Volume V of "Xi Jinping: The Governance of China" vividly documents the historical journey since the 20th National Congress of the Party, during which General Secretary Xi Jinping has led the Party and the people in continuing to wage great struggles, build great projects, advance great undertakings, and realize great dreams. This volume comprehensively showcases General Secretary Xi Jinping’s commitment to “the two combinations,” his profound responses to questions posed by China, the world, the people, and the times, and his latest achievements in advancing the sinicization and modernization of Marxism. It provides an authoritative textbook for us to further study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. At the symposium marking the publication of Volume V of "Xi Jinping: The Governance of China," Comrade Cai Qi emphasized the need to deeply study and implement the book, and to consciously become firm believers and loyal practitioners of the Party’s innovative theories for the new era. The Central Publicity Department and the Central Organization Department have issued notices requiring all regions and departments to organize serious study sessions.

The organizational department is a crucial functional body responsible for Party governance and discipline. It plays an important role in enforcing strict Party governance across the board and promoting the Party’s self-revolution. We must regard taking the lead in deeply studying, thoroughly understanding, and earnestly putting into practice Volume V of “Xi Jinping: The Governance of China” as a major political task. This principle runs through all eighteen thematic sections of the book, emphasizing the resolute safeguarding of the authority and centralized, unified leadership of the Party Central Committee and ensuring that Party leadership is implemented in every field, aspect, and link of the Party and state endeavors. The organizational departments must bear in mind that strengthening the Party’s organizational development fundamentally aims at upholding and enhancing the Party’s overall leadership, thereby providing a robust guarantee for advancing the cause of socialism with Chinese characteristics. We must further refine the mechanisms for implementing the major decisions and deployments of the Party Central Committee and the important instructions and directives of General Secretary Xi Jinping, strictly enforce systems such as democratic centralism, the Party’s organizational life system, and the system of reporting and seeking instructions, and strengthen Party building within central and state organs, local Party committees, and grassroots Party organizations, ensuring smooth communication and strict compliance with Party directives from the Central Committee. We must uphold and improve the leadership system and organizational management system for Party building, promoting comprehensive progress and enhanced strength across Party organizations at all levels and in all fields. We should intensify education on political loyalty and Party spirit, thoroughly carry out rigorous assessments of cadres’ political qualities, strengthen political supervision and inspection, and guide Party organizations at all levels and the vast number of Party members and cadres to firmly uphold the “Two Establishments” and resolutely practice the “Two Safeguards,” ensuring that the entire Party maintains a high degree of consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in terms of political stance, political direction, political principles, and political path.

Volume V of "Xi Jinping: The Governance of China" is the latest edition published after embarking on a new journey toward fully building a modern socialist country. The 91 articles included in this volume clearly outline a series of major strategic plans and deployments, covering such areas as further deepening reform in a comprehensive manner, developing new-quality productive forces tailored to local conditions, vigorously promoting whole-process people’s democracy, building a rule-of-law China at a higher level, fostering socialist culture with Chinese characteristics for a new era, comprehensively advancing the construction of a beautiful China, and opening up a new chapter in China’s distinctive major-country diplomacy. These contents provide a scientific guide for fully promoting the great cause of national rejuvenation and building a strong country through Chinese-style modernization. Organizational work is the guarantee for implementing the Party’s guiding principles and the tool for realizing those principles. The organizational departments must always keep in mind “the big picture of the nation” and the Party’s overarching plans, closely focus on advancing the development of the Party and the state, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify hearts and minds, and ensure that the Party’s innovative theories are deeply understood, firmly believed, and effectively put into practice. Volume Five, starting from the new situation and tasks, focuses on deepening the great new project of Party building in the new era. Throughout the book, especially in the eighteenth thematic section, it puts forward and profoundly elaborates on major issues such as addressing the unique challenges faced by a large party, perfecting the comprehensive system for strict Party governance, advancing the Party’s self-revolution with greater determination, and making vigorous efforts to eliminate the roots and conditions that give rise to corruption. It also provides profound insights into why the Party must undertake self-revolution, why it is capable of doing so, and how to advance it further, proposing the practical requirement of “nine ‘with’ principles” for deepening the self-revolution.
