Currently, the world is undergoing accelerated transformations unseen in a century, and a new military revolution is unfolding at a rapid pace. Meanwhile, China’s security and development needs are undergoing profound changes, making it even more urgent to achieve the goal of building a strong military. We must deeply appreciate the significance of further deepening the Party’s innovative theories among the people, enhance the army’s sense of responsibility and mission in theoretical work, and transform the Party’s innovative theories into the political, ideological, and practical consciousness of all officers and soldiers as they dedicate themselves to the great practice of strengthening and revitalizing the military.
This is an inevitable requirement for upholding the Party’s absolute leadership over the armed forces. Upholding the principle that the Party commands the gun is an unshakable truth forged through the Party’s struggles in blood and fire. “Every military strategy must be rooted in political victory.” Over the past 90-odd years, the reason our military has always remained united under the Party’s banner lies, in no small part, in its consistent grounding of loyalty in a profound identification with scientific theory—using theoretical clarity to solidify political loyalty and ensure political steadfastness. Today, as global conditions, national circumstances, Party conditions, and military conditions are all undergoing complex and profound changes, the ideological and political challenges facing our military have become increasingly intricate and multifaceted, placing new and higher demands on arming our officers and soldiers with the Party’s innovative theories. Only by guiding all officers and soldiers to consistently arm themselves with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continuously internalizing the Party’s innovative theories into their hearts and putting them into practice, can we truly and firmly uphold the “Two Establishments,” resolutely implement the “Two Safeguards,” and ensure that the entire military always obeys the command of President Xi, takes responsibility to him, and gives him peace of mind.

It is an inevitable requirement for rallying the entire military into a united and concerted effort. The more we are in an era of profound transformation and reshaping, the greater the need for ideological cohesion; the more challenging the cause, the more crucial spiritual unity becomes. President Xi has profoundly pointed out: “Ideological unity is the deepest, most enduring, and most reliable guarantee of the Party’s unity and solidarity.” Harnessing the power of truth to unite and inspire the thoughts and will of all officers and soldiers throughout the armed forces is the inexhaustible driving force that enables our military to overcome all difficulties and obstacles. Only by continuously strengthening our Party’s armed forces with its innovative theories—using these theories to forge unity of purpose and ignite a fighting spirit—can we create the vibrant scene of “the tide is calm, the shore is wide, and sails are fully hoisted; together, everyone rows to steer the great ship forward.”

In this new era and on this new journey, we must sustain our efforts to bring the Party’s innovative theories deeper into the grassroots and among officers and soldiers, continuously improving the education system, innovating publicity methods, promoting practical application, and ensuring that the Party’s innovative theories are thoroughly understood, deeply internalized, and effectively put into practice with tangible results.

We must consolidate and enhance traditional platforms, making good use of resources such as revolutionary sites and memorial venues to create an environment that enlightens minds, nourishes hearts, and cultivates people through culture—thus enabling officers and soldiers to reinforce their ideological preparedness through subtle and continuous exposure. We must also expand and effectively utilize emerging platforms, establishing a multi-dimensional theoretical propaganda matrix that shifts communication methods from one-way transmission to diversified, interactive engagement, thereby enhancing the appeal, persuasiveness, and impact of theoretical propaganda. We must strengthen digital empowerment by leveraging technologies such as big data and cloud computing to carry out targeted, segmented, and interactive learning and publicity efforts, using a refined approach to improve the quality and effectiveness of theoretical propaganda. Finally, we must flexibly employ diverse presentation formats, innovatively adopting popular methods like cultural performances, symposiums and surveys, and interactive Q&A sessions—methods that officers and soldiers enjoy—so that speakers can communicate effectively, listeners are eager to listen, and both sides resonate deeply with each other. In this way, we can guide officers and soldiers to profoundly appreciate the great power of thought and unite their efforts in forging ahead.
Build a closed-loop system that integrates knowledge with practice and enhances the practical effectiveness of theory. President Xi pointed out, “Reading is learning, and putting what you’ve learned into practice is also learning—and even more importantly, it’s learning.” Theoretical study should not only involve believing in what we learn but also applying and acting upon it. We must vigorously promote the Marxist style of learning that links theory closely with practice, studying the Party’s innovative theories in light of specific realities and contemporary issues. We must integrate learning with application, theory with practice, and combine study with action—learning while doing and doing while learning—and consciously draw insights, evidence, and methods from the Party’s innovative theories.
