General Secretary Xi Jinping At the opening of the 2024 Spring Semester Training Program for Middle- and Young-aged Cadres at the Central Party School (National Academy of Governance), important instructions were given, emphasizing that young cadres “must consciously serve as role models in demonstrating loyalty and honesty toward the Party, clearly uphold political principles, strive to enhance their political judgment, political comprehension, and political execution capabilities, strictly abide by the Party’s political discipline and rules, speak truthfully, act with integrity, and remain genuine individuals, always maintaining a high degree of alignment with the Party Central Committee.” This important statement not only fully embodies the most fundamental political qualities and ethical standards of communists but also provides a clear direction and fundamental guidance for the healthy growth of young cadres.
“Loyalty and honesty toward the Party, and consistency between words and deeds”—this is an obligation explicitly stipulated in the Party Constitution, and also the minimum requirement for a qualified Party member. Zhou Enlai once said, “The wisest people in the world are the most honest ones, because only the honest can withstand the test of facts and history.” The cause of the Party and the cause of the people are continuously forged through the loyal dedication of countless Party members. According to incomplete statistics, from 1921 to 1949 alone, the number of martyrs whose names are recorded in the revolutionary ranks led by our Party exceeded 3.7 million. In the fight against poverty in the new era, more than 1,800 Party members and cadres gave their lives on the journey to eradicate poverty. Throughout its journey, our Party has experienced countless hardships and trials; yet no difficulty has ever crushed us, and no enemy has ever defeated us—precisely because of the boundless loyalty that tens of millions of Party members have shown toward the cause of the Party and the people.
Loyalty and honesty toward the Party are not abstract but concrete; they are not conditional but unconditional, and must be embodied in loyalty to the Party’s beliefs, its organizational structure, and its cause. Loyalty does not arise spontaneously; rather, it requires both simple, heartfelt affection for the Party and rational, conscious commitment. Young cadres must study the Party’s history thoroughly, drawing wisdom from its glorious achievements, arduous journey, historical experiences, and fine traditions, and using the Party’s history to strengthen their loyal character. They should intensify theoretical study, master the essential skills, and transform the worldview, methodology, and underlying standpoints, viewpoints, and approaches of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into their own intellectual weapons, thereby solidifying their spiritual pillars and replenishing their spiritual calcium. Under any circumstances, they must remain steadfast in their political convictions, unwavering in their political stance, and true to their political direction. They should regard strengthening their Party spirit as a lifelong task, resolutely preventing any ideological lapses or deviations in behavior, always remaining politically clear-headed and honest, never being two-faced or hypocritical, and preserving the original aspirations and unaltered essence of communists. They must strictly abide by the Party’s political discipline and rules, subjecting every word and deed to the strict constraints of Party discipline and rules. They must always bear in mind that their primary identity is that of a Communist Party member and their primary duty is to work for the Party—remaining loyal to the organization at all times, standing in solidarity with the Party in thought, word, and deed, accepting the Central Committee’s requirements without reservation or compromise, consciously safeguarding the authority of the Party Central Committee, and maintaining the highest degree of ideological, political, and behavioral alignment with the Party Central Committee under all circumstances.
Loyalty and honesty toward the Party should not be confined merely to verbal declarations; the key is to translate them into concrete actions. Young cadres must demonstrate their loyalty and honesty toward the Party by earnestly implementing the decisions and deployments of the Party Central Committee, by effectively fulfilling their duties and doing their jobs well, and by embodying these principles in their daily words and deeds. They should bravely take on hardships, difficulties, heavy responsibilities, and risks, hone their skills to become versatile and effective professionals, acquire more “specialized abilities,” and ensure that they speak truthfully, act pragmatically, and pursue tangible results—thus truly demonstrating their loyalty to the Party through practical actions. When planning and advancing work, we must consciously regard benefiting the people as our greatest achievement. We should roll up our sleeves, go deep into the front lines, and devote our heart, soul, and energy to addressing the urgent, difficult, and pressing concerns of the masses, ensuring that our good deeds and practical matters truly resonate with the people’s hearts.
“Without loyalty and trustworthiness, one cannot establish oneself in this world.” As the driving force behind the development of the Party and the country, young cadres shoulder the historic responsibility of realizing the great rejuvenation of the Chinese nation. Only by constantly honing their political integrity and loyalty to the Party, adhering to the life principle of being honest people, speaking honestly, and doing honest work, and truly transforming their loyalty to the Party, their willingness to share the Party’s worries, their dedication to serving the Party, and their commitment to benefiting the people into concrete actions, can they live up to the responsibilities and missions entrusted to them by the Party and the people.
