Strengthen the foundation of disciplinary development by perfecting the “heart-learning” approach to Party-member education.
Party spirit is the cornerstone for Party members and cadres in establishing themselves, pursuing their careers, articulating their views, and cultivating moral integrity; it is also a vital guarantee for maintaining the Party’s advanced nature and purity. Once party spirit is abandoned, it becomes difficult to resist various forms of “hunting” and enticement. To uphold sound Party conduct and strictly enforce Party discipline, the fundamental task lies in strengthening party spirit. General Secretary Xi Jinping pointed out that party spirit education is an essential course for Communists to cultivate their character and refine their morality, and it is also the “heart-learning” of Communists. In strengthening Party discipline, we must intensify education on ideals and convictions, and properly address the “master switch”—the issue of worldview, outlook on life, and values. The Thought on Socialism with Chinese Characteristics for a New Era by Xi Jinping not only encompasses major theories and strategies for the Party’s governance and administration but also profoundly reflects the requirements placed on Communist Party members in terms of political character, value pursuits, spiritual realm, and style of work. To strengthen party spirit education, we must steadfastly use the Thought on Socialism with Chinese Characteristics for a New Era by Xi Jinping to unify hearts and forge souls, establish a long-term mechanism that uses study to shape one’s soul, enhance wisdom, rectify conduct, and promote action, and thereby help the vast number of Party members and cadres deeply grasp the decisive significance of the “two establishments,” continuously reinforce the “four consciousnesses,” firmly uphold the “four self-confidences,” and ensure the “two safeguards.” We must thoroughly study and comprehend the Party’s innovative theories regarding strengthening ideals and convictions, elevating ideological horizons, and intensifying party spirit cultivation, and make concerted efforts to enhance our political discernment, political comprehension, and political execution capabilities, thus solidifying the foundation of our faith, supplementing our spiritual calcium, and keeping our ideological compass steady.
Political life within the Party is a “great melting pot” for forging Party spirit. We must continuously enhance the quality of political life within the Party by means such as democratic life meetings, organizational life meetings, the “Three Meetings and One Class” system, themed Party days, and celebrating “political birthdays,” thereby guiding all Party members and cadres to strictly abide by the Several Guidelines on Political Life within the Party and constantly strengthen their awareness of the Party, their sense of being Party members, and their discipline consciousness. We should carry out in-depth education on ideals and convictions, guiding Party members and cadres to consciously uphold the Party Constitution, set exemplary examples in practicing it, and faithfully defend it; consciously promote the great spirit of Party building, firmly hold onto our political stance, put into practice the Party’s fundamental purpose, and always bear in mind the “three imperatives.” We must persist in integrating Party discipline education with the regular and long-term implementation of Party history education, paying close attention to drawing nourishment from the Party’s glorious traditions for discipline education, guiding Party members and cadres to carry forward the great spirit of Party building, carry forward the red lineage, and establish correct views on power, achievements, and career. We must fully recognize that Party members’ cultivation of Party spirit, ideological awareness, and moral standards will not naturally improve simply with the accumulation of Party seniority or with promotion to higher positions—rather, they require lifelong effort. All Party members and cadres must regard strengthening their Party spirit as a lifelong task, constantly studying and refining themselves, regularly undergoing ideological and political check-ups, aligning themselves with the requirements of the Party Central Committee, “scanning” themselves against the Party Constitution and Party regulations, “seeing through” themselves in light of the new expectations of the people, and “comparing” themselves with our predecessors, martyrs, and advanced role models, thus remaining self-aware, self警醒, self-motivated, and consciously preserving the political character of communists.

Party conduct is the external manifestation of Party spirit and discipline. To strengthen Party spirit and enforce strict discipline, we must pay close attention to building a sound work style. General Secretary Xi Jinping pointed out that problems in work style are by no means trivial matters; if left unchecked, they will gradually build an invisible wall, separating the Party from the people of all ethnic groups. In reality, some Party members and cadres have repeatedly compromised on their conduct and minor details, creating openings for “hunting” agents and triggering a chain reaction that ultimately leads to serious violations of discipline and law—severely tarnishing the Party’s image and damaging the relationship between the Party and the masses. Since the 18th National Congress of the CPC, the Party Central Committee has taken the lead by formulating and implementing the Central Committee’s Eight-Point Regulation, adopting a “nailing-down” approach to address the “Four Winds” issues and enforcing strict discipline to rectify work styles. As a result, many longstanding unhealthy tendencies that had long resisted correction have been brought under control, and persistent, deeply entrenched malpractices that had lingered for years have finally been eradicated. Consequently, Party and government conduct have undergone a profound transformation, earning the trust and support of the people. However, the “Four Winds” problems are long-standing, stubborn, and prone to recurrence. Hedonism and extravagance occasionally resurface, while formalism and bureaucratic practices remain deeply entrenched. The effort to build a sound work style is an ongoing journey. We must strictly enforce the Code of Integrity and Self-Discipline, rigorously implement the spirit of the Central Committee’s Eight-Point Regulation and its detailed rules, and continue to deepen efforts to combat the “Four Winds.” We must strike hard at any signs of hedonistic or extravagant behavior as soon as they emerge, remain vigilant against emerging and hidden new trends, and especially prioritize tackling formalism and bureaucracy as key areas in work-style development. Based on the regional, industrial, and stage-specific characteristics of work-style development, we must focus on addressing widespread and recurring problems, and firmly reinforce the bulwark of the Central Committee’s Eight-Point Regulation.
