Attaching great importance to style of work is a fine tradition of our Party.

The Party’s work style is closely linked to the hearts and minds of the people and determines the success or failure of the Party and the country’s undertakings. The Party’s work style is an important manifestation of the Party’s nature, purpose, program, and guiding principles. Since its founding, our Party has always attached great importance to building a sound work style. In the course of our long-term practice of revolution, construction, and reform, and in response to various situations and tasks, we have developed and consistently upheld fine work styles such as linking theory with practice, maintaining close ties with the masses, and engaging in criticism and self-criticism. These are concentrated expressions of our Party’s nature and purpose, and they serve as a vital guarantee for our Party to achieve its great goals and propel the Party and the people’s cause toward one victory after another.

The Communist Party of China has always attached great importance to building a sound work style. During the period of the New Democratic Revolution, Chinese communists—led primarily by Comrade Mao Zedong—combined Marxist theory on party building with China’s specific realities, explored and advanced the construction of the Party’s work style, put forward the “Three Disciplines and Eight Points of Attention,” launched the Yan’an Rectification Campaign, and thus established the Party’s three fine traditions. They also articulated the requirement of “Two Musts,” laying a solid foundation for the Party’s work-style development after it assumed national governance. During the period of socialist revolution and construction, the Party carried out rectification campaigns within its ranks, purifying the cadre corps, consolidating its ruling base, and institutionalizing the building of Party conduct through a series of rules and regulations that standardized the behavior of Party members and cadres. In the new era of reform and opening up and socialist modernization, amid complex domestic and international circumstances, the Party has consistently placed the building of a sound work style in a prominent position. It has conducted the “Three-Point Education” and the campaign to uphold the advanced nature of Communist Party members, explicitly putting forward the “Eight Upholds and Eight Opposes,” thereby further enriching the content of Party building. As we can see, strengthening the building of a sound work style is a consistent political consciousness of our Party, and it is also an important guarantee for our Party’s continuous march from victory to victory.

The Central Committee’s Eight-Point Regulation represents the inheritance and promotion of the Party’s fine traditions. As we enter a new era of socialism with Chinese characteristics, the Party Central Committee—with Comrade Xi Jinping at its core—has taken style-building as the breakthrough point, initiating reform by formulating and implementing the Central Committee’s Eight-Point Regulation. Leading by example and setting an exemplary standard from the top down, the Party has left clear footprints wherever it has trod and left indelible marks wherever it has grasped firmly, relentlessly combating formalism, bureaucratism, hedonism, and extravagance. The “Eight-Point Regulation on Improving Work Style and Closely Linking with the Masses,” adopted by the 18th Central Political Bureau in December 2012, has served as an internal Party regulation to promote style-building. Subsequently, efforts have been made nationwide to tackle the “Four Winds,” thereby institutionalizing and normalizing style-building. Over the years, the Party has carried out a series of educational campaigns, including the Practice Campaign on the Mass Line, the Special Education Campaign on “Three Stricts and Three Honests,” the Study and Education Campaign on “Two Studies and One Action,” the Thematic Education Campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,” the Study Campaign on Party History, the Thematic Education Campaign on Studying and Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Education Campaign on Party Discipline, and the In-depth Study and Implementation Campaign on the Spirit of the Central Committee’s Eight-Point Regulation. By conducting concentrated, Party-wide study and education initiatives, the Party has continuously improved its work style, providing solid institutional and regulatory safeguards for style-building. As a result, both Party conduct, social atmosphere, and public ethos have markedly improved, creating a sound and upright political environment that ensures the Party remains vibrant and dynamic, enabling it always to serve as the strong leadership core of the cause of socialism with Chinese characteristics and propelling China’s modernization toward steady and long-term progress.

The implementation of the Central Committee’s Eight-Point Regulation has profoundly transformed China and influenced the world.

