“Theoretical cultivation is the core of the comprehensive quality of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic ethos and strengthening theoretical training are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

As the world’s largest Marxist ruling party, how can our Party successfully break free from the historical cycle of chaos, turmoil, and decline—and ensure that it forever remains unchanged in its nature, color, and essence? This is a strategic question confronting all comrades within the Party. Since the 18th National Congress of the Party, in the course of advancing the great practice of comprehensively enforcing strict governance over the Party, we have continuously engaged in both practical exploration and theoretical reflection. Building on Comrade Mao Zedong’s original answer—“Let the people supervise the government”—we have now provided a second answer: constantly promoting the Party’s self-revolution.
In the decade of the new era, through practical exploration and theoretical inquiry into comprehensively and strictly governing the Party, we have continuously deepened our understanding of the Party’s self-revolution, accumulated rich practical experience, and produced a series of important theoretical achievements. These achievements systematically address major questions such as why our Party needs to undertake self-revolution, why it is capable of doing so, and how to advance this self-revolution.
The ideals pursued by our Party are lofty and sacred, and the mission it shoulders is both arduous and heavy. Only by examining ourselves in light of the demands of the times, by remaining acutely aware of potential risks and challenges, and by forging ourselves with a spirit of self-revolution—continuously enhancing our leadership capabilities and governance standards—can we ensure that the Party remains untainted, unchanged in its character, and true to its original aspirations, and continues to serve as the strong and decisive leadership core of the cause of socialism with Chinese characteristics. At the same time, we must recognize that, as the situation and tasks evolve, the external environment shifts, and the ranks of Party members undergo their own changes, various contradictions and problems within the Party are inevitable. We must summon the courage to turn the blade inward, promptly address and eliminate all negative influences, and ensure that the Party always brims with vigorous vitality and dynamism. This is precisely why we must advance the Party’s self-revolution.
The courage to carry out self-revolution is the Party’s most distinctive trait and its greatest strength. The Party’s nature, purpose, original aspiration, and mission determine that it always represents the fundamental interests of the broadest masses of the people. When we have no private interests to pursue, we can cultivate a spirit of thorough self-revolution—enabling us to focus on fundamental issues and pursue overarching benefits, uphold truth, correct mistakes, dare to examine ourselves critically, and constantly reflect on our own shortcomings. By refusing to hide our ailments or cover up our flaws, and by promptly identifying and addressing our own problems, we can effectively counter the “hunting” and corruption perpetrated by various interest groups, powerful cliques, and privileged classes. This is precisely the secret behind the Party’s enduring advanced nature and purity, and also the source of our confidence in advancing self-revolution.
To deepen the Party’s self-revolution, we need to pay close attention to the following issues in practice.
First, we must take upholding the Party Central Committee’s centralized and unified leadership as the fundamental guarantee. Promoting the Party’s self-revolution is a conscious effort by our Party to strengthen and invigorate itself—aimed at building a Party that is even stronger and more capable of upholding and reinforcing its leadership. To advance the Party’s self-revolution, we must, under the leadership of the Party Central Committee, engage in unified planning, unified deployment, and unified implementation, and always stay on the right track.
Second, the fundamental goal is to lead the great social revolution. We must plan the Party’s self-revolution in response to the new demands arising from the practice of the great social revolution, and use the new achievements of the great social revolution to assess the actual effectiveness of the Party’s self-revolution. We should strive to ensure that the Party’s self-revolution leads the great social revolution and that the great social revolution, in turn, promotes the Party’s self-revolution. At present, we must closely focus on the Party’s central tasks when planning and advancing the Party’s self-revolution, so that the Party’s self-revolution can better serve and support these central tasks.
Third, we must take the Thought on Socialism with Chinese Characteristics for a New Era as our fundamental guiding principle. In advancing the Party’s self-revolution, we must persistently use the Party’s innovative theories to arm all Party members, and educate and guide广大 Party members and cadres to make concerted efforts in deepening and transforming these theories. We should draw upon the ideological nourishment contained within them—such as firm ideals and convictions, strengthened Party spirit cultivation, enhanced spiritual realms, and elevated moral standards—to continuously enhance the Party’s resolve in carrying out its self-revolution.
