The “Decision of the CPC Central Committee on Further Deepening Comprehensive Reform and Promoting Chinese-style Modernization,” adopted at the Third Plenary Session of the 20th CPC Central Committee (hereinafter referred to as the “Decision”), serves as a general mobilization and overall plan for advancing comprehensive deepening reform in both breadth and depth on the new journey of the new era. It is also a guiding document outlining the strategic direction for further deepening comprehensive reform on this new journey. We must hold high the great banner of reform and opening-up, accurately grasp the essence of the “Decision,” transform the strategic arrangements for further deepening comprehensive reform into a powerful driving force for promoting Chinese-style modernization, and unswervingly carry reform through to the end.
Strengthen our confidence by recognizing our remarkable achievements. Since the Third Plenary Session of the 18th CPC Central Committee, the Party Central Committee with Comrade Xi Jinping at its core has, with unprecedented determination and intensity, resolutely tackled institutional and systemic shortcomings in all areas, embarking on a new journey of comprehensively deepening reform and systematically and holistically advancing reforms in the new era. As a result, the cause of the Party and the country has achieved historic accomplishments and undergone historic transformations. Looking back on Gansu’s development journey, we deeply realize that the key to Gansu’s current favorable situation lies in reform; and the key to Gansu keeping pace with the nation’s overall modernization drive in the future also lies in reform. We must remain firmly confident, boldly take the lead, firmly uphold the guiding principle of strengthening the province through reform, and strive to write new chapters of reform—both in practice and in the spirit of the times.

The “Decision” adopted at the Third Plenary Session of the 20th Central Committee of the Party closely focuses on advancing Chinese-style modernization and outlines strategic measures for further comprehensively deepening reform. Chinese-style modernization is a grand and unique innovation in human history, and we must rely on reform to address the challenges that arise during development. We must maintain strategic composure and unwavering commitment to our goals, continuously emancipate our minds, streamline institutional mechanisms, and inject inexhaustible momentum into the Gansu practice of advancing Chinese-style modernization.
Take the initiative by firmly grasping valuable experiences. The Third Plenary Session of the 20th Central Committee of the Party profoundly summarized, through the “Six Persistences,” the invaluable experiences gained since the reform and opening-up, especially during the new era of comprehensively deepening reform, thereby deepening our Party’s understanding of the underlying principles governing reform. We must deeply grasp the essence and significance of the “Six Persistences,” fully implement them in every field, every link, and throughout the entire process of further comprehensively deepening reform, and enhance the scientific nature, foresight, initiative, and creativity of such reform. In this way, we can continuously seize the initiative, gain advantages, and secure a bright future.
Strengthen our resolve by firmly grasping the grand blueprint. The "Decision" puts forward more than 300 major reform initiatives, covering all aspects of advancing Chinese-style modernization and painting a comprehensive picture of further deepening reform in a holistic manner. Standing at this new starting point, Gansu must blaze a new trail for reform and development. To do so, we must consciously act within the broader context, fully and accurately implement the directives and requirements set forth by the Party Central Committee, and strive to not only bring honor to our own region but also add luster to the overall national cause.

As we enter a new era, General Secretary Xi Jinping has creatively put forward a series of new ideas, new perspectives, and new judgments, providing intellectual guidance and fundamental principles for comprehensively deepening reform. We must thoroughly study and deeply understand General Secretary Xi Jinping’s series of new ideas, new perspectives, and new judgments on comprehensively deepening reform, continuously transforming the powerful ideological strength into robust practical force, and achieving new victories in further comprehensively deepening reform.
Gather powerful momentum by deeply understanding historical logic. Looking back at China’s millennia of history, we see that transformation has had a profound impact on social development. The comprehensive deepening of reform not only bears distinct characteristics of our times but also has deep historical roots. Enhance conscious action by deeply understanding the scientific method. General Secretary Xi Jinping emphasized: “Reform and opening-up is a brand-new undertaking unprecedented in history; we must adhere to the correct methodology and advance it through continuous practice and exploration.” In the great transformation of the new era, General Secretary Xi Jinping has gained a profound grasp of the laws governing reform and creatively proposed scientific methods and effective pathways for comprehensively deepening reform, thus forming the richest, most comprehensive, and most systematic methodology for reform and opening-up since the start of the reform and opening-up policy. Under the guidance of the scientific methodology elucidated by General Secretary Xi Jinping, we must accurately identify the new opportunities, new challenges, and new missions facing the further comprehensive deepening of reform, and continuously achieve new successes in reform.
