The Communist Party of China was initially established as a proletarian political party according to Lenin’s theory of Party building. The Party’s First National Congress laid down preliminary provisions for the Party’s organizational structure, calling for the establishment of a unified organizational framework throughout the entire Party. The Second National Congress, in its Party Constitution, first introduced the concept of an “organizational system” and devoted an entire chapter to “organization.” The amendment to the Fifth National Congress’ Party Constitution incorporated the principle of democratic centralism into the Party Constitution, specifying in detail the establishment and interrelationships among Party organs at all levels. It also divided the Party’s organizational system into five hierarchical levels: the central organs, provincial organizations, municipal and county organizations, district organizations, and Party branches. The Sixth National Congress’ Party Constitution was the first to dedicate an independent chapter specifically to the “Party’s organizational system.” The Seventh National Congress’ Party Constitution established a new framework for the construction of the Party’s organizational system, laying a solid foundation for its further development. To thoroughly implement the spirit of the 20th National Congress and comprehensively build a modern socialist country and advance the great rejuvenation of the Chinese nation, the key lies in the Party itself. General Secretary Xi Jinping pointed out that the strength of the Party stems from its organizations; the Party’s overall leadership and all its work must be realized through a strong organizational system. To this end, we must optimize the Party’s organizational setup so that wherever there are workers and masses, there will be Party members; wherever there are Party members, there will be Party organizations; and wherever there are Party organizations, there will be well-functioning organizational life. We must achieve full coverage of Party leadership over all kinds of institutions, various organizations, and all undertakings, ensuring that the Party exercises comprehensive leadership over the entire process of reform, development, stability, domestic affairs, foreign affairs, national defense, Party governance, state governance, and military governance. We must coordinate and effectively manage the “first kilometer”—the central and state organs—the “middle segment”—local Party committees—and the “last kilometer”—grassroots Party organizations—so as to encourage Party organizations at all levels to fulfill the duties assigned to them by the Party Constitution, ensure the thorough implementation of Party policies and decisions made by the Party Central Committee, and effectively rally and unite the broad masses of the people.

To uphold a robust Party organizational system, we must firmly establish a clear orientation toward strengthening grassroots-level work. The Party’s grassroots organizations are the nerve endings of the Party’s organizational structure, serving as strong and resilient bastions that propagate the Party’s principles, implement its decisions, lead grassroots governance, unite and mobilize the masses, and drive reform and development. In practice, some Party-building efforts currently suffer from the problem of “high enthusiasm at the top, moderate at the middle, and tepid at the bottom.” We must, in accordance with the relevant directives and requirements of the Central Committee, further intensify our efforts in grassroots Party building. We need to continue deepening the reform of township (subdistrict) management systems, shifting the focus of work downward, channeling resources to the grassroots level, and tilting support toward the grassroots, thereby creating better conditions for grassroots Party organizations to carry out their work and serve the people. We must persistently strengthen and rectify weak and disorganized grassroots Party organizations, stepping up efforts in Party building in areas that remain underdeveloped. We should launch intensive, targeted campaigns to bolster Party building among new economic entities, new social organizations, and new employment groups, with particular emphasis on strengthening Party work within internet-platform enterprises and express-delivery companies, ensuring that all Party organizations that should be established are indeed established. We must also enhance innovation in our work by focusing on strengthening and improving education for grassroots Party members and cadres, making good use of information technology tools, and innovating platforms for Party-building activities—thus effectively enhancing the leadership, appeal, and combat effectiveness of Party organizations and ensuring that the political and organizational functions of grassroots Party organizations are fully realized.