With the implementation of the Central Committee’s Eight-Point Regulation, the entire effort to strengthen work style has come alive. The Central Committee’s Eight-Point Regulation is a long-term, ironclad rule and an unyielding standard. Over the past decade and more, the Party Central Committee—with Comrade Xi Jinping at its core—has relentlessly and continuously pressed ahead with the thorough implementation of the spirit of the Eight-Point Regulation, addressing fundamentally the crucial questions of what to focus on and how to carry out work-style building in the new context. It has put an end to many unhealthy tendencies that were once thought impossible to curb, eliminated some chronic and deeply entrenched problems that had long resisted eradication, and resolved numerous pressing issues strongly reported by the public. As a result, Party conduct, government conduct, and social ethos have been completely revitalized, driving an overall enhancement in the level of Party governance and administration, profoundly transforming China and exerting influence on the world.

Purify the political ecosystem within the Party. The political ecosystem serves as an important yardstick for assessing whether our efforts to govern and administer the Party are effective. Since the 18th National Congress of the Party, the Party Central Committee—with Comrade Xi Jinping at its core—has squarely confronted the problems and shortcomings within the Party. It kicked off its reform by formulating and implementing the Central Committee’s Eight-Point Regulation, consistently upholding comprehensive and strict governance of the Party, relentlessly addressing misconduct, enforcing discipline, and combating corruption, thus striving to create a political ecosystem characterized by integrity, honesty, and tranquility. We have persistently used Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to solidify our ideological foundation, enhancing the Party spirit, political awareness, and ideological horizons of Party members and cadres. We have guided广大 Party members and cadres to engage in introspection and self-reflection at the ideological level, conduct rigorous self-examination and comparison on the political front, and identify and rectify problematic behaviors. By effectively addressing the “master switch” of thought, we have injected powerful spiritual impetus into the effort to change and improve work styles, fortified the ideological defense line for observing discipline and upholding rules, cultivated a positive and healthy intra-Party political culture, and continuously purified the Party’s political ecosystem.

Tackle the “Four Winds” problem. The “Four Winds”—formalism, bureaucratism, hedonism, and extravagance—run counter to the nature and purpose of our Party. We must adopt a tenacious, persistent approach, like driving nails home, to rectify these “Four Winds.” General Secretary Xi Jinping emphasized, “We must always maintain zero tolerance, treat the Central Committee’s Eight-Point Regulations as an iron rule and an unshakable standard, and severely investigate and punish those who violate discipline in defiance of these regulations or engage in hidden, disguised forms of the ‘Four Winds’ misconduct.” Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has focused on the “Four Winds” issues that have drawn strong public complaints. Adhering to a problem-oriented and targeted approach, we have tackled whatever problems exist and concentrated our efforts on addressing those that are most prominent. We have used the spirit of reform and stringent standards to rectify the “Four Winds.” We have also upheld the principle of simultaneously dismantling the old and establishing the new, correcting wrongs and promoting good practices—using firm and decisive measures to combat the “Four Winds” and suppress unhealthy tendencies, while patiently guiding and encouraging the promotion of upright conduct and the establishment of a new ethos. By vigorously carrying forward the Party’s fine traditions and work styles, we have made new progress and achieved new results in strengthening Party conduct in the new era.

Strengthen the close ties between the Party and the masses, as well as between Party officials and the masses. These close ties are the very foundation upon which our Party has secured its invincibility. Since the 18th National Congress of the Party, the Party Central Committee—with Comrade Xi Jinping at its core—has upheld the Marxist viewpoint on the masses, implemented the Party’s mass line, and rigorously enforced the spirit of the Party’s Eight-Point Regulation. It has emphasized “improving investigation and research,” called for “learning from the masses and learning from practice,” promoted the fine tradition of “going down to the grassroots,” addressed the people’s concerns, warmed their hearts, and earnestly done practical and beneficial things for the masses. Leading social and public ethos toward the better. The issue of Party conduct is closely linked to the survival and demise of the ruling party, and it also influences the direction of social and public ethos. A sound Party conduct serves as both the driving force and the prerequisite for uplifting and cultivating positive social and public ethos. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has demonstrated the tenacity of “sharpening a sword for ten years,” persistently and relentlessly addressing the “Four Winds” problems with the spirit of driving nails home, thus fostering a new atmosphere of integrity and upright conduct in the new era. Leading cadres have set exemplary standards by leading by example and setting an upward trajectory from the top down, fully leveraging the pivotal role of the “key few” to inspire the entire Party to transform attitudes and behaviors, turning good practices into widespread norms. This has effectively guided social and public ethos toward the better, united hearts and minds, and created a favorable environment for getting things done and starting ventures. Together, we are working in unison to write a brand-new chapter for the new era.

