On December 19, 2024, Attorney Yang Xingquan, Director of Liaoning Tongfang Law Firm, and Attorney Zhang Xinhui, Senior Partner, both serving as deputies to the Liaoning Provincial People's Congress and members of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, were invited by the Liaoning Provincial Higher People's Court to attend the 2024 Annual Assessment Meeting for the Brand Building of Liaoning Courts.
In accordance with the work requirements of the provincial court, this meeting has invited leaders from the Provincial People’s Congress and various political and legal agencies directly under the provincial government, as well as professionals in related fields and some members of the Provincial People’s Congress and the Chinese People’s Political Consultative Conference, to attend. During the meeting, we will report on the progress of our initiatives, highlight successful practices and experiences, and listen to external suggestions—all aimed at better leveraging our judicial brand to drive and enhance the overall quality of trial work and propel our judicial efforts toward the national forefront.
At the acceptance and evaluation meeting, the judges conducted a comprehensive assessment of the development status of five judicial brands: the "Strong Foundation Project" brand, the integrated "Review-Teaching-Research" mechanism brand, the litigation service brand "As If I Were Suing—Liaoning Legal Window," the conflict prevention and resolution initiative branded "Liaoning Legal Maple Scenery: Harmony and Peace," and the "High-Quality Court Hearings" brand. In the end, all five judicial brands unanimously passed the acceptance and evaluation.
At the meeting, Chen Lin, Party Secretary and President of the Anshan Intermediate People's Court, recommended the Anshan Courts’ “High-Quality Trial” brand. He stated that the success of building this brand lies in resolving cases at the earliest possible stage, thereby maximizing the reduction of disputes. The original intention behind promoting high-quality trials over the past two-plus years has been to increase the first-instance mediation rate, the rate of parties accepting judgments and ceasing litigation, and the rate of voluntary compliance with court decisions. The Anshan Courts are now exploring a new approach to trial proceedings that is well-suited to China’s national conditions and consistent with the principles of judicial practice.
Lawyer Zhang Xinhui, a member of the Provincial Committee of the Chinese People's Political Consultative Conference, offered comments and exchanged views on this brand. He emphasized that the Anshan Court’s “high-quality courtroom proceedings” brand represents not only a transformation in new courtroom technologies but also a shift in judicial philosophy, enabling trial quality and efficiency—as well as judicial credibility—to be demonstrated in a more efficient and comprehensive manner. This brand holds significant value for reference and promotion.
