In the afternoon of March 5, while participating in the deliberations of the Jiangsu delegation at the Third Session of the 14th National People's Congress, General Secretary Xi Jinping pointed out that Party organizations at all levels should strengthen their political and organizational functions. All Party members and cadres should bravely shoulder heavy responsibilities and forge ahead with pioneering spirit, adopting a style characterized by seeking truth from facts and taking concrete actions, and presenting an image of strict adherence to rules and discipline as well as integrity and honesty. Together with the people, they should continue to open up new prospects for economic and social development. Secretaries of provincial, regional, and municipal Discipline Inspection Commissions and directors of Supervisory Commissions attending the Two Sessions expressed that they would deeply study and implement the important speech delivered by General Secretary Xi Jinping, further leverage the successful experiences gained from Party discipline education and training, integrate strict management and supervision with encouragement of responsibility and initiative, and comprehensively harness the Party’s disciplinary education’s roles in constraining behavior, providing safeguards, and offering incentives, thereby motivating Party members and cadres to take on responsibilities and act boldly on the premise of complying with rules and discipline and maintaining integrity and honesty.
“Strengthening the Party’s disciplinary construction is an ongoing task—there is no ‘finished’ stage, only a ‘continuous’ one. We must consistently and effectively promote learning about discipline, understanding discipline, clarifying discipline, and upholding discipline,” said Ai Juntao, a deputy to the National People’s Congress and Secretary of the Discipline Inspection Commission and Director of the Supervisory Commission of the Ningxia Hui Autonomous Region. “We must prioritize education, treating General Secretary Xi Jinping’s important remarks on comprehensively strengthening the Party’s disciplinary construction as the top priority in our study and education efforts. We should encourage Party members and cadres to continuously engage in comprehensive and systematic study of the Party Constitution, Party rules, and Party discipline, and ensure that this effort becomes a regular, long-term practice. At the same time, we must intensify disciplinary education and training for key groups—including ‘leading officials,’ young cadres, newly promoted cadres, and cadres in critical positions—and pay close attention to disciplinary education for newly admitted Party members. This education should be integrated into daily education, management, and supervision, running through the entire career cycle of cadre development, so that Party members and cadres can continually transform disciplinary requirements into their inner aspirations and develop a conscious habit of complying with rules and observing discipline.”
Strengthening disciplinary education requires both subtle, positive guidance that quietly influences and resonates deeply with the soul, as well as stark, cautionary warnings that strike at the heart. Zhang Zhong, a deputy to the National People's Congress and Secretary of the Discipline Inspection Commission and Director of the Supervisory Commission of Jiangsu Province, stated that it is essential to combine positive guidance with negative warnings—fully tapping into exemplary models of diligence and integrity to encourage Party members and cadres to benchmark and learn from them, while also making regular and effective use of警示教育 films,警示教育 bases, and other resources. We must establish a robust mechanism that uses cases to illustrate moral principles, discipline, laws, and responsibilities, delivering targeted and tailored education based on different levels and categories, so that Party members and cadres will feel a genuine sense of awe and exercise self-restraint in their actions.
The practice of comprehensively and strictly governing the Party has proven that only by relying on robust enforcement as a safeguard can we ensure that ironclad rules carry weight and prohibitions wield real authority. To comprehensively strengthen the Party’s disciplinary construction, we must adhere to the principles of strict discipline enforcement and rigorous accountability for violations—investigating and dealing with every instance of disciplinary misconduct promptly and decisively, thereby effectively upholding the rigidity and seriousness of discipline and preventing the “broken windows effect.”
“The vitality of discipline lies in its enforcement; the key is earnestness, and the crux is strictness. We must consolidate and deepen our efforts to rigorously enforce discipline, investigating and dealing with every instance of disciplinary violation as it’s discovered, ensuring that all disciplinary rules and regulations truly become ‘high-voltage lines carrying electricity.’” Fang Lingmin, a deputy to the National People’s Congress and Secretary of the Discipline Inspection Commission and Director of the Supervisory Commission of the Guangxi Zhuang Autonomous Region, stated that we must strictly uphold political discipline and political norms, resolutely safeguard the authority and centralized, unified leadership of the Party Central Committee, strengthen political oversight around the Party’s missions and tasks for the new era and new journey, promptly identify and vigorously address the ‘seven types of problems,’ and firmly eliminate ‘double-dealers’ and ‘pseudo-loyalists.’ Guided by the precise application of the ‘four forms,’ we must strictly enforce discipline, paying particular attention to making good use of the first form—catching problems early and addressing minor issues before they escalate—and fully leveraging the layered preventive role of the ‘four forms’ to encourage Party members and cadres at all levels to promote positive conduct and resist unhealthy tendencies.
Discipline serves both as a “tightening band” and a “protective amulet.” We must comprehensively leverage the Party’s disciplinary education to exert its restraining, safeguarding, and motivating effects, educating and guiding Party members and cadres to work with peace of mind, act boldly, strive relentlessly, and take proactive measures—all while strictly adhering to rules and regulations.
“We must deeply grasp the consistency in goal orientation between strict management and supervision on the one hand, and encouragement of taking responsibility and acting decisively on the other, as well as the coordination of policies and measures. We should adhere to systems thinking and dialectical thinking, and make concerted efforts to promote the organic integration of these two aspects,” said Feng Zhili, a deputy to the National People’s Congress and Secretary of the Discipline Inspection Commission and Director of the Supervisory Commission of Yunnan Province. “We must always bear in mind that strict management and supervision are aimed at caring for and protecting cadres, and at minimizing the likelihood of them making mistakes. We should insist on early detection, early reminders, early handling, and early correction, enabling comrades who have made mistakes to recognize their errors, turn over a new leaf after correcting them, and strive to achieve the transformation from ‘having made mistakes’ to ‘being capable and effective.’ We must unequivocally stand by those who take responsibility, hold accountable those who are responsible, and support those who get things done, guiding Party members and cadres to place greater trust in and rely on the organization, and to dare to think, dare to act, and dare to shoulder responsibilities.”
Zhang Zhong, on behalf of the delegation, stated that we must establish a clear orientation and actively employ methods such as written clarifications and face-to-face clarifications to clear the names and restore the reputations of Party members, cadres, and Party organizations that have been falsely accused. We should continue to tackle the issue of false accusations, publicize typical cases, and steadily implement concrete measures to encourage cadres to take responsibility and act boldly. This will send a strong signal of backing those who get things done and firmly confronting those who make false accusations, enabling Party members and cadres to work with peace of mind, freely pursue their tasks, and proactively take action—all while strictly adhering to rules and discipline.