The Party’s efforts to strengthen its work style are an ongoing journey that must be pursued consistently, meticulously, and over the long term.

The building of work style is an enduring task in Party building. There is no end to the work on Party style—only a continuous process of progress. By courageously engaging in self-revolution and daring to confront problems head-on, this regulation has ushered in a brand-new chapter of comprehensively strict Party governance, significantly bolstering the Party’s work style and ensuring that the Party remains vibrant and dynamic, ever serving as the strong leadership core of the cause of socialism with Chinese characteristics.

To strengthen conduct building, we must make it a regular practice—constantly address it and turn it into a normalized routine. General Secretary Xi Jinping emphasized, “The key to conduct building lies in consistency; we must consistently focus on it” and “until it truly becomes a shared norm and custom.” Party organizations at all levels must treat conduct building as a long-term task, persistently and tirelessly pursuing it until it becomes an ingrained part of daily life. It must always be integrated into routine work, with regular study, planning, and assessment. Conduct building should be incorporated into the “Three Meetings and One Class” system, establishing a normalized institutional framework. We must also set up and improve oversight and inspection mechanisms to create a strong deterrent effect. By constantly learning and staying updated, we can solidify our ideological defenses and consciously resist all forms of unhealthy tendencies and corrupt practices.

To strengthen conduct building, we must pay close attention to details—attentively and meticulously ensuring that every detail is thoroughly implemented. General Secretary Xi Jinping emphasized, “The key to conduct building lies in focusing on the details; we must grasp each link with precision.” Party organizations at all levels must attach great importance to details, starting from the smallest particulars and addressing issues at their very root. We should cultivate good behavioral habits and foster a sound work style by being strict and meticulous in every small step. We need to adopt concrete measures tailored to actual conditions, clearly define division of labor and assign responsibilities to specific individuals, carry out quantitative assessments of conduct-building efforts, and ensure that detailed measures are effectively put into practice, thereby enhancing the targeted nature and effectiveness of conduct building. Party members and cadres must pay close attention to their every word and deed, observing even the smallest actions and recognizing subtle signs, thus demonstrating exemplary leadership and setting a positive image, thereby earning the trust and support of the people.

To ensure that style-of-work building is sustained over the long term, we must adopt a persistent, long-term approach and achieve lasting results. General Secretary Xi Jinping emphasized, “The key to style-of-work building lies in its enduring nature; we must keep at it repeatedly.” Style-of-work building cannot be accomplished overnight—it requires steadfast strategic resolve. We must fully recognize the long-term and arduous nature of this endeavor, remain clear-headed, and persistently carry forward style-of-work building with the spirit of driving nails home. We should uphold integrity while fostering innovation, address both symptoms and root causes, and use reform as a means to solidify the achievements made in style-of-work building, thus establishing a robust and effective institutional framework. While attaching great importance to inheriting and promoting the Party’s fine traditions, we must also keep pace with the times, explore and innovate new approaches and paths for style-of-work building, so as to adapt to new situations and meet new demands. With the tenacity and dedication of always being on the road, we must see each effort through to a successful conclusion, ensuring that our style-of-work building provides strong and reliable support for the great cause of building a strong country and achieving national rejuvenation.
