The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics. The Party’s leadership is the fundamental guarantee for doing well in all undertakings of the Party and the state; it is the cornerstone of our country’s political stability, economic development, ethnic unity, and social stability—and absolutely must not be shaken in the slightest. The Party’s leadership system is our country’s fundamental leadership system and occupies a leading position within the institutional framework of socialism with Chinese characteristics. General Secretary Xi Jinping has emphasized, “We must focus on leveraging the Party’s leadership—the greatest institutional advantage—from the perspective of institutional arrangements.” Since the 18th National Congress of the Party, the Party Central Committee has placed great importance on perfecting the Party’s leadership system, making a series of significant institutional arrangements and major reform measures that have enabled us to better harness the Party’s greatest advantage and provide a strong guarantee for promoting the vigorous development of the cause of socialism with Chinese characteristics in the new era.

Improve the institutional mechanisms for safeguarding the “Two Upholds.” A ship weighing thousands of jun relies on a single helmsman. Since the advent of the new era, the Party and the country have achieved historic accomplishments and undergone historic transformations—fundamentally because the Party has established General Secretary Xi Jinping’s position as the core of the Party Central Committee and the entire Party, and affirmed the guiding status of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. At the Sixth Plenary Session of the 18th CPC Central Committee, Comrade Xi Jinping was designated as the core of the Party Central Committee and the entire Party. The 19th National Congress incorporated firm upholding the authority and centralized, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core into the Party Constitution, and established Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the Party’s guiding ideology. The Resolution adopted at the Sixth Plenary Session of the 19th CPC Central Committee explicitly put forward the “Two Establishments.” The “Two Establishments” represent a major political achievement of the Party in the new era—the greatest certainty, the strongest confidence, and the most reliable guarantee for us to overcome all difficulties and challenges and to respond effectively to all uncertainties. We must focus on leveraging, through institutional arrangements, the Party’s greatest systemic advantage—the leadership of the Party. To this end, we need to improve the Party Central Committee’s leadership system for major tasks, strengthen the functions and roles of the Party Central Committee’s decision-making, deliberation, and coordination bodies, refine mechanisms for implementing major decisions made by the Party Central Committee, and strictly enforce the system of reporting and seeking instructions. We should promote the concretization, institutionalization, and standardization of safeguarding the authority and centralized, unified leadership of the Party Central Committee. We must establish and improve institutional mechanisms—including task assignment, supervision and inspection, information reporting, and oversight and accountability—for thoroughly implementing major decisions and deployments of the Party Central Committee and important instructions and directives from General Secretary Xi Jinping, ensuring that these decisions and deployments are carried out fully and accurately. We must place the Party’s political development first, strictly enforce political discipline and political norms, and encourage all Party members and cadres to continuously enhance their political discernment, political comprehension, and political execution capabilities. We must transform our firm support for the “Two Establishments” into conscious ideological, political, and practical commitment to the “Two Upholds,” always maintaining the highest degree of consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in terms of political stance, political direction, political principles, and political path.

Improve the institutional framework for the Party’s comprehensive leadership. “In the grand strategy of the national governance system, the Party Central Committee is the ‘commander-in-chief’ stationed in the central command tent, with chariots, horses, and cannons each demonstrating their strengths—creating a clear and well-organized overall chessboard. If China were to fall into a situation of each region acting independently and becoming fragmented, not only would our established goals remain unattainable, but it would also inevitably lead to catastrophic consequences.” Improving the institutional framework for the Party’s comprehensive leadership means fully implementing the Party’s comprehensive leadership in all aspects of national governance and social life, integrating it into the activities of organizations at all levels and of all types, and embedding it throughout every stage and process of work. This ensures that the Party plays its pivotal role as the core leader, overseeing the whole situation and coordinating all parties, mobilizing all positive factors, and efficiently advancing the development of both the Party and the country. We must focus on leveraging, through institutional arrangements, the Party’s greatest systemic advantage—the leadership role of the Party. We need to strengthen the Party’s core leadership position within organizations at the same level, refine the systems under which the Party leads the National People’s Congress, the government, the Chinese People’s Political Consultative Conference, supervisory authorities, judicial organs, procuratorial organs, armed forces, mass organizations, enterprises and public institutions, grassroots self-governance organizations, and social organizations, thereby ensuring that all levels and sectors, under the Party’s unified leadership, assume their respective roles, perform their respective duties, shoulder their respective responsibilities, and coordinate in an orderly and harmonious manner. We must clarify the division of responsibilities between Party and government agencies, improve the system under which the Party’s functional departments exercise unified, centralized coordination and management, and address, from the perspective of institutional functions, the systemic and mechanistic issues related to the Party’s leadership over all work. This will help make the Party’s leadership over socialist modernization more scientific in terms of institutional design, more optimized in terms of functional allocation, more complete in terms of mechanisms and systems, and more efficient in terms of operation and management. We must further improve the institutional framework for the Party’s leadership over all undertakings, formulate and revise regulations and systems governing Party leadership in various fields, clearly define the specific mechanisms and pathways through which Party leadership exerts its influence across all areas of national governance, continuously raise the level of institutionalization, standardization, and proceduralization of Party leadership, and ensure that all decisions and deployments of the Party Central Committee are effectively implemented.

Strengthen the building of the Party’s organizational system. A tightly-knit organizational system is both the Party’s strength and its advantage. The Party’s comprehensive leadership and all its work must be realized through a robust organizational system. Only when Party organizations at all levels are sound and strong, forming a closely connected, highly effective organizational system that ensures smooth communication and powerful implementation, can Party leadership truly achieve the effect of “the body directing the arm, and the arm directing the fingers.” We must focus on leveraging, through institutional arrangements, the Party’s greatest systemic advantage—the leadership role of the Party—and treat strengthening the Party’s organizational system as a long-term task. We should adhere to systematic planning and integrated promotion, pay close attention to overcoming difficulties, unblocking bottlenecks, and reinforcing weak links, continuously enhancing overall effectiveness, and ensuring that the organizational system operates smoothly, covers all areas comprehensively, and functions efficiently. By achieving full coverage of the Party’s organizational system, we can ensure that Party leadership is genuinely implemented and yields tangible results. We must thoroughly implement the principle of democratic centralism—the Party’s fundamental organizational and leadership system—improve and earnestly enforce all specific systems under democratic centralism, encourage leading cadres at all levels, especially principal leaders, to take the lead in practicing democratic centralism, and guide the vast number of Party members and cadres to act in accordance with the principles of democratic centralism, thereby guaranteeing that Party leadership remains firm and effective. We must refine the institutional framework for building the Party’s organizational system, using institutions to promote the continuous improvement of an organizational system that is seamlessly connected from top to bottom and powerfully executed. We must consolidate, develop, and fully leverage the Party’s organizational advantages, continually enhancing the political and organizational functions of Party organizations. We must advance the standardization and regularization of Party branch construction, firmly assign responsibilities to Party committees (Party groups) at all levels and to leading Party members and cadres in strengthening Party building, especially in building grassroots Party organizations. We must fully bring into play the leading role of Party committees, the fighting fortress role of grassroots Party organizations, and the exemplary and pioneering role of Party members, constantly boosting the creativity, cohesion, and combat effectiveness of Party organizations.
