If we do a good job in building primary-level Party organizations, our primary-level Party organizations will be unbreakable, our contingent of Party members will be indomitable, and our Party’s position as the ruling party will be as solid as a rock—ensuring that the cause of the Party and the people will achieve victory in every endeavor.” Since the advent of the new era, our Party has firmly embraced a systemic perspective and adhered to categorized guidance and sector-specific approaches in strengthening the building of primary-level Party organizations. The Party Central Committee with Comrade Xi Jinping at its core attaches great importance to Party building within new economic organizations, new social organizations, and new employment groups, putting forward a series of important instructions and requirements that provide us with fundamental guidelines.
In recent years, China’s social structure has undergone profound changes. New economic organizations, new social organizations, and new employment groups have been rapidly developing, playing an increasingly important role in promoting economic growth, fostering social prosperity, innovating social governance, and providing public services. Consequently, Party building in the “three new” areas is also facing new situations and new tasks, calling for fresh responsibilities and new achievements. The Party building in the “three new” areas is both an inevitable outcome of the development of information technology and the rise of the platform economy, as well as an objective requirement driven by the broader trend of transformation in the forms of social organizations. Doing a good job in Party building within the “three new” areas is crucial—whether it’s strengthening the Party’s ideological guidance, political leadership, organizational coverage, and care and concern for this group of people, or ensuring the healthy development of industries and effectively preventing and resolving various risks. On this new journey in the new era, we must fully recognize the importance of Party building in the “three new” areas from the perspective of safeguarding the Party’s governing foundation and ensuring the long-term stability and security of the country. We must organize Party members, attract and unite talented individuals, and mobilize the masses.
Strengthening Party building under the “Three New” framework is an inevitable requirement for upholding the Party’s overall leadership in the process of further deepening reform comprehensively. No matter how much reform is carried out, we must absolutely remain firm on fundamental principles such as upholding the Party’s overall leadership, adhering to Marxism, staying true to the path of socialism with Chinese characteristics, and maintaining the people’s democratic dictatorship. Upholding the Party’s overall leadership is the fundamental guarantee for further deepening reform comprehensively and advancing Chinese-style modernization. Strengthening Party building under the “Three New” framework—achieving all-round, three-dimensional, tangible, and effective coverage of Party work—is essential for upholding the Party’s overall leadership and consolidating the Party’s governing foundation. To illustrate this point, consider the vigorous rise of new business models, exemplified by the platform economy, which has attracted a large number of newly employed workers. The emerging sectors to which these workers belong are presenting various new situations and changes in terms of development models, organizational structures, and operational approaches. This calls for our Party building efforts to squarely face these challenges, take proactive measures, uphold the Party’s overall leadership, optimize organizational arrangements, and weave a tighter network of Party organizations. By doing so, we can unite and rally the vast ranks of newly employed workers around Party organizations, transforming the “most dynamic zones” into robust bastions that effectively implement the Party’s leadership.
Strengthening Party building in the “three new” areas is a crucial guarantee for continuously rallying and boosting the powerful synergy needed to advance Chinese-style modernization. Chinese-style modernization is a cause that belongs to the billions of people themselves. Since the advent of the new era, our Party has thoroughly implemented the development philosophy centered on the people. While successfully promoting and expanding Chinese-style modernization, we have also driven all-round improvements in people’s lives, enabling the entire Chinese population to move forward together toward modernization. In this process, new economic organizations, new social organizations, and new employment groups have emerged and gradually become important actors in economic and social development—playing a vital role in driving economic growth and fostering the prosperity of social undertakings. General Secretary Xi Jinping emphasized: “We must place particular emphasis on strengthening Party building among new economic organizations, new social organizations, and new employment groups, continuously enhancing the Party’s appeal, cohesion, and influence in emerging fields.” Currently, taking the new employment group as an example, the Ninth National Survey on the Status of the Working Population released in 2023 shows that the total number of workers nationwide is around 402 million, of which 84 million are engaged in new forms of employment. Judging from economic prospects and development trends, the size of this group continues to grow steadily. Grassroots Party organizations must “organize” them effectively. Faced with the new tasks, new challenges, and new issues arising from Party building in the “three new” areas, we must combine these with the new situation and new characteristics, adhere to a spirit of reform in studying new conditions and solving new problems, continuously enhance the effectiveness of Party building in the “three new” areas, boost the sense of organizational belonging and identity among the “three new” groups, and constantly rally the powerful synergy needed to advance Chinese-style modernization.
Strengthening Party building around the “Three New” groups is an objective necessity for effectively implementing the Party’s mass line in the new era and doing a good job in mass work. The mass line is the lifeline and fundamental working guideline of our Party, and it is an important heritage that enables our Party to remain ever youthful and combat-ready. As Party officials, mastering mass work is a core competence. The “Three New” groups—comprising a large number of people, spanning a wide geographic area, characterized by high mobility, and featuring a complex demographic structure—have relatively more “pain points” and relatively lower “trigger points,” thus posing new demands on our mass work. This requires our Party-building efforts to keep pace with the times in terms of working strategies, methods, and approaches, and to fully leverage their roles in ideological guidance, cohesion, and service provision. For example, we must effectively coordinate local responsibilities with industry enterprises, striving to achieve both organizational and working coverage among the newly employed groups. We should consistently integrate theoretical study, themed Party days, and practical industry experiences in a deep and meaningful way, closely linking political functions, organizational functions, and service functions. Moreover, we must strengthen the protection of rights and interests of the newly employed groups, help them resolve urgent, difficult, and concerning issues, and truly promote the comprehensive advancement and robust development of Party building among the “Three New” groups.
