Enhance the authority and enforceability of Party regulations.
“Theoretical cultivation is the core of the comprehensive quality of Party members and cadres. Theoretical maturity is the foundation for political maturity, and political steadfastness stems from theoretical clarity.” For Party members and cadres, fostering a fine academic style and strengthening theoretical education are both fundamental requirements for cultivating Party spirit and an inescapable political responsibility.

The vitality of regulations and systems lies in their enforcement. The “Decision of the CPC Central Committee on Further Deepening Comprehensive Reform and Promoting Chinese-style Modernization,” adopted at the Third Plenary Session of the 20th CPC Central Committee, calls for “improving Party regulations and enhancing their authority and enforceability.” On this new journey ahead, only by further strengthening the enforceability of Party regulations and ensuring their rigorous implementation can we leverage the advantages of these regulations and systems to transform them into effective governance capabilities in the new era and advance the comprehensive and strict governance of the Party in depth.
Paying close attention to the building of Party regulations and systems and attaching great importance to enhancing their enforcement are fine traditions of Marxist political parties in governing and administering the Party. As early as when drafting the Statutes of the Communist League, Marx and Engels explicitly stipulated that all members must “obey all resolutions of the League” and other disciplinary requirements. In guiding the establishment of the First International and leading the struggle of the proletarian revolution, they emphasized the need to use democratic institutions to check and balance power, stressing that “we must always strive to be guided by principles rather than by this or that individual.” Particularly regarding the building of Party discipline, Marx pointed out in response to the sectarian splintering activities of the time: “We must now absolutely uphold Party discipline; otherwise, we shall achieve nothing.” During his leadership of the proletarian revolutionary movement, Lenin underscored the necessity of regulating the entire Party with “iron discipline,” declaring that no Party member, under any pretext, could violate Party principles or trample upon Party discipline. Within the proletarian political party, utmost centralization and strictest discipline must be enforced.
For over a century, our Party has consistently called for strict enforcement of its rules and regulations, internalizing compliance with discipline and rules as a conscious ideological and political commitment among Party members and cadres, thereby ensuring the Party’s advanced nature and purity. During the revolutionary war period, Comrade Mao Zedong emphasized: “All Party organs at various levels must not approach problem-solving too casually. Once a resolution is adopted, it must be resolutely implemented.” After the reform and opening-up, Comrade Deng Xiaoping urged the entire Party to rigorously examine itself in accordance with the Party Constitution, and to “formulate specific action plans tailored to their own particular circumstances, striving to meet and uphold the standards set forth in the Party Constitution, and ensuring that these plans are effectively carried out.” Since entering the new era, General Secretary Xi Jinping has pointed out: “Although we have many Party regulations, the main problem lies in weak enforcement—some lack the capacity to enforce them, while others lack the confidence to do so. We must strengthen the enforcement of regulations and systems without any compromise.” Since the 18th National Congress of the Party, one of the most important reasons why our Party has been able to open up a new realm of self-revolution is that we have treated the building of Party regulations and systems as a long-term and fundamental strategy for comprehensively and strictly governing the Party. As a result, Party organizations at all levels and the vast majority of Party members and cadres have significantly enhanced their awareness of Party rules and discipline, yielding remarkable results in governing and managing the Party.
The effectiveness of a system largely depends on its enforcement capability. On this new journey, to deepen the comprehensive and strict governance of the Party, we must focus on addressing the issue of system enforcement capability, strengthen awareness of compliance with regulations, firmly assign responsibility for enforcing regulations, and improve the regulatory enforcement evaluation system—ensuring that Party rules and regulations remain powerful at all times and effective everywhere.
Strengthen education and training for Party members to enhance their awareness of compliance with rules and discipline. Only by thoroughly studying and comprehending the Party’s internal regulations can we ensure their effective implementation. To this end, we should intensify publicity efforts regarding these internal regulations, bolstering all Party members’ awareness of compliance and making governance of the Party through systems and regulation of officials a shared consensus across the entire Party. The Party’s internal regulations and systems should be incorporated into the study content of Party committees’ (Party group) theoretical study centers, designated as compulsory courses in Party schools (administrative colleges) and cadre academies, and listed as key tasks in plans for legal publicity and education. We should promote regular learning through various forms, including special lectures, study discussions, and collective pre-appointment talks on Party discipline and regulations for leading cadres. We must make good use of organizational life mechanisms such as the “Three Meetings and One Class,” themed Party days, democratic life meetings, organizational life meetings, and heart-to-heart talks, reinforcing daily study of Party regulations and genuinely internalizing strict adherence to these regulations in both thought and action.
Improve the supervision and assessment mechanisms, and firmly enforce disciplinary accountability. To address the challenges in implementing Party regulations, we must clearly define the responsible entities, refine the supervisory mechanisms, and ensure that these regulations are enforceable, monitorable, inspectable, and accountable. We should develop detailed responsibility lists and establish a sound system of regulatory enforcement accountability, under which the Party Committee provides unified leadership, the Party Committee Office (or Secretariat) coordinates and oversees overall efforts, the competent departments take the lead in responsibility, relevant units provide assistance and cooperation, and the Party’s discipline inspection organs conduct rigorous oversight—thus clearly delineating the responsibilities of each regulatory enforcement entity. We should also optimize supervision methods, emphasizing the organic integration of regulatory oversight with inspection tours, intra-Party urging and inspection, and other related activities. A systematic oversight and inspection mechanism for the implementation of Party regulations should be established, with regular oversight conducted through various forms such as special inspections and random spot checks. Strengthen assessment and accountability: for instances of inadequate implementation, circumvention, or selective enforcement of Party regulations, we will hold those responsible accountable in accordance with regulations and Party discipline.
We must improve the effectiveness assessment system and continuously enhance the quality and efficiency of disciplinary enforcement. General Secretary Xi Jinping pointed out, “We should deepen the reform of the Party’s internal regulations and institutional framework, carry out top-level design, identify and address gaps, and focus on improving quality and boosting efficiency. In light of practical needs, we should promptly elevate effective experiences and best practices into institutional norms, and make every effort to strengthen the enforceability of these systems.” We should refine assessment criteria and establish sound mechanisms for evaluating the implementation and effectiveness of Party regulations and institutional frameworks, ensuring that assessments truly reflect quality and deliver tangible results. We should also deepen the application of assessment outcomes by establishing a robust feedback mechanism for assessment results, providing practical evidence and evaluative support for enhancing the enforceability of Party regulations and overcoming difficulties in their implementation. This will enable us to better promote the simultaneous advancement of the formulation, amendment, repeal, and interpretation of Party regulations and institutional frameworks, making the system more scientific and achieving governance effectiveness through sound and well-designed regulations.