Stimulate powerful momentum through the practice of deepening our understanding and implementation. The new round of reform has entered deep waters, with the complexity of underlying contradictions markedly increasing compared to the past, and there are more tough nuts to crack. General Secretary Xi Jinping pointed out: “To turn the blueprint for Chinese-style modernization into reality, the key lies in further comprehensively deepening reform, continuously improving institutional mechanisms in all aspects, and providing institutional guarantees for advancing Chinese-style modernization.” Faced with a complex and ever-changing international and domestic situation, confronted with a new round of scientific and technological revolution and industrial transformation, and responding to the fresh expectations of the people, we must continue to push reform forward. We need to keep deepening reform in key areas and critical links, focusing on building a more complete, more stable, and more effective institutional framework. Relying on reform and opening-up—the vital treasure—we must tackle development challenges, forge development advantages, steadily maintain overall stability, adapt to changing circumstances, and create new opportunities.
Grasp major relationships and further deepen reform in a comprehensive and coordinated manner.
Further deepening reform in a comprehensive and systematic way is a complex, integrated undertaking that requires greater emphasis on systemic integration, sharper focus on key priorities, and more rigorous attention to the practical effectiveness of reforms—so as to ensure that various reform initiatives complement each other in terms of policy orientation, mutually reinforce each other during implementation, and synergistically enhance their overall effectiveness.
Properly manage the relationship between “top” and “bottom.” Further deepening reform in a comprehensive manner requires coordinated efforts from both “top” and “bottom.” On the one hand, we must keep the bigger picture in mind, strictly adhere to the top-level design, and meticulously organize and implement the reform. On the other hand, we must insist on piloting first, encourage grassroots innovation, and continuously generate and summarize fresh experiences. We need to achieve an organic integration of bottom-up and top-down approaches.
Properly balance the relationship between “points” and “areas.” Reform is an integrated process of change and innovation across all fields; piecemeal adjustments won’t suffice, nor will fragmented patchwork solutions. We must adhere to the unity of the dialectical approach of both “two-point theory” and “key-point theory”—highlighting overall advancement to ensure that various reforms complement each other and work together efficiently, while also emphasizing key breakthroughs by focusing on those critical links that, when addressed, can set off a chain reaction throughout the entire system. We need to identify the right entry points and pinpoint the precise areas for action, using these focal points to drive broader reform efforts and enhance their effectiveness.
Properly handle the relationship between "establishing" and "breaking." Reform involves both breaking and establishing; when we grasp the underlying principles, we can achieve twice the result with half the effort. We must adhere to a strategy of simultaneous breaking and establishing, prioritizing establishment before breaking, and carefully arranging the sequence, pace, and timing of reform initiatives. We should steadily and orderly advance those reforms that are critical, strategic, and highly influential, continuously stimulating vitality in economic and social development and effectively addressing the real concerns of the people.
Properly handle the relationship between "unification" and "decentralization." General Secretary Xi Jinping pointed out: "As we comprehensively deepen reform, we must avoid a piecemeal approach—hitting here today and there tomorrow." For localities, it is essential to follow the decisions and deployments of the Party Central Committee, tailor reform blueprints, timetables, and task lists to the specific conditions of their respective regions and sectors, and ensure that major reform tasks are effectively implemented. At the same time, we must break down departmental and regional barriers, and promote seamless coordination and integrated advancement across all fields and aspects of work.
Properly balance the relationship between “reform” and “stability.” Integrate the spirit of “daring to venture and experiment” with the principle of “taking steady steps.” On the one hand, we must dare to tackle tough challenges and plunge into deep waters, tackling head-on those areas and links that involve a wide scope, are fraught with contradictions, and pose great difficulties. On the other hand, we must carefully balance the intensity of reform, the pace of development, and society’s capacity for bearing change. For key reform initiatives, we should repeatedly simulate scenarios, conduct thorough deliberations, make scientifically sound decisions, and ensure smooth implementation, thereby fostering a virtuous cycle of mutual reinforcement between reform and stability.
Strengthen our sense of responsibility and unite our hearts and efforts to further deepen reform in a comprehensive manner.
General Secretary Xi Jinping pointed out: “Comprehensively deepening reform involves a wide range of areas, and major reform initiatives may have far-reaching implications—so we must be extremely cautious.” We must deeply study and grasp General Secretary Xi Jinping’s series of new ideas, new perspectives, and new judgments on comprehensively deepening reform, thoroughly study and implement the spirit of the Third Plenary Session of the 20th Party Congress, unite our hearts and minds, pool our strengths, and further deepen reform in a comprehensive manner, striving to write a new chapter for Gansu’s modernization with Chinese characteristics.
