance, and Party-cultivation of Party members and cadres. We must deeply grasp the decisive significance of the “Two Establishments,” keep in mind the “big picture of the nation” and the Party’s grand plan, and fully recognize that the “Two Establishments” represent the greatest certainty, the strongest confidence, and the most reliable guarantee for the Party and the people to overcome all difficulties and challenges and to respond effectively to all uncertainties. We must continuously strengthen our “Four Consciousnesses,” firmly uphold our “Four Self-confidences,” and unswervingly practice the “Two Upholds,” demonstrating our loyalty to the Party through concrete actions. We must ground the “Two Upholds” on heartfelt reverence and love for the Party’s core, and on the persistent study and application of the Party’s innovative theories. We should consciously ensure political steadfastness through theoretical clarity and maintain the correctness of our actions through the purity of our Party spirit. We must possess firm resolve and capability to uphold the “Two Upholds,” always maintaining a high degree of political sensitivity, constantly enhancing our political judgment, political comprehension, and political execution, and consciously aligning ourselves ideologically, politically, and in action with the Party Central Committee with Comrade Xi Jinping at its core.
Strengthen Party spirit through reinforcing the Party’s armed forces with innovative theories. General Secretary Xi Jinping pointed out that political firmness and Party spirit firmness both hinge on theoretical firmness. The Thought on Socialism with Chinese Characteristics for a New Era, as articulated by Xi Jinping, is imbued with firm ideals and convictions, deep concern for the people, and a strong sense of historical responsibility; it serves as the finest textbook for enhancing Party spirit education and honing Party spirit cultivation. We must steadfastly consolidate our ideological foundations and nurture our spiritual roots, closely integrating this effort with the consolidation and expansion of the outcomes from thematic education. Studying and thoroughly understanding the Thought on Socialism with Chinese Characteristics for a New Era must become an essential and ongoing course of study. We should consciously link our learning to the fundamental principles of Marxism and to the rich practices of our Party in the new era—engaging in great struggles, building great projects, advancing great undertakings, and realizing great dreams. We must deeply grasp the key requirements of this important thought regarding strengthening ideals and convictions, elevating our ideological horizons, and intensifying Party spirit cultivation, and effectively transform the Party’s innovative theories into a powerful force for bolstering our ideals and refining our Party spirit. We must focus on Party spirit education as the core, taking the implementation of the “Regulations on Cadre Education and Training” and the “National Plan for Cadre Education and Training (2023–2027)” as crucial levers. We should fully leverage the pivotal role of Party schools (Administrative Institutes) and cadre colleges at all levels in strengthening Party spirit education, placing particular emphasis on education and training related to ideals and convictions, the nature and purpose of the Party, and its fine traditions and work styles. In doing so, we will continuously fortify the foundation of our faith, replenish our spiritual calcium, and steady the helm of our thinking. We must adhere to studying history to gain clarity, enhance confidence, uphold morality, and put knowledge into practice. We should vigorously promote the spiritual lineage of the Communist Party of China, originating from the great founding spirit, and make full use of the Party’s historical experiences as vital guidance for strengthening Party spirit cultivation—consolidating our foundations, nurturing our roots, purging the impurities, and promoting the righteous. Through these efforts, we will continually raise our political awareness, elevate our ideological horizons, and improve our moral standards.
Cultivate strong Party spirit through studying, understanding, clarifying, and upholding Party discipline. General Secretary Xi Jinping emphasized that the level of Party-wide study and implementation of the Party Constitution determines the quality of Party spirit cultivation among Party members, the cohesion and combat effectiveness of Party organizations at all levels, and the overall standard of comprehensively enforcing strict Party governance. We must regard studying and educating on the Party Constitution, Party rules, and Party discipline as an important component of Party spirit education, guiding and encouraging leading cadres to continuously enhance their ideological awareness, spiritual realm, and moral cultivation. Strict Party discipline and strong Party spirit are both intrinsically linked and mutually reinforcing; Party spirit is fundamental, while Party discipline serves as the guarantee. We must adhere to a holistic approach that simultaneously strengthens Party spirit, Party style, and Party discipline, carry out solid Party discipline education and training, thoroughly grasp all disciplinary requirements set forth in the "Regulations on Disciplinary Actions of the Communist Party of China," clearly understand what the Party’s discipline and rules entail, and precisely know what one can and cannot do. We must place ourselves, our responsibilities, and our work squarely within this framework, and through self-examination, reflection, and rectification, elevate our Party spirit awareness, constantly bolster our political resolve, disciplinary resolve, moral resolve, and resistance to corruption. Truly make the process of studying Party discipline a journey of forging and strengthening Party spirit.
Hone strong Party spirit through serious political life within the Party. General Secretary Xi Jinping pointed out that serious and earnest intra-Party political life is a “great crucible” for Party members and cadres to temper their Party spirit. Only by repeatedly undergoing rigorous training in such intra-Party political life can Party members and cadres strengthen their Party spirit and become truly resilient and steel-like. We must strictly implement the "Several Guidelines on Intra-Party Political Life under New Circumstances," conscientiously carry out the "Three Meetings and One Class" system, continuously improve the quality of democratic life meetings and organizational life meetings, and encourage Party members and cadres to regularly conduct Party spirit analyses by comparing themselves against the Party’s innovative theories, guidelines, policies, the Party Constitution, Party rules and regulations, and their original aspirations and missions. They should courageously engage in criticism and self-criticism, tackle their own problems head-on, constantly reinforce their sense of being Party members, enhance their awareness of the Party, and elevate their Party spirit cultivation.
Hone strong Party spirit through intensified practice, pragmatism, and effectiveness. General Secretary Xi Jinping emphasized that speaking truthfully and doing practical things is the most effective way to test and strengthen Party spirit. Strong Party spirit is concrete and practical, and ultimately must be reflected in actions and implemented in work. We should regard the frontline of reform, development, and stability; harsh and complex environments; and key, challenging posts as “whetstones” and “touchstones” for forging strong Party spirit. We must focus on honing Party spirit in major strategies, critical tasks, and significant undertakings, encouraging Party members and cadres to roll up their sleeves and work diligently, truly getting down to business. We must firmly establish and practice a correct view of political achievements, fully, accurately, and comprehensively implement the new development philosophy, carry out tasks with unwavering determination, decisiveness, pragmatism, and a willingness to take bold action and deliver results. We should strive to achieve tangible outcomes that can stand the test of history and the people, and become steadfast doers and pragmatic practitioners in the cause of Chinese-style modernization.