We must persist in simultaneously addressing the “Four Winds” and fostering a new ethos, vigorously cultivating and nurturing a fresh atmosphere characterized by truth-seeking pragmatism, integrity and honesty, and a commitment to frugality while shunning extravagance. We should vigorously promote a culture of practicality: all Party members and cadres must be down-to-earth, work diligently and earnestly, pursue truth and pragmatism, focus on real results, avoid empty fantasies, eschew hollow rhetoric, refrain from superficial displays, and steer clear of mere showmanship. They must firmly remember that "empty talk harms the country, while practical action strengthens it," uphold a correct view of political achievements, and fulfill their duties and responsibilities toward the Party and the people with a sense of responsibility that never lets them rest easy and with an energetic spirit of proactive dedication and accountability. We must also champion a culture of integrity, deeply engraving in our minds the principle that integrity brings blessings, while greed and desire bring misfortune. We must firmly establish a correct understanding of power, fortify our ideological defenses, strictly adhere to legal and disciplinary boundaries, and guard against pitfalls in politics, power use, interpersonal relationships, daily life, and family ties. We must live with integrity and conduct ourselves with transparency and uprightness, forever preserving our political character of honesty and incorruptibility, and remain upright communists untainted by any blemish. We should cultivate a culture of simplicity and thrift, carrying forward the traditional virtues of humility and prudence, guarding against arrogance and impatience, embracing hard work and frugality, and exercising strict self-discipline over our personal time outside work, as well as over our families and close aides. We must maintain a serious lifestyle and develop healthy hobbies and interests. In particular, we must enhance our self-control and exercise vigilance even in solitude and in minor matters. We should improve and institutionalize mechanisms for ongoing and long-term efforts to strengthen Party conduct, ensuring that the spirit of the Eight-Point Regulation truly becomes a widespread practice and norm, using a sound Party style to lead and shape social and public customs.
Regularly and systematically carry out Party discipline education, transforming compliance with rules and discipline into an intrinsic aspiration.
Discipline is the “ruler” for governing and administering the Party, and it also serves as a vital safeguard for strengthening Party spirit and rectifying work styles. Without discipline as a strong backing, the effectiveness of Party spirit education and efforts to address misconduct and corruption would be greatly diminished. General Secretary Xi Jinping has repeatedly emphasized the need to firmly establish awareness of the Party Constitution and institutional rules, cultivate conscious adherence to discipline, clearly understand boundaries and stay within red lines, and transform external disciplinary requirements into internal aspirations. Launching Party discipline study and education across the entire Party is an important measure for strengthening Party discipline and promoting the deepening of comprehensive and strict governance over the Party. Party organizations at all levels, in accordance with the central government’s requirements, regard carrying out Party discipline study and education as a crucial political task. They are organizing Party members—especially leading cadres—to earnestly study General Secretary Xi Jinping’s important thoughts on the Party’s self-revolution and his key remarks on comprehensively strengthening Party discipline. They are making every effort to thoroughly grasp the profound implications and underlying logic behind the Regulations. Focusing on studying and implementing the Regulations, they are organizing Party members and cadres to study them chapter by chapter and article by article, linking their learning to practical situations, and engaging in in-depth discussions. They are also leveraging case studies and training sessions to promote learning, helping Party members and cadres further clarify the benchmarks for their daily words and deeds, using Party rules and discipline to correct their thinking and actions. Thus, the process of studying Party discipline becomes a journey to enhance disciplinary awareness and elevate Party spirit cultivation.
It is not enough to rely on a single, concentrated period of study and education to foster a high degree of self-awareness among all Party members and cadres regarding compliance with rules and discipline. We must establish a regular, long-term system and mechanism for Party discipline learning and education, continuously consolidating and expanding the achievements made in this area. The theoretical study groups of Party committees (Party leading groups) at all levels should regard Party discipline as an important component of collective study and incorporate it into their learning plans, thereby playing a leading and exemplary role in Party discipline learning and education. Cadre education and training institutions at all levels should treat Party discipline as a compulsory and ongoing course in cadre education and training, enriching the curriculum, diversifying educational formats, and enhancing teaching quality. Grassroots Party organizations should integrate Party discipline learning and education into their annual work plans, conducting Party discipline education through such forms as “three meetings and one class,” themed Party days, and Party member training sessions, and organizing at least one study session or themed Party day each year centered on Party discipline education. We must make good use of red resources such as revolutionary memorial halls, Party history museums, martyrs’ memorial facilities, and former revolutionary sites; leverage the channels provided by ideological and political theory courses in schools; utilize various media—including books, newspapers, radio, film, television, and the internet—to disseminate Party discipline knowledge; and make full use of platforms like Party-mass service centers and new-era civilization practice centers. We should carefully design and enrich the content of Party discipline education, thereby strengthening its effectiveness. Party organizations at all levels must regard strengthening Party discipline building as an important political responsibility—ensuring that strict Party discipline remains both “sharp” and “authoritative,” while also prompting Party members and cadres to take it seriously, remain vigilant, and know when to stop. This will help cultivate a high degree of self-awareness among the vast majority of Party members and cadres regarding compliance with rules and discipline. Every Communist Party member should regard Party discipline education as a lifelong compulsory course, studying the discipline, understanding it, being clear about it, and adhering to it. We must engrave compliance with rules and discipline deeply in our hearts, internalizing them as unwavering behavioral norms that guide our daily actions without us even realizing it, thus transforming the Party’s iron discipline into a discipline that is consciously and voluntarily upheld.
