Party Committee and Business Development Committee

Personnel and Complaint Handling Work

Attorney Han Ying presented a report on the 2024 personnel and complaint-handling work. She primarily highlighted the current staffing situation and personnel changes, the recruitment process, and coordination with the law firm’s renovation efforts. She also explained the arrangements, procedures, and progress of complaint handling, emphasizing that Tongfang Law Firm had not received any administrative penalties or disciplinary actions in 2024. Finally, she proposed implementation measures to strengthen professional ethics and practice discipline.

Youth Lawyers Development Committee, Public Interest and Social Responsibility Committee

Attorney Zhao Jing presented a report on the work of the Tongfang Young Lawyers Development Committee and the Public Welfare and Social Responsibility Committee for the year 2024. Attorney Zhao Jing highlighted the progress made in activities such as the Tongfang Young Lawyers Training Camp, the Liaoning Lawyers Games, the 25th Anniversary Conference, grassroots legal advisory services, and public legal education lectures.

Quality Management and Risk Control Committee

Attorney Wang Sicong delivered a report on the work of the Quality Management and Risk Control Committee. He highlighted the implementation of the special campaign to rectify conduct and enforce discipline, the handling of key cases within the firm, the drafting and adoption of the firm’s “Archival Management System,” and various risk-control measures. He also elaborated on the importance of risk prevention and quality management for the law firm.

Management Committee Work Summary Report

Lawyer Yang Xingquan, Chairman of the Partners’ Meeting, shared his reflections and insights on Tongfang’s 25-year journey. He reviewed Tongfang’s remarkable development over the past quarter-century—from a small law firm with just over ten members to today’s leading comprehensive law firm in Northeast China. Throughout its challenging and winding path, Tongfang has consistently striven relentlessly, upheld a spirit of pioneering innovation, and continuously aimed for excellence. Summarizing the lessons learned from Tongfang’s 25-year development, he proposed that Tongfang’s future growth strategy should focus on realizing the ambitious vision of becoming the “Huawei of the legal profession.” He emphasized that the defining characteristics of Tongfang’s people should be broad-mindedness, tight-knit unity, strong capabilities, high moral integrity, and great courage.

Finally, Attorney Li Haiyi systematically elaborated on the strategic significance of assessment and supervision work, emphasizing that we must take a holistic view of the firm’s development, formulate scientifically rigorous implementation plans, refine working procedures and operational standards, and establish and improve a long-term assessment mechanism. He specifically pointed out that under the leadership of Attorney Yang Xingquan, this term’s Management Committee has fully demonstrated outstanding competence and a strong sense of responsibility, and has witnessed the members of the Committee dedicating themselves wholeheartedly to Tongfang. Attorney Cao Yuanjun began by extending his gratitude to Tongfang—for providing the platform, and for the steadfast support of the Tongfang family through thick and thin. He stated that serving as head of the law firm requires courage, responsibility, and a sense of commitment. He earnestly requested the Tongfang family to join him in exercising joint oversight and assured them that together with the Tongfang family, they would steadily bring to fruition the blueprint for Tongfang’s development over the next 20 years.

Focusing on new coordinates for regional rule-of-law development, lawyer Cao Yuanjun provides an in-depth analysis of the development opportunities brought about by Shenyang’s strategic position as an international hub city in Northeast Asia. He systematically outlines the implementation path for brand-building, based on thorough research into a rule-of-law-based business environment, and proposes the construction of a three-dimensional service network covering the entire Northeast Asian region. By strengthening professionalization, enhancing brand penetration, scaling up service capacity through strategic deployment, and adopting an international perspective to deepen strategic depth, we can ultimately achieve synchronized resonance between the soft power of the rule of law and the hard power of urban openness.

Regarding how to build a harmonious and well-organized partnership team, lawyer Cao Yuanjun succinctly summarized the key principles: Maintain a pure and innocent heart while remaining professionally rational; bravely take the lead as pioneers in the industry rather than clinging stubbornly to isolated, closed-off positions; unite with unwavering solidarity, like gold forged together, and tackle mistakes with the same determination as striking stone. He stated that in the future, under everyone’s supervision, we will jointly build, govern, and share a beautiful and happy Tongfang.

Chairman’s Remarks at the Partners’ Meeting

Attorney Yang Xingquan’s voice trembled slightly, yet every word he spoke was firm and resolute. He said that at this moment, his heart was filled with excitement. The succession within a large law firm is no easy feat, and this challenge has always tested firms of considerable size. Today, Tongfang has successfully and smoothly completed the handover and transition of leadership and key management positions, laying a solid foundation for even better and sustained development in the future—and fulfilling its most important responsibility, mission, and long-held aspiration!

Lawyer Yang Xingquan looked back on his 13-year tenure as director of Tongfang Law Firm with a mix of emotions. Being the director of a law firm is not about wearing a halo; rather, it entails enduring much hardship and toil. As the director, one is not only the architect of the firm’s strategic vision but also the one who shoulders the heavy burden and moves forward with determination. The understanding and trust of every partner serve as the strongest driving force propelling him forward.

He pointed out that Tongfang has achieved remarkable accomplishments yet has also gone through many hardships and twists and turns. Only by summarizing and learning from past experiences can we move forward better and farther in the future. Now, Tongfang has entered a new era and a new stage—the third-generation management team. In the future, Tongfang should pursue development that balances both internal and external strengths. We must provide our partners with greater security and happiness, ensure the continuous passing on of our legacy, uphold the rule of law for enduring sustainability, and make everyone contribute to Tongfang while Tongfang, in turn, contributes to everyone!

Statement by the Chair of the Evaluation Committee

Attorney Li Haiyi first extended his heartfelt congratulations to the four attorneys on their high-vote election. He stated that today marks a milestone—Tongfang has now appointed new leaders. At the same time, he expressed gratitude for Attorney Yang Xingquan’s tremendous contributions to Tongfang and for the strong support provided by all our partners. He believes that under the leadership of the Management Committee, Tongfang will surely achieve even greater development.
