We should implement the “three distinctions,” encouraging cadres to be enterprising, proactive, and committed to getting things done. We should promote the normalization of both upward and downward mobility of leading cadres, intensifying efforts to remove those who are unsuitable for their current positions. We should also improve regular training mechanisms, especially basic training, strengthen professional training and practical experience, and comprehensively enhance cadres’ capacity for modernization. We should refine and implement the tenure system for leading cadres, and establish sound systems for the succession and handover of key leaders within Party leadership teams. In terms of reforming grassroots Party organization building, we must enhance the political and organizational functions of Party organizations; explore effective ways to strengthen Party building in new economic organizations, new social organizations, and new employment groups; and improve mechanisms for educating, managing, and enabling Party members to play their roles effectively. As for reforming the Party’s institutional framework, we must refine internal Party regulations, enhancing their authority and enforceability.

This is a major task for upholding the centralized and unified leadership of the Party Central Committee over the further deepening of comprehensive reform. With a view to advancing Party conduct and integrity building and the fight against corruption in greater depth, the Decision emphasizes the need to establish and improve mechanisms for making political oversight more concrete, precise, and routine. In terms of rectifying conduct and enforcing discipline, we must persistently implement the spirit of the Central Committee’s Eight-Point Regulation, and refine institutional mechanisms for preventing and addressing formalism and bureaucratic practices. We should continue streamlining and standardizing meeting documents, as well as various demonstration initiatives, evaluation activities, and celebratory events and forums, strictly controlling the overall volume of supervision, inspection, and assessment directed at the grassroots level, enhancing the quality of field investigations, and making great efforts to address issues of excessive and redundant inspections. We will formulate lists of responsibilities for township (subdistrict) governments, and establish long-term mechanisms to reduce burdens on the grassroots. We will also set up a disciplinary education mechanism that combines regular and concentrated approaches, deepen the application of the “four forms” of supervision and discipline enforcement, and comprehensively leverage the Party’s disciplinary education to provide constraints, safeguards, and incentives. In the fight against corruption, we must improve the integrated mechanism for ensuring that officials dare not, cannot, and do not want to engage in corruption, and focus on eradicating the soil and conditions conducive to corruption. We will strengthen mechanisms for investigating and addressing both misconduct and corruption simultaneously, deepen efforts to tackle corruption in areas characterized by concentrated power, intensive financial resources, and abundant natural resources, seriously investigate and punish collusion between government officials and business interests that undermines the political ecosystem and economic development environment, refine joint punishment mechanisms targeting key bribe-givers, enrich effective measures for preventing and addressing new and hidden forms of corruption, intensify efforts to combat false accusations, improve mechanisms for pursuing fugitives, preventing their escape, and recovering stolen assets, and bolster the building of an honest and clean culture for the new era. In perfecting the Party and state supervisory system, we must reinforce the principal responsibility and supervisory responsibility for comprehensively strengthening Party governance. We will improve supporting systems for strengthening oversight of “leading officials” and leading teams, refine mechanisms for allocating and restraining the exercise of power, and oppose privileged thinking and privileged practices. We will promote the organic integration of disciplinary enforcement, law enforcement, and criminal justice.
