A blood-stained police uniform touched the hearts of people across the Qinba region. Wearing it, Shi Lihai faced the blade head-on, stepping in front of the crowd and using his life to carry out one last police duty.
At around 10 p.m. on April 10, 2024, the 110 Command Center of the Xixiang County Public Security Bureau in Hanzhong City, Shaanxi Province, received an emergency call from a 10-year-old boy from Shili Village, reporting that his grandfather, Liu, had “gone berserk after drinking” and was beating his grandmother, leaving him very frightened. Officer Shi Lihai from the Chengbei Police Station, along with two colleagues, rushed to the scene and found Liu chasing and hitting the boy who had made the call. Shi Lihai immediately stepped forward to intervene and stop him.
After patient persuasion by Shi Lihai, village officials, and neighbors, Liu’s mood gradually calmed down, and he returned home. Just as Shi Lihai and his colleagues were about to leave, Liu suddenly lunged at the neighbor who had been urging him to go back inside, wielding a sharp blade and stabbing two villagers one after another.
“Move! Quick, move aside!” Shi Lihai shouted, urging the crowd to step back—yet he himself charged forward, grappling with the drunken man. With his own body, Shi Lihai blocked the imminent danger facing the crowd, but tragically, he was stabbed four times and died despite desperate efforts to save him. Just six days away, he would have celebrated his 33rd birthday.
After Shi Lihai’s sacrifice, he was posthumously awarded the titles of “First-Class Heroic Model in the National Public Security System” and “Outstanding Communist Party Member of Shaanxi Province.”
This isn’t the first time Shi Lihai has used his body to safeguard the safety of people’s lives and property.
On October 14, 2020, someone wielding an axe attempted to block vehicles. During the process of subduing the attacker, Shi Lihai sustained an injury to his hand. In that day’s work log, he wrote only one sentence: “I forcibly removed the individual who had blocked the highway and took him back to the investigation center for questioning and further inquiry.”
After Shi Lihai’s sacrifice, nine work journals were left behind—each one meticulously recording his daily work plans, investigative approaches for various cases, key points of focus, and characteristics of suspects... These journals chronicle his six-year journey of growth since joining the police force. “Shi Lihai majored in fire engineering in college,” said his comrade Peng Cheng. “But after joining the public security forces, he considered himself a ‘layman’ and thus doubled down on studying legal statutes and enriching his professional knowledge.”
“January 1, 2018, sunny. Today I reviewed past case files to study and gain a deeper understanding and familiarity with public security work. I encouraged myself to accelerate my learning pace and strive to become a qualified and outstanding people’s police officer as soon as possible.” Having just joined the force, Shi Lihai wrote down his passionate love for his dream.
Rescuing elderly people from floods, resolving marital conflicts, shutting down gambling dens, and conducting anti-fraud awareness campaigns to help residents recover their losses... Thanks to his diligence, Shi Lihai quickly became the “most reliable” partner in his colleagues’ eyes. Everyone unanimously praises him as being eager to learn, thoughtful, quick-witted, resourceful, and always ready to take the lead when it matters.
“How can we explain to the victim if we fail to solve the case?”—this is a phrase that Shi Lihai often repeats. Since joining the police force, Shi Lihai has personally led and participated in the investigation of over 100 criminal cases, handled more than 200 administrative cases, apprehended over 200 suspects involved in illegal activities, and successfully halted payments and recovered assets worth over one million yuan.
Not a single error has been made in the cases handled. Behind these figures lie Shi Lihai’s countless days and nights of dedication and hard work.
Zhang Ning, the Party branch secretary of Erli Community in Beijie Subdistrict, Xixiang County, said that during his tenure in charge of public security work in Erli Community, Shi Lihai spent his days visiting households to gain a grasp of local conditions and public sentiment, and to disseminate legal knowledge. At night, he organized and led patrols and preventive measures, his busy figure constantly moving through streets, alleys, fields, and rural paths. With his “iron feet” and “warm heart,” the community residents affectionately call him “Officer Xiao Hai.”
In January 2024, a dispute broke out between two neighbors in the jurisdiction, and the conflict continued to escalate. Shi Lihai visited both households multiple times to understand the situation and mediate the dispute. He also coordinated with relevant authorities to launch a joint mediation effort. In the end, the two families were deeply moved by his sincerity and shook hands in reconciliation, resolving both the surface conflict and the underlying tensions.
“As a people’s police officer, I firmly uphold the principle that the interests of the Party and the people come first above all else; my personal interests must be subordinated to those of the Party and the people, and I remain loyal to the Party and work diligently.” Shi Lihai has fully lived up to every single word of this solemn oath he wrote in his application to join the Party.
“Remember the heroes’ names, recall their heroic deeds, carry forward the spirit of these role models, and live up to our duties and mission.” This is the solemn pledge made by all the police officers and auxiliary police officers at the Chengbei Police Station following Shi Lihai’s sacrifice.
Zhao Kaigui, the chief of the Chengbei Police Station of the Xixiang County Public Security Bureau, said, “Although Li Hai is gone, he will always live on in our hearts. We will interpret our original aspirations with loyalty, demonstrate our sense of responsibility through practical actions, honor his memory with heartfelt remembrance, and safeguard the peace and tranquility of this region through inheritance.”
