Tongfang Dynamics | Twenty-One Regional Law Firms Explore a Joint Overseas Expansion Action Plan

General Secretary Xi Jinping emphasized: “Strengthening the rule of law in foreign-related affairs is not only a long-term imperative for fully advancing China’s modernization and building a strong country and realizing the great rejuvenation of the Chinese nation, but also an urgent task for promoting high-level opening-up and responding to external risks and challenges.” The Third Plenary Session of the 20th Central Committee of the Party proposed: “Improve the systems for international commercial arbitration and mediation, and foster world-class arbitration institutions and law firms.”

On June 15, 2025, 21 law firms—including Beijing Maiwei, Shaanxi Yongjiaxin, Shandong Zhongcheng Qingtai, Henan Wenfeng, Urumqi Huashang, Jiangsu Fadetongheng, Tianjin Sifang Junhui, Shanxi Zhonglv, Shanghai Haotian, Liaoning Tongfang, Jiangxi Yuzhang, Hunan Tiandi Ren, Hubei Dewei Jushang, Zhejiang Zhiren, Sichuan Henghexin, Guangzhou Deheheng, Hainan Changyu, Ningxia Ningren, Guangxi Wanyi, Chongqing Kunyuan Hengtai, and Fujian Xufeng—held an in-depth seminar in Tai'an, Shandong, focusing on a joint action plan for going global together. The aim is to jointly establish a cooperative mechanism for regional Chinese law firms to innovate and expand overseas, guided by the core principles of “shared ecosystem and collaborative operations,” with the goal of “going global together and embracing AI together.” By integrating various resources from regional law firms across the country, these firms will build an innovative “resources + services + talent” triad model, collectively overcoming bottlenecks in providing legal services for regional lawyers seeking to go abroad. Through sharing brands, talent, products, case sources, and branch offices, they will strengthen comprehensive, sustained, and in-depth cooperation, delivering higher-quality, more efficient, and more effective services to Chinese enterprises expanding overseas.
