Special Training: Analysis of the Risk of Losing Administrative Penalty Litigation in Ecological and Environmental Cases Strengthen the “firewall” for law-based administration. This training closely focuses on the pain points in law enforcement practice and tackles the challenges of losing lawsuits from multiple angles.

This training session starts with environmental and resource cases concluded in recent years by courts at all levels within Liaoning Province, analyzes the current situation of administrative litigation involving environmental and ecological penalties, and summarizes from multiple perspectives the reasons for losing lawsuits in the field of administrative enforcement related to ecological and environmental matters.
The training first conducts a typological analysis of typical cases in which administrative agencies have lost lawsuits, thereby highlighting the key risk areas in law enforcement practice. Second, it further elaborates on the multifaceted impacts of losing a lawsuit: not only does it render administrative actions invalid and increase enforcement costs, but it also undermines the government’s credibility and complicates subsequent regulatory efforts. Finally, by identifying specific risk factors present in key regulatory areas, the training systematically proposes countermeasures and recommendations aimed at reducing the risk of losing lawsuits and enhancing the quality of law enforcement, thus achieving a balanced approach that emphasizes both “precision in enforcement” and “risk prevention and control.”
This training directly addresses the key pain points in law enforcement practice, helping to deepen the participating law enforcement officers’ understanding of the principle of administering affairs according to law and strengthening their comprehensive capabilities—particularly their awareness and ability—to identify risks and hidden dangers using rule-of-law thinking and to perform their duties in a standardized manner. This will enable the ecological and environmental law enforcement team in Fuxin City to strictly control the enforcement procedures and steadily improve the quality of case handling in future ecological and environmental law enforcement activities, thereby providing a solid legal guarantee for ecological and environmental law enforcement in Fuxin City.
