Throughout the Party’s more than 100-year journey of struggle, our Party has always attached great importance to disciplinary development and has emphasized making good use of typical cases in disciplinary education, thereby fostering a high degree of self-awareness among all Party members to abide by rules and uphold discipline. Since the 18th National Congress of the Party, General Secretary Xi Jinping has attached great importance to cautionary education, stressing its significance in the new era and providing guidance for continuously optimizing the practical approaches to cautionary education. The “Notice on Conducting Party Discipline Study and Education Throughout the Party,” issued in 2024 by the General Office of the CPC Central Committee, calls for strengthening cautionary education, deeply analyzing typical cases of disciplinary violations, and focusing on using real-life examples to educate those around us, so that Party members and cadres can be alerted, clearly understand the bottom lines, and develop a sense of awe and respect.

Attach great importance to leveraging the unique function of cautionary education.

Compared with conventional education, cautionary education possesses unique deterrent and preventive functions, enabling us to integrate education more effectively into the entire chain of “punishment, treatment, and prevention.” From the perspective of “punishment,” since the very concept of discipline inherently carries the connotation of punishment, disciplinary education should not merely involve propaganda and persuasion; rather, it must fully demonstrate the punitive power of discipline. Whether we can uphold the mandatory nature, punitive character, and uniformity of disciplinary sanctions—and whether we can truly treat everyone equally, regardless of their position, length of Party membership, or degree of merit—should not remain confined to theoretical discussions or mere verbal declarations, but instead be reflected in concrete actions and in the handling of each individual case. By using cases of disciplinary violations as cautionary examples, we not only showcase our Party’s firm stance and resolute actions in investigating and dealing with every instance of disciplinary and legal violations, thereby safeguarding the seriousness and authority of discipline; we also continuously send a strong signal that strict enforcement of discipline and law is non-negotiable, effectively serving as a warning against potential violations and breaches of discipline.

From the perspective of “governance,” we should integrate the process of cautionary education with deepening reform, perfecting institutions, and promoting governance. By institutionalizing and solidifying the outcomes of cautionary education, we can drive the establishment and improvement of rules and regulations. Cautionary education not only facilitates learning from cases and reinforces disciplinary awareness through case studies, but also promotes reform and governance based on these cases. By drawing lessons from negative examples in disciplinary violations—lessons related to institutional development—we can launch targeted rectifications, strengthen weak links, plug institutional loopholes, and eliminate disciplinary problems at their root source.

From the perspective of prevention, cautionary education—through demonstration, persuasion, and even a deterrent effect—can deeply move and shock Party members and cadres, helping them overcome any inertia that might arise during theoretical study. Disciplinary violations serve both as “lessons from past mistakes” and as the most vivid “negative examples.” By strengthening cautionary education and conducting in-depth analyses of typical cases—examining their causes, processes, and outcomes—we can help Party members and cadres gain a deeper understanding of the Party’s disciplinary rules, which are highly principled, general, and abstract. This, in turn, enables them to engage in profound self-reflection, draw valuable lessons from these cases, and achieve the effects of educational deterrence, self-awareness, and clear boundary-setting. As a result, they will be better able to uphold their principles when confronted with temptations and pressures, and enhance their ability to identify and resist unhealthy behaviors.

Further enhance the effectiveness of cautionary education.

In May 2024, during his inspection tour of Shandong, General Secretary Xi Jinping emphasized: “We must strengthen cautionary education, make good use of case studies to promote learning and illustrate discipline through real-life examples, and ensure that having reverence in our hearts and holding ourselves to strict standards truly become a daily, conscious practice.”

