On September 1, 2023, the Fifth Session of the Standing Committee of the 14th National People's Congress adopted the newly revised Administrative Reconsideration Law by vote. The law will take effect on January 1, 2024. The newly revised Administrative Reconsideration Law actively addresses public concerns, clarifies the principles, duties, and safeguards for administrative reconsideration, improves regulations on the scope of administrative reconsideration, introduces measures to make it more convenient for applicants to file requests for administrative reconsideration, strengthens the capacity of administrative reconsideration to absorb and resolve administrative disputes, refines procedures for accepting and hearing administrative reconsideration cases, and enhances the supervisory role of administrative reconsideration over administrative law enforcement.

To intensify the study and publicity of the newly revised Administrative Reconsideration Law and to ensure its effective implementation, the Justice Bureau of Heping District, Shenyang City, held a special lecture on the Administrative Reconsideration Law on the afternoon of December 15. Attorney Fu Zanru, partner at Tongfang Law Firm and a member of the legal advisory team for the Heping District Government as well as a member of the Heping District Administrative Reconsideration Advisory Committee, participated in this special lecture. He provided an interpretation of the key revisions and highlights of the newly revised Administrative Reconsideration Law and engaged in lively exchanges and discussions with staff members from the Heping District Justice Bureau.

The interactive atmosphere at the event was exceptionally lively.