Grasp reform with a high degree of political awareness. Deeply understand the decisive significance of the “Two Establishments,” resolutely uphold the “Two Safeguards,” and firmly uphold and strengthen the Party’s overall leadership. Implement and carry out reforms in accordance with the clear directions, goals, tasks, and paths laid out by the Party Central Committee, ensuring that reform is firmly grasped and earnestly shouldered. Truly reinforce and implement the principal responsibility for reform, guiding and urging Party members and leading cadres—especially “number one officials”—to strengthen their political commitment and demonstrate absolute loyalty to the Party through concrete reform achievements. We must vigorously promote the spirit of reform and innovation, encouraging Party members and cadres to display the courage to blaze new trails wherever they encounter obstacles and build bridges wherever they face water, actively engaging in the practice of reform in Longyuan and delivering an outstanding report card to the Party Central Committee and the people of the entire province.
Adopt a broad, holistic perspective in driving reform. Firmly shoulder the important mission entrusted to Gansu by the Party and the state, and highlight Gansu’s pivotal role in the national context as we further deepen comprehensive reform. We must deepen reform of the ecological civilization system, focusing on implementing the national strategy for the Yellow River, advancing the “dual carbon” goals, and promoting ecological restoration in the Qilian Mountains. We should launch landmark campaigns in green transformation, pollution prevention and control, ecological restoration, land greening, water management and water conservation, sand control and desertification prevention, and environmental safety, thereby effectively solidifying Gansu’s role as a vital ecological security barrier in the western part of the country. We need to improve the institutional framework for high-level opening-up, deeply integrate into the high-quality joint construction of the Belt and Road Initiative, accelerate the development of an export-oriented economy, and comprehensively enhance the quality and effectiveness of our opening-up efforts. We must also refine the institutional mechanisms for safeguarding national security, vigorously promote proactive security initiatives and stability maintenance, weave a tighter and more robust safety and development protection network, and make positive contributions to the overall cause of national security.
Adhere to a problem-oriented approach in driving reform. Closely focus on deep-seated institutional and systemic barriers and structural contradictions that constrain the province’s development, deliver a “combination punch” of reforms, and comprehensively enhance the driving force for development. We must make concerted efforts to address institutional and systemic issues that hinder high-quality economic development, foster and develop new forms of productive forces, accelerate the advancement of a new type of industrialization, continue to deepen state-owned asset and enterprise reform, support the growth of the private economy, remove institutional and systemic obstacles that impede the business environment, create better conditions for attracting industrial transfers from eastern and central regions, and sustainably consolidate the positive momentum of economic development. We must also focus on resolving institutional and systemic issues that restrict integrated urban-rural development, accelerate the advancement of urbanization centered on county towns, consolidate and expand the achievements made in poverty alleviation, firmly safeguard the bottom line of food security, build livable and work-friendly beautiful villages, establish a virtuous mechanism for industrial upgrading, population concentration, and urban development, and gradually narrow the development gap between urban and rural areas. Finally, we must tackle institutional and systemic issues that affect the integration of culture and tourism, deeply explore the contemporary value of ancestral cultures, Yellow River culture, agricultural culture, Dunhuang culture, Silk Road culture, and red culture, improve the cultural industry system, strengthen the protection and inheritance of cultural heritage, and create world-class tourist destinations.
We will advance reform with a deep commitment to serving the people. We will actively respond to the Lanzhou people’s new aspirations for a better life, taking the promotion of social equity and justice and the enhancement of people’s well-being as both the starting point and ultimate goal for further deepening comprehensive reform. We will ensure that whenever the people voice their needs, reform will provide timely responses. We will refine employment-first policies, improve mechanisms for promoting high-quality and full employment, and establish a systematic framework that effectively boosts incomes of low-income groups, steadily expands the middle-income group, and appropriately regulates excessively high incomes. We will strengthen the public service system, increase the supply of high-quality educational resources, promote the expansion and downward distribution of high-quality medical resources, and ensure their balanced regional deployment. We will improve systems such as critical illness insurance and medical assistance, adopt both rental and purchase options to meet people’s housing needs, and firmly safeguard the bottom line of people’s livelihoods. We will also enhance the support and service system for population development, advance mutual-help-based elderly care services, promote the integration of medical and elderly care services, vigorously develop the silver economy, and deepen implementation of the “Pairing Assistance—Loving Gansu” initiative. We will protect the legitimate rights and interests of women and children, enabling the people to experience greater fulfillment, happiness, and security, and continuously open up new horizons in building a prosperous and happy modern socialist Gansu.
