An excellent work style that is indispensable in the course of development. Opposing extravagance and waste is both an obligation and a disciplinary requirement for Party members. The advanced nature and purity of Party members must be reflected not only in production, work, and study but also in daily life. If Party cadres and members indulge in extravagance and waste in their daily lives, they will undermine the discipline that Party members are expected to uphold in their everyday conduct and social interactions. At its core, this discipline calls for putting into practice the core socialist values—upholding great morality, observing public ethics, and strictly maintaining personal integrity. General Secretary Xi Jinping has set forth clear requirements for Party cadres and members regarding self-cultivation and self-discipline, pointing out that “life is the foundation of work; if we cannot achieve self-awareness and self-discipline in our daily lives, it will be difficult for us to remain upright and honest in our work.” He emphasized the importance of “rectifying our thoughts and conduct and elevating our moral standards” and “using a sound Party ethos to promote positive and virtuous social and folk customs.” The newly revised "Regulations on Disciplinary Actions of the Communist Party of China" (hereinafter referred to as the "Regulations"), in Chapter Eleven—"Disciplinary Actions for Violations of Lifestyle Discipline," focuses on encouraging Party cadres and members at all levels to take the lead in practicing and promoting the core socialist values, refining the provisions related to lifestyle discipline, guiding Party cadres and members to hone their moral character, and strictly regulating their conduct and behavior, so as to better leverage the exemplary role of Party cadres and members in setting a good example for the entire society.
First, we must oppose extravagance and waste and promote the fine virtue of diligence and frugality. General Secretary Xi Jinping has emphasized, “We must uphold diligence and frugality and firmly oppose extravagance and waste.” In response to the important speeches, instructions, and directives of General Secretary Xi Jinping, the Regulations have added Article 150, which stipulates disciplinary measures for behaviors in daily life that cause adverse effects through extravagance and waste. Diligence and frugality are not only key elements of China’s outstanding traditional virtues but also an essential component of the core socialist values. Moreover, they are crucial for comprehensively advancing Chinese-style modernization. Failure to uphold these principles can harm our image in the eyes of the people. By making this amendment, the Regulations aim to guide Party members and cadres at all levels to consciously resist unhealthy practices such as showing off, competing in luxury, and indulging in extravagant waste, and to take the lead in embracing a simple lifestyle, thereby fostering a widespread culture of diligence and frugality throughout society.
Second, we must regulate online conduct and take the lead in upholding public order and good morals. Article 153 of the Regulations adds provisions for disciplinary measures against those who violate public order and good morals or engage in inappropriate online behavior. Public order and good morals, as the norms and ethics that safeguard the normal and healthy development of the nation and society, collectively reflect the general interests and prevailing moral values of a society and exert certain constraints on the behavior of the public. As an important medium for interpersonal communication, the internet has become an integral part of social life and serves as a crucial platform for the public to exchange ideas and receive information—thus possessing public characteristics. Therefore, expressing opinions and conducting activities online should also be guided by the principles of public order and good morals. In the internet era, Party members, as pioneers and role models throughout society, should demonstrate their exemplary conduct not only offline but also online. It is beneficial for Party and government officials to take the lead in practicing the core socialist values online, thereby guiding the public to jointly create a clean and upright online environment. If Party and government officials fail to pay attention to their identity and image, act recklessly online, violate public order and good morals, and engage in unethical or improper behavior, they are highly likely to attract widespread public attention and trigger strong public dissatisfaction. The internet is by no means a lawless space. The Regulations’ enhancement and refinement of disciplinary provisions for inappropriate online conduct by Party and government officials aim to encourage Party members and officials to exercise self-discipline and vigilance, to reflect on themselves and remain alert at all times, and to consciously abide by and uphold moral standards both online and offline, thus consistently setting a positive example.
Small matters and minor details involve politics, direction, image, and personality. Party members and cadres must attach great importance to discipline in daily life, consistently applying strict self-discipline to both their everyday routines and social interactions. They should consciously cultivate a positive work ethic, continuously refine themselves and exercise self-restraint, take the lead in fostering and safeguarding new social norms, and help shape a positive image for the team.
