On January 14, 2025, the Fourth Session of the 17th People's Congress of Shenyang City successfully concluded all its agenda items and was solemnly closed at the Liaoning Provincial People's Hall. At the meeting, Attorney Cao Yuanjun actively offered constructive suggestions and proposals, including “Suggestions on Strengthening the Quality and Efficiency of Administrative Review Work in Our City” and “Suggestions on Adhering to Rule-of-Law Thinking to Promote Government Acquisition of Existing Properties and Support Residents’ Housing Renovation through ‘Old-for-New’ Programs.”

These recommendations are grounded in Shenyang’s actual conditions and take into account the overall picture of rule-of-law development and social progress. Attorney Cao Yuanjun stated that deputies to the People’s Congress bear the heavy trust of the people and will continue to conscientiously perform the various powers and duties conferred upon them by the Constitution and laws, faithfully discharge their duties as representatives in accordance with the law, and fully leverage their roles as participants in decision-making, supervisors promoting progress, bridges connecting different groups, and role models leading the way. In doing so, they will contribute their legal expertise to driving Shenyang toward higher-quality development within the framework of the rule of law and to achieving a decisive victory in the three-year action plan for comprehensive revitalization and new breakthroughs.