Emphasize the "precision" of cautionary education. In selecting cases for cautionary education, we should not only choose major, significant, and serious cases for broad-based educational purposes but also enhance targeted approaches by selecting cases that, though seemingly minor, can reveal the underlying commonalities and essential characteristics of a particular type of disciplinary violation. Through in-depth analysis of these cases, we can focus on highlighting similar disciplinary issues, providing Party members and cadres with valuable lessons and practical guidance. In particular, we should place greater emphasis on cases involving common, frequently occurring, and newly emerging disciplinary violations. These cases should fully illustrate to Party members and cadres the behavioral patterns of violators, the harmful consequences they cause, and the penalties they have faced, helping them gain a deeper understanding of the elements constituting disciplinary violations, the criteria for identifying such violations, and the responsibilities associated with them. By clearly defining the boundaries between compliance, disciplinary infractions, and illegal acts, and by distinguishing clearly among different types of disciplinary violations, we can ensure that Party members and cadres remain alert and highly vigilant toward newly emerging and frequently occurring disciplinary problems, firmly safeguarding the red line of discipline.

Emphasize the “precision” of cautionary education. In cautionary education, carefully select and present the content of disciplinary violation cases to enhance the scientific rigor and persuasiveness of such education. Pay close attention to presenting the full picture of each disciplinary violation case, helping Party members and cadres develop a holistic understanding that links cause and effect and looks beyond surface phenomena to grasp the essence of the issues. At the same time, it is crucial to make deliberate choices regarding the constituent elements and specific circumstances of disciplinary violations, focusing instead on deepening the publicity of rules and discipline, conducting thorough analysis and reflection, and exploring and dissecting the underlying causes of disciplinary violations as well as the patterns for addressing similar issues. We must avoid falling into the trap of standardized or homogenized case analyses. Instead, we should carefully eliminate any case content that deviates from or dilutes the educational objectives. Otherwise, there’s a risk that the audience will pay more attention to the severity of the specific details of the violations or the diversity of their manifestations—perhaps even fixating solely on the novelty and sensationalism of the cases themselves—thereby significantly undermining the effectiveness of the cautionary education.

Emphasize the “depth” of cautionary education. Cautionary education must never be reduced to merely carrying out a single activity, completing a one-time task, holding a single meeting, or delivering a single lecture. Nor should it simply involve writing reflections, sharing personal experiences, or making public declarations. Even less should it be viewed as something whose messages have nothing to do with oneself. Rather, through the implementation of such education, we must address and eliminate the root causes of erroneous thinking at the levels of values and views on political achievements, thereby strengthening disciplinary awareness and reinforcing compliance with rules and regulations. We should integrate cautionary education into organizational life and special democratic life meetings, promptly organize discussions and exchanges, and earnestly guide all Party members and cadres to fully engage themselves, conduct profound self-reflection, and thoroughly analyze their own shortcomings by drawing parallels with negative examples. We should also carry out targeted discussions, comparisons, and self-checks, promptly addressing any emerging or trending ideological issues and preventing similar problems from occurring within ourselves.

Emphasize the “proximity” of cautionary education. The selection of cautionary education content should not be uniformly generic—neither treating all audiences alike nor lumping together old and new cases in a one-size-fits-all approach. Instead, it should be tailored to different target groups, with specialized topics designed for various levels, sectors, and job positions, ensuring distinctions and targeted emphasis, and carrying out cautionary education in a graded and categorized manner. Highlight the contemporary context, adhere to a problem-oriented approach, and continuously update case materials to reflect new situations, emerging issues, and novel manifestations uncovered in practice. Pay particular attention to selecting typical cases that have occurred within your own unit, region, or system; using real-life incidents and people around you often yields twice the results with half the effort. Given that work characteristics are similar, hierarchical levels are comparable, business operations are akin, and integrity risks are analogous, conducting targeted cautionary education allows for personalized approaches and precise interventions, thereby better enabling officials to be deeply moved and alerted by negative examples and avoid repeating past mistakes. At the same time, this helps Party members and cadres draw lessons from disciplinary violations, thoroughly investigate the regional, sectoral, and psychological factors underlying individual cases, and systematically identify risk points related to key tasks, job responsibilities, and business processes, thus strengthening the disciplinary defense line of Party members and cadres from the ground up through meticulous attention to detail.