Fourth, take breaking free from the historical cycle of rise and fall as a strategic goal. Promoting the Party’s self-revolution is a vital key to escaping the historical cycle of governance chaos, decline, and resurgence. We must focus on this strategic goal, maintain a high degree of political vigilance, promptly eliminate the viruses that erode the Party’s healthy body, and timely remove all potential threats that undermine the Party’s governing foundation. Only by consistently preserving the Party’s health can we continuously consolidate its long-term ruling position.
Fifth, we must focus primarily on addressing the unique challenges faced by large political parties. The “six ‘how to always’” issues we refer to as the distinctive challenges of large parties are by no means easy to resolve overnight. In advancing the Party’s self-revolution, we must remain firmly committed to a problem-oriented approach, maintain strategic composure, adopt both symptomatic and root-cause treatments, employ comprehensive strategies, coordinate efforts synergistically, persevere relentlessly, and strive steadily over the long term—accumulating small victories into major ones—and in continuously tackling these unique challenges, we can fully demonstrate the strengths of a large party.
Sixth, take the establishment of a sound and comprehensive system for strict Party governance as an effective approach. We must closely adhere to the general requirements for Party building in the new era, ensuring that our efforts cover all aspects of content, reach every target group, encompass the entire chain of responsibilities, and integrate all systems seamlessly. We should uphold Party governance based on rules and regulations, continuously improve the Party’s institutional framework for self-revolution, and further foster a virtuous cycle in which the Party relies on its own strength to identify problems, correct deviations, promote innovation, and achieve an overall enhancement of its governance capacity.
Seventh, we must place great emphasis on strengthening organizational resilience and building a highly competent team. We need to thoroughly implement the Party’s organizational guidelines for the new era, refine an organizational system that ensures seamless communication between all levels and robust implementation, and enhance the political and organizational functions of Party organizations. We must focus on addressing issues such as weakened Party leadership, inadequate Party building, and ineffective management and governance of the Party, thereby promoting comprehensive progress and overall strength at all levels of Party organizations. We must steadfastly uphold the standards for outstanding cadres in the new era, rigorously scrutinizing candidates on their political integrity, competence, and integrity, so that the vast majority of Party members and cadres can demonstrate loyalty, integrity, and a sense of responsibility.
Eighth, take rectifying conduct, enforcing discipline, and fighting corruption as key priorities. We must integrate these three aspects—rectifying conduct, enforcing discipline, and combating corruption—and tackle them together. We must consistently uphold a strict tone, adopt rigorous measures, and foster a climate of strictness. Let outstanding conduct serve as our guiding principle, stringent discipline provide robust safeguards, and resolute anti-corruption efforts remove obstacles. In this way, we can ensure that the Party’s self-revolution is closely linked and progressively deepened, continuously achieving breakthroughs through both discarding the old and embracing the new, while staying true to our core principles and fostering innovative approaches.
Ninth, we must harness the powerful impetus generated by combining self-supervision with public oversight. Self-supervision and public oversight are organically unified and mutually reinforcing. In advancing the Party’s self-revolution, we must strengthen the Party’s self-supervision, refine the various institutional mechanisms for intra-Party supervision, and continuously improve the Party’s intra-Party oversight system. We must consciously accept public oversight, effectively integrating intra-Party supervision with oversight by state organs, democratic oversight, judicial oversight, mass oversight, and media oversight, thereby achieving a positive interaction and synergistic effect between self-discipline and external discipline.
Practical development is endless, and theoretical innovation is equally boundless. We must uphold the principles of liberating our minds, seeking truth from facts, advancing with the times, and upholding orthodoxy while fostering innovation. We must continuously engage in practical exploration and theoretical innovation, constantly deepen our understanding of the regularities governing the Party’s self-revolution, make the Party’s approaches and measures for self-revolution even more rigorous, and ensure that the self-revolution on every front and at every stage is carried out in a concrete and thorough manner.
