Addressing both symptoms and root causes has always been a consistent requirement for our Party in governing and administering the Party. Upholding the integrated promotion of the “three no’s”—“not daring to be corrupt,” “not being able to be corrupt,” and “not wanting to be corrupt”—means ensuring that Party members and cadres, out of reverence, “dare not” engage in corruption; through institutional mechanisms, they “cannot” commit corrupt acts; and driven by heightened awareness and moral integrity, they “do not want” to do so. At the Second Plenary Session of the 18th Central Commission for Discipline Inspection, General Secretary Xi Jinping put forward the requirement for establishing a systemic framework of the “three no’s”: “We must cage power within the confines of institutions, creating a disciplinary mechanism that deters corruption, a preventive mechanism that makes corruption impossible, and a safeguard mechanism that makes corruption unlikely.” Since then, he has further thoughtfully planned and designed from a top-level perspective effective measures and long-term strategies for the integrated promotion of the “three no’s,” thus driving the fight against corruption, strict discipline, and anti-corruption efforts to greater depths. We must always adhere to seeking truth from facts, ensure compliance with rules, discipline, and law, and strive for firmness, prudence, and precision in our anti-corruption efforts. We must view corruption issues from a political perspective, dare to fight, and dare to win. We must continue to closely monitor the “seven types of problems,” regard the severe punishment of corruption involving collusion between government officials and business interests as a key priority, resolutely crack down on capital-driven profit-seeking activities that rely on official power, and firmly prevent various interest groups and powerful factions from infiltrating the political sphere. We must deepen efforts to address corruption in areas where power is concentrated, funds are abundant, and resources are rich—such as finance, state-owned enterprises, energy, pharmaceuticals, and infrastructure projects—and eliminate potential risks and hidden dangers. We must rigorously tackle corruption and misconduct occurring at the grassroots level, earning the trust and support of the people through solid achievements in rectifying conduct, enforcing discipline, and combating corruption.
Highlight the coordinated efforts of strengthening Party building through ideological education and governing the Party through institutional means, as well as the organic integration of intra-Party supervision and public oversight. Adhere to the principles of addressing both symptoms and root causes and adopting a systematic approach; uphold the guiding principle of "punishing past mistakes to prevent future ones and treating illness to save people," and implement the "four forms" of disciplinary supervision and enforcement. Grasp the relationship between new cases and existing ones, more effectively curbing new cases and more efficiently eliminating existing ones. Properly balance punishment and prevention, addressing immediate symptoms and tackling root causes, as well as balancing phased efforts with sustained, continuous action, thereby forging a supervisory synergy that is vertically integrated, horizontally coordinated, and internally and externally linked. Closely monitor new trends in the fight against corruption, fully leveraging the distinctive advantages of comprehensively and strictly governing the Party—combining drastic measures to eradicate deep-seated ills and severe punishments to restore order with cultivating inner integrity and nurturing cultural values; both consolidating the foundation for addressing root causes and making effective use of tools for addressing immediate symptoms, making great efforts to eliminate the soil and conditions conducive to corruption, and resolutely winning the tough and protracted battle against corruption.

To win the tough and protracted battle against corruption, we must always adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, thoroughly study and implement General Secretary Xi Jinping’s important ideas on the Party’s self-revolution, maintain a clear understanding of new developments and trends in the fight against corruption, and gain a keen awareness of the underlying conditions and factors that give rise to corrupt practices. With the perseverance and determination to keep moving forward indefinitely, we must deepen our efforts to uphold and improve the institutional mechanisms for promoting the integrated approach of “not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt.”

We must improve and refine our institutional mechanisms, and uphold the strict tone, stringent measures, and rigorous atmosphere over the long term. We need to deepen our understanding of the underlying patterns in the fight against corruption, integrating the requirement of “comprehensive and stringent governance” into every stage of cadre education, utilization, management, and supervision, as well as throughout the entire process of power operation and accountability implementation. First, we must continue to intensify efforts to deter corruption by maintaining zero tolerance and sustaining high-pressure punishment, while enhancing our capacity to promptly detect and address corrupt practices. We should closely monitor key issues, critical sectors, specific target groups, new forms of corruption, and hidden corruption, more effectively curbing the growth of corruption and more efficiently eliminating existing corrupt practices. Second, we must deepen and expand efforts to make corruption impossible by strengthening reform of oversight mechanisms and institutional development in key areas, and improving the working mechanism for jointly investigating and addressing both corruption and misconduct—both “investigating corruption through misconduct” and “correcting misconduct through investigation of corruption.” Grounded in the goal of perfecting the comprehensive system of strict Party governance, we should promote the improvement of the intra-Party oversight system, the grassroots oversight system, and mechanisms for integrated and coordinated oversight across various channels. We must also continuously advance national legislation on anti-corruption efforts, update the Supervision Law in line with changing times, and constantly improve the institutional environment for effective operation. Third, we must consolidate and enhance efforts to make corruption unthinkable by placing greater emphasis on addressing root causes, strengthening fundamentals, and simultaneously correcting and cultivating positive values. Taking the study and implementation of the newly revised Regulations on Disciplinary Actions as an opportunity, we should carry out a concentrated campaign of disciplinary education throughout the Party. We should promote the great spirit of Party building, strengthen the construction of a culture of integrity for the new era, foster a social atmosphere that honors integrity and shames corruption, and ensure that improvements in work style become regular and long-term.
Move the control关口 forward to ensure that the “three no-corruption” measures are comprehensively and synchronously enforced in the same direction. Upholding the integrated promotion of the “three no-corruption” measures is not only a political and disciplinary requirement but also a Party spirit imperative for members of the Communist Party of China. First, we must combine strict management with genuine care, and give equal weight to both incentives and constraints. We should establish a regular working mechanism for cultivating, selecting, rigorously educating, managing, and supervising young cadres. Adhering to the principle of “distinguishing three aspects,” we need to refine the cadre assessment and evaluation system, the tolerance-and-correction mechanism, and the education-and-guidance mechanism, so as to encourage Party members and cadres to dare to take responsibility and act boldly, thereby fostering a vibrant atmosphere and dynamic situation conducive to embarking on a new journey and making outstanding contributions in the new era. Second, we must carry forward the spirit of struggle, strictly enforce political discipline and rules, and integrate stringent requirements into every stage of Party rule-making, Party discipline education, and disciplinary supervision. We must maintain an overwhelming deterrent force against corruption in political, ideological, organizational, and institutional terms, effectively addressing the increasingly sophisticated, hidden, and ever-evolving methods employed by corrupt elements. Third, we must conduct thorough and meticulous ideological and political work, keeping in mind the country’s overarching interests, strengthening the foundation with ideals and convictions, arming the entire Party with the Party’s innovative theories, and using fine traditional Chinese culture to purify hearts and uphold moral integrity. By doing so, we can replenish the “calcium” of our spiritual strength, forge the “soul” of our ideology, and solidify our ideological and moral defenses. Fourth, we must always treat the Central Committee’s Eight-Point Regulations as an iron rule and an unshakable benchmark, and continuously and effectively deepen their implementation in a regular and long-term manner.
