I. Symposium and Exchange: Building Consensus and Jointly Pursuing Development

The joint Party-building activity kicked off with a special symposium. The meeting was chaired by Comrade Lin Lin, secretary of the Fourth Party Branch of Liaoning Tongfang Law Firm. The symposium began with a speech by Comrade Cao Yuanjun, Secretary of the Party Committee of Liaoning Tongfang Law Firm. In his address, Secretary Cao provided a comprehensive overview of Liaoning Tongfang Law Firm, covering its basic information, legal team, business development, honors and achievements, Party building and social responsibility, as well as the firm’s strategies for branding and internationalization. Through this thorough and engaging presentation, participants gained a deeper understanding of Tongfang Law Firm, which will greatly facilitate further exchanges and collaborative development between the two Party committees in terms of Party building and business operations. Next, Comrade Li Shuwang, Deputy Secretary of the Party Committee of the Administrative Enforcement Corps for Ocean and Fisheries of Liaoning Province, was solemnly invited to deliver a speech. He expressed gratitude for being invited by the Administrative Enforcement Corps for Ocean and Fisheries of Liaoning Province to participate in this joint Party-building event, and introduced to the Party members from both sides the establishment and Party-building efforts of the Corps. Subsequently, Attorney Lin Lin, Secretary of the Fourth Party Branch of Liaoning Tongfang Law Firm and legal counsel for the Administrative Enforcement Corps for Ocean and Fisheries of Liaoning Province, reported on the work of the Corps’ legal counsel. Mr. Cui Yafu, Deputy Director of the Regulations Division of the Enforcement Corps, offered an assessment of the legal counsel’s work and put forward suggestions for future tasks. Both sides then engaged in a lively discussion centered on the practical application of laws such as the Administrative Penalty Law of the People’s Republic of China and the Fisheries Law of the People’s Republic of China, and delved into practical issues including contract jurisdiction and authorization and delegation.

II. Visits and Study Tours: Experience the culture of the rule of law and deepen mutual trust and cooperation.

After the symposium, a group of Party member representatives from the Liaoning Provincial Marine and Fisheries Administrative Enforcement Corps paid a field visit to the Party-building cultural corridor, Party-building office, and reception room of Liaoning Tongfang Law Firm. Through the detailed explanations provided by the Party Secretary and Deputy Secretary of the law firm, the enforcement officers gained a deeper understanding of the professional procedures involved in legal services as well as the firm’s distinctive brand-building experience centered on “Party building + public welfare,” laying a solid foundation of trust for future cooperation between the two sides.

III. Business Training: Driven by a dual approach of “theory + practice,” we will solidify the professional foundation of law enforcement personnel in performing their duties in accordance with the law.

The Party Committee’s joint-building activities specially include business training sessions. Senior administrative lawyer Lin Lin from the law firm delivered a specialized lecture on “Fair Competition Review and Contract Risk Prevention in Government Procurement” for the corps. This not only precisely implements the requirements for building a government based on the rule of law, but also represents an important step in enhancing the professionalism of the law enforcement team. The course content focuses on the core aspects of fair competition review and legal risk prevention in the field of government procurement. By analyzing typical cases and interpreting relevant policies and regulations, it strengthens law enforcement officers’ rule-of-law thinking and their ability to anticipate risks when reviewing contracts, standardizing procedural practices, and safeguarding market order. This provides practical guidance for regulating government procurement activities in the marine and fisheries sectors, preventing legal disputes, and protecting the legitimate rights and interests of market entities. It further highlights the practical significance of integrating “Party building + rule of law” in optimizing the business environment and ensuring fair law enforcement.

This collaborative initiative achieved three major outcomes through “joint theoretical study, shared platforms, and joint problem-solving”:

1. Building a Solid Foundation of Ideology: Deepened Party members’ political identification with and conscious commitment to Xi Jinping’s Thought on the Rule of Law.

2. Enhancing Business Quality: Promote a precise alignment between legal expertise and the practical needs of law enforcement, thereby improving the standardization of law enforcement procedures.

3. Mechanism Innovation: Establish a long-term mechanism of “Party building joint construction + business collaboration” to provide sustainable support for the modernization of marine fisheries governance.
